BACKGROUND

The Global Water Partnership (GWP) is a multi-stakeholder action network and intergovernmental organisation dedicated to working with countries towards the equitable, sustainable, and efficient management of their water resources. We comprise 3,000+ partner organisations in over 180 countries. Our network of 65+ Country Water Partnerships and 13 Regional Water Partnerships convenes, and brokers coordinated action by government and non-government actors, supported by a global secretariat that is located in Stockholm, Sweden. GWP is embarking on a new strategy that calls urgently for more attention and coordinated action towards water secure development. The strategy is anchored in promoting sound and integrated water resources management (IWRM) where key global or regional policy frameworks bring leadership focus, progress measurement, development partner action, and potential for financing. We find compelling and realistic opportunities for such engagements in the 2030 Agenda and the SDGs, the Paris Agreement, the Sendai Framework, and in transboundary cooperation initiatives. Building on GWP’s strengths, the impetus now is to engage new actors and extend the reach of current partners (we mobilise); to create and maintain momentum for action across IWRM processes, building pilots, catalysing action and investments, and creating opportunities for systems change (we act); and to create mindful learning processes for agile improvements and innovations (we learn).

Context: Contributing to Gender Equality 

Throughout its new strategy period, from 2020-2025, GWP seeks to leverage its portfolio of activities to unlock barriers to progress on gender equality and inclusion in water resources management, ultimately expanding benefits for women, vulnerable and excluded groups, and the environment – and in turn to all of society – through a dedicated global programme.

Across the world, gendered inequalities in access to productive assets and resources are prevalent, limiting equal access to water as well as to water decision-making at different levels. Planning, decision-making, and institutional processes for managing and improving water-relevant infrastructure and institutions tend to not only reflect, but also exacerbate the limitations of structurally embedded cultural norms, practices and gendered power relations. If these inequalities are not addressed, work towards water secure development will be unequal, ineffective and unsustainable. This includes, but is not limited to, understanding the pivotal role of women as providers and users of water, which traditionally is weakly reflected in national and sub-national institutional arrangements for the development and management of water resources. Advancing gender equality and inclusion requires positive policies to address women’s, minorities, and marginalised communities’ specific needs, as well as increased participation at all levels in water resources programmes, data collection, water allocation decision-making, implementation, and other governance decisions.

GWP’s strategic programme of interventions – still under development - will take forward gender equal and inclusive approaches. The programme will focus on incorporating gender transformative policies and practices into GWP’s work, including through tailored training and project and programme design, through specific analyses, and through dedicated monitoring and evaluation efforts. We will partner with other organisations to better understand and account for a broader range of factors that can lead to exclusion and marginalisation in water resources management, such as age, disability, ethnicity, caste, and sexuality, to ensure that no one is left behind. We will hold ourselves accountable by using GWP’s Gender Strategy (2015), the Gender Action Piece (2017) and the water and gender-related Sustainable Development Goals (SDGs) as guides when designing all of our initiatives.

Through GWP’s Gender Strategy, our work to promote gender equality will cut across all of GWP’s anchor areas and focus on: (i) Institutional leadership and commitment; (ii) Gender inclusion and analysis that drives change; (iii) Meaningful and inclusive participation in decision-making and partnerships; (iv) Equal access to and control of resources; and (v) Demonstrating the benefits to society and the environment of a water and gender approach.

GWP’s global team seeks a dedicated, entrepreneurial and creative professional for the new role of Senior Gender & Water Specialist to take the lead in working with global, regional and in-country initiatives and build a broad gender programme across the GWP Network.

SCOPE OF THE POSITION 

Within GWP’s global secretariat, the Senior Gender & Water Specialist will anchor operationalisation of gender dimensions of the new GWP Strategy “Mobilising for a Water Secure World” and more specifically the GWP Gender Strategy[1] and Gender Action Piece[2]. Reporting to the Chief Operations Officer, the Senior Gender & Water Specialist will focus on integrating the principles of gender transformative policies and practices into all operational programs designed and implemented across GWP’s network over the next strategy period (2020-2025) by providing an overarching framework to practice gender-inclusive approaches, in consultation with GWP Regional and Country Water Partnerships.

