Job Description

JOBOVERVIEW/SUMMARY:

The Senior Community Health Officer will take on the role of supporting and overseeing the community health program in North West Syria.
This position is based in Amman.

The Senior Community Health Officer will be responsible for overseeing the Community Health Officers and assistants supporting the daily activities of the CHWs to ensure high quality service delivery and program implementation. She/he will provide trainings, mentoring and supportive supervision to Community Health Officers, assistants and the CHWs. The Senior Community Health Officer will be responsible for managing the day to day community health activities and needs of CHWs. Through regular program monitoring and evaluation, the candidate will submit detailed technical monthly reports to the Health Coordinator.The Community Health Senior Officer will also be responsible for promoting collaboration and linkage between the health facilities as well as with other sectors working at community level. He/she will also be supporting the implementation of early childhood development componenet through the community health workers household visits, including the procurements and any logistical support needed in coordination with early childhood development department to ensure smooth implmeention of this component on the field.

The Senior Community Health Officer will be responsible for ensuring the smooth operations of direct and partner implemented program and support innovative and high quality data collection processes.

MAJOR RESPONSIBILITIES:

Implementation of Program:
Recruit, train and supervise program staff and CHWs
Oversee the day to day community health activities
Support the implementing partners to develop procurement and spending plans.
Develop technical training materials, job aids and IEC materials for the community health workers
Develop community health training plan, in collaboration with technical experts on topics such as; nutrition, prevention and management of chronic disease, reproductive health and hygiene.
In coordination with the Health Coordinator, develop all project documents including; monitoring plans, supervision checklists, program work plans, risk management, program spending plans and procurement plans
In collaboration with supply chain and logistics, ensure timely supply of materials and supplies for CHWs.
Support the establishment of an effective referral system, ensuring continuity of care for acute and emergency cases between mobile clinics, CHWs and static facilities.
Support in developing and implementing needs assessments and surveys in collaboration with community health officers and CHWs.
Support the implementation of early childhood development componenet through the community health workers household visits, including procurements and any logistical support needed in coordination with early childhood development department to ensure smooth implmeention of this component on the field.

Supervision
Directly supervise Community Health Officer and Community Health Assistant
Provide oversight and guidance to the Community Health Officers and Assistants
Conduct regular monitoring calls and provide supportive supervision to the community health officers in his/her work with the CHWs.

M&E and Health management information system
In coordination with health coordinator, and HIS team, develop and or revise data collection, monitoring, evaluation and reporting tools as necessary and according to needs.
Ensure accuracy and quality of data collected from all CHWs on a monthly basis.
Report on monthly basis for the community health activiites through direct implemtation or through implementing partners.

Monitoring and reporting
Coordinate and participate in evaluation of individual and overall CHWs and CHWs supervisors’ performance through various tools including monitoring calls, activities evaluations, and feedback forms.
Oversee data collection and analysis of CHW reports on activities and community needs.
Develop required reports on CHW performance and effectiveness, based on evaluations.

Coordination
Closely coordinate with the Deputy Health Manager and Senior Health and Mental Health Managers.  
Develop and maintain effective working relationships with community leaders and stakeholders in the field. 
Represent IRC as designated by the Health Coordinator in coordination meetings.
Conduct regular meetings with CHW program staff as well as key programs and operations teams and focal points.

Qualifications

  • Health professional or qualification relevant to the job with public health background preferred.
  • Minimum two years work experience at community level preferably in public health and in coordinating, implementing, managing community health programs.
  • Proven experience in community mobilization and awareness raising activities, preferably at village level.
  • Ability to validate and interpret health data.
  • Experience in mentoring and training staff and/or partner organizations; experience of managing staff desirable
  • Good understanding of social organization at village level, community health issues
  • Strong belief in human rights and gender equality
  • Good analytical and reporting skills
  • Good understanding of budget management
  • Excellent diplomatic and communication skills
  • High standard of spoken and writtenArabic and English
  • Excellent computer skills including Word, Excel and Power Point.
  • Be able to work in a stressful setting and adapt quickly to changing environments
