The Food and Agriculture Organization of the United Nations (FAO) Myanmar in collaboration with Ministry of Agriculture, Livestock and Irrigation (MOALI) is implementing the project entitled “Programming and Capacity Building Support to Agriculture Sector Priorities on Early Warning Early Action and Community-based Disaster Risk Management in Myanmar” with the funding resource of FAO through the Technical Cooperation Programme (TCP).
The project aims to assist government by promoting an enabling programmatic and technical environment for the implementation of two agriculture sector Disaster Risk Reduction (DRR) priorities\: Early Warning Early Action (EWEA) and Community-based Disaster Risk Management (CBDRM). The key areas of the project focus on piloting EWEA for specific hazards including the development of early warning protocols and developing country-tailored Community-based DRM (CBDRM) Framework/Approach that is linked to the Village Development Process (VDP).
The work covered under this Terms of Reference will include technical support to the project’s EWEA component including identification of EWEA needs, development and piloting of an EWEA approach for agriculture, livestock and fisheries/ aquaculture, capacity building among government partners and relevant stakeholders to support EWEA development and piloting, including the implementation of local Early Action Plans. (EAPs).
Under the overall guidance and supervision of the FAO Representative in Myanmar, the direct supervision of the Emergency and Rehabilitation Coordinator and in close cooperation with the international Climate Change Adaptation and Disaster Risk Management Specialist, the National Meteorologist will carry out the following tasks\:
Facilitate consultations with relevant stakeholders (including key sectors such as Agriculture and Fisheries, Livestock, etc.) to understand current and future climate/weather and hazard information needs, current means of communication between owners of climate/weather and hazard information, external providers and end users;
Monitor, analyze and interpret climate and meteorological data from the Department of Meteorology and Hydrology and other relevant sources including other nearby National Meteorological and Hydrometeorological Services (e.g. Thailand, India), international/regional meteorological services and agencies (e.g. ASMC, JTWC), as well as institutions involved with the production and dissemination pseudo-observations, atmospheric reanalyses, and remote-sensing derived or assisted climate data;
Conduct a detailed review/documentation of available DMH (Department of Meteorology and Hydrology) and MOALI agro-meteorology services/information and/or early warning products by type of hazard at state/region and local level (township/village tract);
Carry out a technical review and provide inputs to build the capacity of government partners and relevant stakeholders on critical Early Warning Early Action (EWEA) activities to ensure technical soundness and quality;
Provide the necessary technical support (meteorological) needed to operationalize the upscaling of the Maternal Care Cash Transfer (MCCT) programme under the PROACT project;
Together with project partners, support the development and dissemination of EWEA products and advisories (interpretations) including but will not be limited to data gathering, processing, analysis, forecast model specification, model calibration and iteration, evaluation of model/forecast skill, and facilitating EW dissemination as well as obtaining feedback from project stakeholders and beneficiaries;
Support project coordination at the local level with the Department of Meteorology and Hydrology and MOALI, with the State and Township Authorities, with other UN Agencies, Local and International NGOs;
Promote good relationships between different agriculture sectors under the Ministry of Agriculture Livestock and Irrigation (MOALI) and Community Based Organizations, local NGOs and other stakeholders;
Carry out other tasks in line with the expertise defined in the TOR and perform any other relevant works/duties as and when required;
A degree in applied science (A Bachelor’s and/or Master’s degree or higher in Meteorology, Climatology, Agrometeorology, Atmospheric Sciences, Physical Geography, Hydrology, agriculture engineering, or other closely related technical or scientific field of study)
At least three 5 years of demonstrated experience working within the agro-meteorology, meteorology field
At least 3 years of demonstrated experience with meteorology, weather or climate observation network, implementation, and/or design;
- Demonstrated project management experience
Excellent writing, oral communication and inter-personal skills, including demonstrated ability to interact effectively with a broad range of stakeholders (e.g. private sector; NGOs; sectors, government ministries/agencies, general public etc)(essential);
- Fluency in written and spoken English;
- Fluency in MS Office.

Experience in technical oversight on the development of capacity building program on (1) meteorology for technical staffs of the project counterparts and other related government counterparts.

Willingness and ability to travel to remote, rural locations
Experience working with meteorology, weather or climate observation would be an advantage
Experience with resilience and adaptation models and other developmental approaches that emphasize vulnerable livelihoods.
- Relevant experience with UN agencies, especially FAO.
