Job Description

The protection environment in Lebanon remains challenging, with persons of concern facing varied protection  risks  exacerbated  by  their  protracted  displacement  reducing  resilience  and  exhausting coping strategies. There is   a   significant   imperative   to   develop   a   comprehensive   approach   to provide the  most affected  populations with  the  means  to  live  their  lives  in  safety  and dignity with  meaningful  access  to  services.

By setting a strategic objective on protection, the LCRP 2017-2020 takes a commitment to ensure that protection is central to all aspects of the Lebanon response. Protection mainstreaming has been a protection sector priority since 2017, however in 2019, it has been identified as one of the seven cross- cutting priorities of the entire Response. As part of its 2018-2019 work plan, the Lebanon Protection Working Group (PWG), has committed to strengthen protection mainstreaming efforts across sectors and across implementing organisations. As such, IRC Lebanon has dedicated resources to fund a full- time  position,  Protection  Mainstreaming  Consultant  to  support  the  protection  sector  and  Inter- Sector efforts to mainstreaming protection.

Protection mainstreaming efforts of the PWG have to date worked through a dual approach:

1.At  the  strategic  level,  protection  principles  and  approaches are  being advocated for to be incorporated into the  LCRP review  cycle. The protection sector has worked closely with LCRP coordination  staff  to  identify  relevant  tools  and  resources  which  guide  the  integration  of protection into analysis and response plans and support the promotion of protection within working  groups.  A  series  of  consultative  workshops  have  been  conducted  with  regional coordination teams  in Beirut,  South  and North  cumulating  in  a  national-level workshop to draft and finalize an Inter-Sector Protection Mainstreaming Road Map for 2019/2020.

2.Similarly at   the   operational   level,   protection   principles are   being incorporated   through the   project   cycle,  as  the  protection  sector  works  closely   with  local   and   international organizations to  bolster  in-country protection mainstreaming capacities for both protection and non-protection implementers. To date 61 humanitarian staff have been trained through three,  four  day  protection  mainstreaming  training  of  trainers,  and  eighty  plus  protection mainstreaming initiatives have been committed to.

The overall aim of this five month consultancy is to provide protection technical support and guidance onbehalfoftheprotectionsectortotheInter-SectorCoordinationteamtoallowforthe implementation of the Inter-Sector Protection Mainstreaming Road Map, and to ensure a protection- lens in the development of non-protection and protection sector analysis and response plans for the LCRP 2020, and secondly, to ensure the follow up of protection mainstreaming initiatives committed to by organisations across Lebanon.

Key Stakeholders and Relationships

The IRC is a member of the Lebanon Protection Working Group and Core Group and works closely in partnership with UNHCR and other Protection actors and implementing agencies. The Protection Mainstreaming Consultant will be responsible for working with the Protection sector Coordinator and the Protection Working Group, Non Protection Sector Working Groups, Inter-Sector Coordinators and Implementing protection and non-protection NNGO/INGO.

Direct  Supervision:  Directly  reports  to  the  IRC  Senior  Integrated  Protection  Coordinator  in close  coordination  with  the  Senior  Inter  Agency  Coordination  Officer.  The  Consultant  will spend at least three days per week at the UNHCR Inter-Agency office and the rest of the time at the IRC office.

Close collaboration with:  Protection Sector Coordinator (national level), Protection Core Group, Inter-Sector Coordinators

Close working relationship with: Protection Sector Coordinators (regional), Sector Coordinators (national & regional), Protection & Non-Protection Working Group Members, and Implementing Organizations (local & international)

Core Consulting Tasks

IRC is seeking to hire a consultant to support the mainstreaming of protection In the Lebanon Crisis Response Plan (LCRP) at the coordination and implementation levels. A core component of this work will be to ensure the incorporation of protection principles within inter-sector and sectoral analysis and response plans of the LCRP 2020, and to ensure completion of – through follow up and support - the protection mainstreaming initiatives committed to by protection mainstreaming TOT participants.

