OBJECTIVES OF THE PROGRAMME

The Information and Technologies Management Unit (ITM) provides information and technologies management services to WHO programmes, including the Inter Country Support Team Offices (IST), and 47 WHO country offices in the African region. The Unit is also responsible for the formulation, implementation, and coordination of ICT strategies and policies in the African region. DESCRIPTION OF DUTIES

Under the direct supervision of the Manager, Information Technology Management unit, Team Leader, IT Infrastructure Services and Projects will assume the following responsibilities\:Conceptualize, plan, implement and manages a reliable and efficient LAN/WAN & Telecommunications services in support of WHO programmes at the AF Regional Office;Manages/oversees ICT new initiatives/projects implementation throughout the region and collaborate with HQ teams where and when relevant; Provides guidance for project teams and ensures communication is maintained between all stakeholders throughout the project lifecycle, ensuring all organizational procedures are adhered to, objectives are identified and met, and benefits realized from the implementation of the change;Provides high level authoritative technical and policy advice on infrastructure provisioning and operations, in a changing business environment and the implications of various alternatives, on organizational objectives; identifies and plans for future needs;Coordinate daily activities for the infrastructure technical team in relation to the development, operation, and maintenance of server farm infrastructure, LAN, WAN, and telecommunications facilities;Plan and coordinate the implementation and maintenance of the AFRO network security mechanisms/processes/procedures at the Regional Office and country offices, by closely monitoring emerging electronic security threats and preventive tools.Plan and execute the upgrade of AF Region wide network resources, including equipment, tools, operational procedures, and staff skills, through periodic performance review and end-users' feedback;Ensures the development of documentation, standards, procedures and best practices to maintain a stable and effective ICT infrastructure systems and operating environment;Contributes to preparations of budget, work program, and spending plans for ITM unit in the regional office and provides advice to ISTs/Country office on the same subject matter;Any other work assigned by the supervisor.

REQUIRED QUALIFICATIONS

Education

Essential\: An Advanced degree (or for internal candidates, a Bachelor's degree) in Computer Science, electrical engineering, information systems, or related field. Specialization in ICT security methods and engineering would be an advantage.
Desirable\: PRINCE2, ITIL, COBIT, Microsoft, CISCO Certification will be an asset.

Experience

Essential\: With an Advanced degree, a minimum of seven years' (or for internal candidates, with a Bachelor's degree, at least 11 years') progressively responsible experience relevant to the vacancy, including training or self-study) with at least three in an International environment. Experience includes - planning, design, development, implementation, operation and maintenance of ICT infrastructure and project management;- management of computer hardware, software, networking and communications technology.
Desirable\: Experience in project management as well as solid knowledge of technology trends for effective user and ICT infrastructural support.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 72,637 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 3244 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
