Job Description:

The Finance Officer - Accounting implements the highest standards in financial management in line with the Financial Regulations of ICMPD and the relevant policies, rules and business processes. The Finance Officer – Accounting adheres to ICMPD´s internal control procedures and implements thorough compliance controls for all work processes. S/he contributes to development of financial management processes, procedures and systems.

TheFinanceOfficer–Accountingpromotesaservice-orientationandacollaborativeapproachworking in close collaboration with ICMPD staff across the Organisation. S/he collaborates with external partners and Project and Regional Office finance staff providing prompt and responsive support to management of the processes and submission of information and reports. The Finance Officer – Accounting provides functional supervision to the Finance Assistant in management of accounting records.

Tasks and Responsibilities:

1. Accounting:

Carry out general daily accounting tasks;

Process accounts payable (AP) by releasing booking entries in SAP;

Receive invoices/claims/payments, check accuracy and modify as required, of booking entries and entry wordings, VAT provisions and financial accounts;

Process re-bookings and corrections. Resolve queries with staff, suppliers and business partners;

1 Book incoming invoices, travel claims, internal vouchers daily; Book General Operating Expenses (GOE), project overheads, VAT refunds; Monitor, control and reconciles credit card payments and report on unreconciled items for further action. Control and book credit card statements;

Monitor control and reconciles clearing accounts report on unreconciled items for further action;

Check and validate cash expenditure reports. Verify supporting documents and book; Maintain and manage accounting documentation (physical & e-documentation) and archive. 2. Support to Regional/Project Office Financial Management:

Monitor submission of financial reports from Regional/Project Offices. Ensure submission according to report timelines. Follow-up as required. Maintain updated information on reporting;

Control financial reports for accuracy of financial data and completeness of supporting documentation. Seekclarificationand providefeedback. Addressmistakes in reports. Monitor reporting quality and make observations. Prompt action as required. Reconcile reports, including bank statements;

Review and control petty cash reports from Project/Regional Offices. Verify and check supporting documents (cash receipts and bank accounts statements). Reconcile and match balances. Book petty cash;

Provide oversight to management and archiving of accounting documents in Project/Regional Offices. Inform and train Administrative & Finance Officers and Assistants in documents management and archiving. Share guidelines and policies. Follow up in case of concern; ProvideadviceandtrainingtofinancestaffinRegional/ProjectOffices.Respondtoqueriesand questions and share documents;

3. Management of VAT Processes:

ActasICMPD focalpointforVAT.Supportdevelopment/adjustmentofbusinessprocessesand guidelines;

Coordinate VAT process for HQ Vienna. Prepare VAT refund request, compile documents and submit to Ministry of Finance. Respond to queries and questions. Follow up as necessary; Monitor and control VAT refunds is disclosed in the accounting system; Book VAT returns. Reconcile VAT accounts;

Review and control VAT reports of the Brussels Mission and Regional/Project Offices. Monitor correct booking of VAT returns and reconciliation of VAT accounts. Make observations and provide advice as required.

4. Support to Development and Implementation of Finance Policies and Processes: Support development of the accounting archive (physical and e-archive). Prepare inputs to guidelines and processes for documents management;

Provide information and clarification on ICMPD´s financial rules, instructions and circulars internally and externally;

Guide, advice and demonstrate use of financial software and train staff in its use. Act as internal trainer for SAP;

2 Provideinputs to developmenton financialpolicies,guidelines and instruction and to financial management processes;

Compile and analyse financial data and prepare statistics and information as required. Key Results:

Accurate and timely day-to-day processing, verification and recording of invoices, claims and advances according to ICMPD´s financial regulations and policies;

Efficient and effective finance controls implemented through prompt and accurate reconciliation of all financial accounts, processing of corrections and control of financial reports;

ICMPD staff trained in, and knowledgeable of, finance procedures, rules and regulations; ICMPD´s project offices financial management strengthened by professional advice and processing support.

Incumbent Profile:

Minimum of 3 years’ of position-relevant experience in financial accounting and reporting; Proficiency in MS Office (Excel) and SAP;

Experience with IPSAS is desirable.

Corporate Qualifications:

Experience in international context;

Proficiency in (verbal/written) English, proficiency in another major EU language, Russian, or Arabic is an asset;

Master´s degree in business administration, finance, controlling, accounting or economics. Compensation:

ICMPD offers an attractive compensation package. This position is classified at IP2 Grade, with an annual net-base salary starting at EUR 43.512. Additional benefits include participation in the ICMPD Provident Fund, Health and Accident Insurance, six weeks’ annual leave and, where applicable, dependent’s and mobility allowances.