Key Deliverables

Deliverable # 1:

Prioritized  sectors:  Health,  Basic  Assistance  &  Shelter  and  time  permitting  Livelihood,  Social Stability sectors have a complete protection risk analysis prior to the LCRP revision process (by end  of  August)  and  this  analysis  of protection  risk is  included in  their  situation  analysis  and response plans: Ensuring a systematic analysis of protection risks should be a mandatory part of the LCRP review process, and should be conducted at both regional and national levels. This is already happening but it is in an ad-hoc fashion and some sectors have progressed more than others. All coordinators were introduced to the PRA during the workshops. The Consultant should specifically:

  1.  Support sectors to complete the full Protection Risk Analysis exercise. This includes advocating and supporting that lessons learnt from the Basic Assistance Sector should be presented in one of the Inter-Sector / Inter-Agency monthly meetings
  2. Conduct a short 2 hour training to all sector coordinators in each field location on how to conduct a sector-specific protection risk analysis.
  3. Attend along with, where possible, the area protection sector coordinator, the PRA sessions conducted with sector working group members to support their analysis of protection risks and mitigation measures
  4. Follow up with sector coordinators and support the consolidation and the technical review of the PRAs
  5. Provide national sector coordinators with support in drafting their PRA section for the LCRP

Deliverable # 2:

Technically approve post-TOT protection mainstreaming initiatives and ensure completion by protection mainstreaming TOT participants

  1.  Review the list of protection mainstreaming initiatives committed to, following up with participants who have not confirmed or completed their initiatives;
  2. Provide technical in person or review or guidance support to TOT participants to ensure the technical quality of protection mainstreaming initiatives delivered
  3. Provide certificates to TOT participants who have completed their initiative to a good quality to become certified protection mainstreaming trainers.
  4. Establish a PM roster that sectors and partners can call upon as needed.

Deliverable#3:

Develop a detailed action plan with Inter Sector for the IS PM Road Map with specific focus on referrals, Complaints & Feedback Mechanisms; PRA; M&E

Progress should be made on the delivery of actions included in the Inter-Sector Protection MainstreamingRoadMap: Themonitoringand implementation of the Inter-Sector Road MapwillbeledbytheInter-SectorCoordinatorsbuttheProtectionMainstreaming Consultantthroughtechnicalandin-personsupportshouldadvocateandpromotethe delivery of these actions.

  1. Regular meetings with the Inter-Sector Coordinators, and Sector Coordinators involved;
  2. Technical support and guidance where requested and needed to achieve these actions;
Advocating for and supporting any planning needed for an update of progress on deliverables within the inter-sector road map during Inter-Sector Meeting.

Qualifications

The Protection Mainstreaming Consultant will have a strong technical understanding of Protection and Protection Mainstreaming and be able to take on and support the implementation of activities prioritized by relevant coordination bodies.  (S)he  will  be  an  advocate  for  Protection  &  Protection Mainstreaming  across  the  inter-sector  coordination  team  with  additional  attention  provided  to prioritized sectors (e.g. Health, Shelter, livelihoods, Basic Assistance, Social Stability, Education and Protection). It is important that (S)he will have prior experience of working in coordination.

Qualification & Requirements:

  •  Master’s degree in Law, International Law, Human Rights, International Affairs, or related field
  • Desirable: Five years of overseas professional experience in program implementation including monitoring and evaluation
  • Minimum of two – three years of professional experience in protection coordination work
  • Must be fluent in English (written & spoken). Arabic is an asset
  • Previous working experience with UNHCR or OCHA is an asset
  • Knowledge/experience of the coordination structures in large scale humanitarian operations is an important asset
  • Strong understanding of protection principles and protection concerns is a necessity
  • Ability to work under pressure and manage competing priorities without daily supervision
  • Strong interpersonal, intercultural and communication skills
  • Demonstrated analytical skills and report writing experience required
  • Willingness to travel internally in Lebanon 30-40%

Performance indicators

The  performance  of  the  Consultant  will  be  evaluated  against  the  following  criteria:  timeliness, responsibility, initiative, communication, and quality of the products delivered; also drive for results and a willingness to work within a team environment.

Applications

The Consultant will be hired for period of 5 months, to be based in Beirut throughout this time (at the IRC Lebanon Country Office and UNHCR Lebanon Office), and will work based on the agreed upon dates/days and deliverables.
