OBJECTIVES OF THE PROGRAMME

The objectives of the Department are to follow best practices in financial management within a sound internal control framework coupled with integrity and transparency, providing effective and efficient support for budget and financial administration across the Organization for all sources of funds in accordance with applicable regulations and resolutions with relevant financial reporting at all levels, both internally and externally. The Treasury unit is responsible for management of bank accounts, investments and foreign exchange risks for the Organization. The unit manages cashflow globally ensuring that funds are available in the right location and currency in accordance with office needs. The Insurance Risk Management (IRM) unit is responsible for the management and negotiation of the global insurance policies and premiums for all of the Organization's significant business risks. IRM also supports and advises the Regional offices in the negotiation and management of their local insurance policies.

DESCRIPTION OF DUTIES

Treasury\:

- Prepare payments using Treasury electronic banking platforms and create or modify payment templates.Prepare Journal Vouchers and Exposure Transactions for Treasury deposits, foreign exchange transactions, payments and zero balancing bank account transfers.Reconcile Treasury bank accounts in GSM Cash Management, follow up and resolve reconciling items.

- Monitor incoming payments to the Treasury bank accounts and record receipts in GSM. Where necessary, liaise with other FNM units to determine how to record on GSM miscellaneous non-standard receipts.

- Submit cheques received to banks.Prepare letters for the opening and closing of HQ bank accounts and changes to authorized signatories.

- Prepare data for the reconciliation between the investment managers' performance reporting and the custodian investment reporting.

- Assist on updating the UN operational exchange rates in GSM.Administer and file Treasury mail correspondence.

- Order stationery for the unit.Assist in the administration of the Advisory Investment Committee meetings.

- Provide backup on activities performed by other TSY staff\: the issuance of HQ cash vouchers, the confirmation of time deposits and of foreign exchange transactions.

- Prepare Swiss tax returns to reclaim withholding tax.

- Perform other ad hoc Treasury back office functions as required.

Insurance\:Group Personal Accident and Illness (GPAII) for staff members\:

- Accidental death/loss of function\: Calculate benefit due and prepares related payment after obtaining justifying documents.

- Sick Leave under Insurance Cover (SLIC)\: Calculate benefit due and prepares accounting transaction at end of SLIC. Maintains a register of all SLIC cases.

- Permanent disability\: Calculate benefit due and prepares payment of monthly benefit.

- Leave Without Pay (LWOP)\: Calculate contributions due by a staff member to retain GPAII cover during LWOP.

- Reconcile internal accounts.Malicious Acts Insurance Policy (MAIP) and Catastrophic Insurance.

- Prepare payment of premiums to insurance broker. Submit claims to insurance broker. Calculate benefit due and prepare related payment after obtaining justifying documents.

- Reconcile internal accounts.Communications.

- Act as the focal point for Intranet and eManual for Insurance matters.

REQUIRED QUALIFICATIONS

Education

Essential\: Completion of secondary school education
Desirable\: Qualification in banking and or accounting. Any other degree qualification would be an advantage

Experience

Essential\: Minimum 5 years experience in accounting or bookkeeping functions and in bank reconciliations
Desirable\: Minimum 5 years experience in Treasury or Banking

Skills

Required training\: \: experience in accounting or bookkeeping functions and familiarity with bank reconciliations.

Expertise related to treasury back office administration and control work to administer payments, record and confirm Treasury deals and payments, reconcile bank accounts and follow up differences, administer bank accounts and signatories, and provide backup on other back office tasks.

Expertise related to insurance administration assistance on the Group Personal Accident and Illness Insurance (GPAII) for staff members, and on the Malicious Acts Insurance Policy (MAIP) and Catastrophic Insurance.

REMUNERATION

WHO offers staff in the General Services category an attractive remuneration package, which for the above position includes an annual net base salary starting at CHF 75,084 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