This will include:

(i) Project and programme design, acting as an advisor to GWP teams at global and regional levels in implementing the global strategy through 3-year Work Programmes and annual Workplans, and in developing and designing specific activities and proposals to financing partners that will allow GWP teams to deliver gender-targeted results;

(ii) Tailored engagement with GWP’s knowledge & learning agenda, including: co-leading a dedicated training and capacity programme for GWP network members and institutions and supporting relevant communities of practice; creating programmes to strengthen gender competencies of GWP regions, country partnerships and partners; synthesising lessons and outcomes of programme implementation and feeding them into GWP’s knowledge architecture including the Technical Committee, the GWP ToolBox, and learning activities, to ensure visibility and opportunity for take-up;

(iii) Specific analyses as needed, including: tracking global processes and agenda items related to gender, women, and water management; mapping on the ground experiences relating to gender and water within GWP Network and closest allies; and actively contributing to evidence based case studies, evaluations, and lessons learned synthesis reports from within GWP’s network;

(iv) Dedicated monitoring and evaluation efforts, including: helping GWP track concrete steps taken towards implementingcommitments on gender equality and the empowerment of women and girls, minorities, and other groups through current and future work across GWP’s activities; reviewing and assessing regional progress reports; and drawing recommendations for changes in strategy, Work Programme and Workplans going forward as well as for re-calibrating activities and specific programmes;

(v) Partnering with other organisations, including: building collaborative relationships; connecting expertise, funding and projects at the global and regional/country levels; and exploring synergies with other organisations in coordination with regional Gender Focal Points.

 The Senior Gender & Water Specialist will also advise GWP leadership and staff in aspects of governance and network management that relate to gender and inclusion. This includes the Senior Water Resources Management Specialist, Network Officers, Regional Coordinators, Gender Focal Points and the representation and voice of women in GWP’s Country Water Partnerships and Regional Water Partnerships. S/he will be a global resource person on questions relating to the interface of gender and water and work with the other main programmatic areas (climate change; SDGs; transboundary; and youth), as well as with GWP Communications Officers to ensure relevant materials and tools are available to the broader GWP community and its partners.

EXPERIENCE AND QUALIFICATIONS

Experience

  • Minimum 10 years of hands-on project management experience in designing and implementing programs that bring together gender equality and social inclusion on the one hand and water-related aspects on the other hand (e.g. through efforts to manage environmental resources, to strengthen agricultural or rural development and/or to build and manage infrastructure projects in the context of international development cooperation); preferably in a developing country context;
  • Experience with building partnerships, and with shaping development programmes and collaborations jointly with others across multiple stakeholders including but not limited to: public and private sector, donors, global international organisations, civil society, etc;
  • Track record of successfully mobilising resources for development programs;
  • Leadership and hands-on experience in at least one of the following: programs supporting participation of women in development processes, women in leadership positions, women in change-agent roles, and general gender mainstreaming;
  • Exposure to the global agenda on gender equality in the contexts of the 2030 agenda and the Paris Agreement a plus.

Qualifications

  • Advanced university degree(s) in development studies, gender studies, social sciences, or related field (that come/s with experience in water resources management program design and implementation) or advanced university degree(s) in environmental studies, water resources management, hydrology or related fields (that comes with experience in gender-related program design and implementation)
  • Project Management training/certification an advantage

Skills

  • Communication: Excellent written and oral communication skills; fluency in English required, other UN languages (Arabic, Chinese, French and Spanish) are an advantage
  • Project Management: Ability to coordinate and manage multiple tasks with excellent project management skills
  • Interpersonal: Service-oriented work style, with excellent interpersonal skills, able to work effectively and harmoniously at all levels
  • E-literacy: Excellent e-skills, including the ability to use modern office technology and related software. Competency in social media engagement a distinct advantage. Excellent knowledge and experience with Microsoft Suite of programs - word processing, spreadsheet, and presentation software a minimum. Ability to do internet research, compile information and find solutions online to information gaps is essential.
