OBJECTIVES OF THE PROGRAMME

The Digital Health Department sits within the Science Division, led by Chief scientist. The overall mission of the Science Divisions is to harness the power of science and innovation in a systematic way, by ensuring the excellence, relevance and efficiency of WHO's core technical functions, including norms and standards and research. Within the Division, the specific purpose of the Digital Health Department is to harness the power of digital health and technologies to contribute to the attainment of the highest standard of health of all people. The mandate of the department is structured around 3 functions\:
1. Develop and implement a comprehensive and effective governance mechanism as well as a strategy, action plan, and architecture blueprint, using multi-stakeholder and a whole of system approach, to ensure safety and positive health outcomes in the delivery of digital health systems solutions and devices.
2. Engage with healthcare practitioners and professionals as well as producers of digital health devices and systems to establish reference implementations and test beds or platforms, maturity models, validate interoperability and help establishing a validation processes to ensure digital health technologies help achieve positive health outcomes in short and long term.
3. Harness in a systematic way to lead and facilitate the exchange and implementation of ideas, views, expertise and resources of a variety of stakeholders in the digital health arena while mitigating risks and ensuring equity in the access to the benefits of innovations and products to achieve the Triple Billion Goal and SDG3.

DESCRIPTION OF DUTIES

- Provides technical leadership and managerial support within the Department, in the area of capacity building and collaboration ensuring that activities in this area are carried out efficiently and effectively.
- Develops and proposes technical health policies and strategies for implementation through collaboration with Regional and Country Offices and provides advice in developing further the collaboration, coherence across different departments in HQ, and regional offices on the overall WHO digital health vision and priorities and WHO digital health private sector engagement strategy for strengthening and improving technical capacity of target clienteles.
- Manages the programme area in delivering its objectives through efficient managing a small team of technical staff, financial resources and effective work planning to optimize the programme's deliverables in line with the mandate of the Organization.
- Leads and conducts research on best practices in implementing programmes and activities and dissemination of information for capacity building in the respective area of work.
- Manages the monitoring and evaluation and reporting of the subject area of work of key performance indicators and reporting requirements and mechanisms to optimize performance of Programme deliverables.
- Serves as the technical reference among the peer community, UN Agencies and other stakeholders at the technical levels in the respective area of expertise.
- Liaises with and utilizes partnerships in other UN Agencies, Donor, or research institutions in capacity building and collaboration in Digital Health to position the technical area of work and implementation into Global and/or National policies.
- Represent the programme area of work at various meetings to advocate for capacity building and collaboration in Digital Health.
- Perform all other related duties as assigned.
- Specific duties\:
Lead the development of a WHO strategy for engagement with non-state actors digital health stakeholders to advance the collaborative framework for SDG 3 acceleration.
Effectively liaise and cooperate with all stakeholder in the digital health ecosystem, including development partners, communities of practice, implementers, and networks for better knowledge exchange and technical assistance on matters relating to digital health to enhance implementation and ensure international lessons are captured and incorporated into digital health design and strategy for continuous improvement in the population health outcomes.
Facilitate capacity building for WHO at central, regional and national level to fulfil its mandate and support national regulatory bodies and ministries of health to adjust their practices and capacities to play a relevant role in regulating and adopting digital health, ensuring that it realizes the benefits and outcomes in line with GPW13 and SDG3.
Effectively manage the digital health coordination and consultation group as well as establish new frameworks for effective and coherent coordination of WHO digital health initiatives.

REQUIRED QUALIFICATIONS

Education

Essential\: Advanced university degree in health science, management, international affairs or related area.
Desirable\: Post graduate degree in a discipline relevant to digital health, private sector engagement or related area.
Studies in marketing or government policy.

Experience

Essential\: A minimum of 10 years of professional experience in the digital health global landscape, stakeholder engagement and relevant international multilateral and donor networks, including experience in the area of health policies and strategies.
Demonstrated experience managing human and financial resources. Demonstrated experience at the international level.
Desirable\: Experience with international and multinational organizations.

Skills

Concrete skills in the planning and coordination of multidisciplinary public health programmes, which may include the implementation of a public health/disease control programmes.
Strong skills in the area of developing and establishing polices and strategies Excellent skills and ability in managing diverse teams and financial resources.
Good skills in mobilizing resources.
Ability to engage and communicate effectively and diplomatically with external partners including Ministries of Health, Donor institutions, Civil Society, and other stakeholders.
Commitment to collaborate effectively with other key partners in the Health Subject area.
Strong understanding of the digital health global landscape, and skills in stakeholder engagement with relevant international multilateral and donor networks.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 87,108 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 5764 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
