OBJECTIVES OF THE PROGRAMME

To eradicate polio from Afghanistan as per the objectives laid out in the Global Polio Eradication Initiative (GPEI) End Game and Strategic Plan 2013-2018.

DESCRIPTION OF DUTIES

Summary of Assigned Duties (Describe what the incumbent has to do to achieve main objectives; include main achievements expected)\:

Under the direct supervision of the WHO Representative to Afghanistan and the general guidance of the Manager, Polio Eradication and Emergency Support, the incumbent will manage and direct WHO's inputs to polio eradication in Afghanistan, in close collaboration with national authorities and other partners, including\:

1) Collaborate and coordinate with the health authorities of Afghanistan and other partners in designing and developing an effective national programme for polio eradication and ensuring that it is in place and implemented. This includes supporting the development of the annual National Emergency Action Plans for polio eradication, and supporting the Presidential Focal Point for polio eradication and the Ministry of Health in developing and implementing key strategies for polio eradication.

2) Manage and coordinate the inputs of WHO into polio eradication in Afghanistan, including the management of the WHO country polio team, to coordinate with other programmes in the country office, and to coordinate inputs of the Regional Office and Headquarters polio teams in polio eradication activities in Afghanistan.

3) Plan, develop, organize, and deliver capacity building activities to health care workers in the management of polio eradication.

4) Coordinate closely with polio eradication partners in Afghanistan, in particular UNICEF, Rotary International, CDC, and the Bill and Melinda Gates Foundation, to build and ensure a strong common platform for support for the Government of Afghanistan, and to ensure the best and most efficient use of partner agency resources.

5) Prepare programme reports and follow up reports for special activities within the programme, particularly on poliomyelitis eradication.

6) Advocate/promote collaboration activities with potential donors and UN partners in eradicating polio by taking the leading role in these activities.

7) Prepare for the transition of polio assets and experience to support other public health programmes in Afghanistan, in particular basic immunization services.

8) Undertake other duties, as required, in relation to other programmes of collaboration in Afghanistan

REQUIRED QUALIFICATIONS

Education

Essential\: University degree in Medicine and Master's Degree in Public Health or any health related field

Experience

Essential\: At least 10 years of relevant experience in public health at the national and international levels, including 5 years' experience in polio eradication as well as 3 years in managing large eradication teams
Desirable\: Experience in polio eradication in an endemic country and experience of programme delivery in complex humanitarian emergency settings.

--> Capacity for promoting WHO's position in health leadership

--> Demonstrated ability to work constructively with people of different cultural and educational backgrounds.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 87,108 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 3426 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
