Job Description

The IRC Iraq program was established in 2003 and is currently operating programs in 14 governorates in the Kurdistan Region and south central Iraq with an annual budget of over $30 million. Working in coordination with the humanitarian community, the IRC's assistance programs for Syrian refugees and internally displaced persons (IDPs) in Iraq, includes both camp-based and urban-based refugee and IDP assistance. The IRC Iraq supports IDPs, returnees, host communities and Syrian refugees across Iraq with activities focused on education, protection and rule of law, women’s protection and empowerment, child protection and livelihoods. The IRC Iraq’s country office is based in Erbil, with field offices in Ninewa, Kirkuk, Anbar, and Salah al-Din governorates. 

The Women’s Protection and Empowerment (WPE) program provides psychosocial support, case management and other essential services to conflict-affected and displaced women and girls, including gender based violence (GBV) survivors, through women’s and girls’ listening centers and mobile services across Ninewa, Kirkuk and Anbar. In addition to direct service provision for women and girls, the IRC also works to increase access to services for GBV survivors through capacity building and training of local partner organizations and communities in GBV prevention and response, information dissemination, and community-led GBV prevention activities.

SCOPE OF WORK:

The Data Management and Information Sr. Officer is responsible for the development, performance, integrity and security of Women’s Protection and Empowerment program databases. She/he is expected to perform all sort of database related work including data entry, data clean up, database management, and statistical reporting under the supervision of the WPE Sr. Quality Assurance Manager.

RESPONSIBILITIES:

  • Support WPE team in documenting and reporting on program and client activities.
  • Ensure forms, databases, and record keeping comply with international and IRC standards of working with GBV survivors and maintain the highest levels of confidentiality.
  • Enter all client, activity and program related data in a timely and accurate manner using approved databases.
  • Develop and manage filing system for WPE reports and records.
  • Cross check data with hard tools and correct errors.
  • Report any logical error or missing data to relevant staff.
  • Collect completed field forms (i.e. intake forms, field activity reports, etc.) submitted by WPE staff and check for completeness before entering.
  • Produce statistical reports using GBVIMS and Excel database for WPE Managers and Senior Officers.
  • Ensure incident report forms and activity reports are collected from the field staff, reviewed for completeness and entered in timely manner.
  • Ensure the immediate input of data into IRC database.
  • Liaise with M&E unit as needed.
  • Promote the use of WPE field data information in project planning and monitoring activities.
  • Maintain hard copies of reports to be organized in files.
  • Generate reports on a weekly, monthly and quarterly basis (Statistical & Graphical) only using non-identifiable information.
  • Modify existing data tracking sheets and databases according to requirements as led by the WPE Sr. Quality Assurance Manager, and WPE Coordinator.
  • Assist the WPE Sr. Quality Assurance Manager in maintaining Primero data for all Iraq program field sites.
  • Conduct Primero trainings and orientations on the use of the system as well as any other technical GBV trainings in WPE field sites.
  • Provide coaching and mentor sessions to Iraq WPE staff in all field sites across Iraq.
  • Represent IRC programming in all GBVIMS coordination meetings
  • Submit the monthly consolidated data to the GBVIMS taskforce focal point per GBVIMS taskforce requirements and guidelines.
  • Ensure data security and accuracy of data entry.
  • Maintain the entered data and ensure that data can be tracked / reconciled easily, in accordance with IRC policies and protocols. Summarize the entered data in the form of statistical reports as appropriate.
  • Test databases, correct errors, clean up data and make necessary modifications.
  • Ensure compliance with IRC IT security procedures and measures to safeguard information in computer files against accidental or unauthorized damage, modification or disclosure.
  • Work with IT department to develop and control user access permissions for each segment of database according to program management specifications.
  • Set up new tracking systems and Excel databases as needed to document and record WPE program activities.
  • Attend WPE and IRC meetings and trainings as needed and as requested by supervisor.
  • Any other tasks requested by the WPE Quality Assurance Manager, or WPE Coordinator.

Qualifications

Job Requirements:

  • Relevant University degree
  • Two years’ experience working in human rights, women’s empowerment,or protection field, preferably with humanitarian INGO
  • Experience developing and managing databases and conducting statistical analysis and reporting
  • Knowledge of and experience with GBVIMS or working with confidential information and records
  • Fluency in English and Arabic
  • Excellent reporting skills using Excel and extracting information from the master database and running reports.
  • Demonstrated capacity for working effectively in a diverse and multi-disciplinary team environment
  • Advanced knowledge and skills in Microsoft Excel, including creating tables and forms, data analysis, using pivot tables, and charting/visualizing data.
  • Strong attention to detail and excellent data entry skills
  • Excellent communication and presentation skills

Working Environment:

The position will be based in Ramadi, Anbar, Iraq with frequent travel to field sites. Occasional travel to other governorates may also be required.
