Background

UN Women together with UNDP and UNOPS have jointly developed a 3-year programme, the “National Resilience Programme (NRP)”, combining its technical fields of expertise – notably in risk governance, disaster risk reduction, gender mainstreaming in policies and programmes, and infrastructure resilience. NRP aims to sustain the resilience of human and economic development in Bangladesh through inclusive, gender responsive disaster management and risk informed development. It will address national capacity to manage risks from natural hazards and achieving resilience against disaster and climate shocks and stresses. The programme will be implemented by 4 government agencies namely Department of Disaster Management (DDM), Department of Women Affairs (DWA), Programming Division of Planning Commission and Local Government and Engineering Department (LGED) with technical support from UN Women, UNDP and UNOPS.

The project builds on the UN Women Bangladesh Country Office’s work on Disaster Risk Reduction/Climate Change Adaptation (DRR/CCA) interventions since 2012; supporting disaster and climate vulnerable women from the most disaster-prone parts of the country and generating knowledge through series of research and studies to create evidence on how gender inequality drives vulnerability and marginalization and determine ways in which achieving gender equality can lead to a more resilient and empowered Bangladesh. UN Women’s efforts to mainstream gender in DRR/CCA & humanitarian policies strategies and actions, with the belief that such gender responsive DRR/CCA & humanitarian programmes and policies will lead to resilience building and empowerment of women and girls, is acknowledged by the stakeholders.  UN Women has been able to motivate some of the concerned parties through knowledge generation and sharing, advocacy and field operation as show case, to strive for achieving gender targets in Sendai framework.

Duties and Responsibilities

Scope of Work:Under the supervision of Programme Specialist, DRR-CCA-HA, UN Women the Monitoring and Communication consultant, to be based at Department of Women Affairs will provide day to day technical support to the Gender and DRR Analyst (Programme Manager) NRP-DWA part and Programme Analyst, DRR-CC-HA, UN mostly in terms of monitoring the field level interventions, government and donor reporting, producing communication materials and promoting the achievements of the project.

Objectives of the consultancy:The key objective of this consultancy is to support the NRP (DWA part) team to implement the programme and promote the achievements.

 Duties and Responsibilities:     

  • Develop monitoring framework and tools for NRP DWA part;
  • Provide technical guidance to implementing partners to have a comprehensive M & E system in place for the project;
  • Monitor all project activities, expenditures and progress towards achieving the project output;
  • Assist preparing different periodical progress reports both in Bangla and in English;
  • Support effective implementation and delivery of annual work plans e.g. support organizing workshops, trainings, events etc.; 
  • Provide regular feedback to the management on project strategies and activities;
  • Assist coordinating quarterly program review meetings with partners and donors to facilitate dialogue and learning on project implementation;
  •  In Coordination with UN Women Communication Analyst, prepare media and communications outputs such as news articles and human-interest stories;
  • Provide inputs for website and other social media channels of NRP;
  • Maintain a library of photographs, videos, knowledge products and other materials for communication.

 Inputs:

  • UN Women will provide the Consultant with the copy of National Resilience Programme and the AWPs which would provide a basis for the assignment;
  • NRP team will support to undertake field monitoring visits;
  • The consultant is expected to work on her/his own computer but be based at NRP office, Department of Women Affairs.

Duration of the assignment:The assignment will be for 11 months (commencing on 01 August 2019 and completed on 30 June 2020).  Duty station is Department of Women Affairs, Dhaka  

Supervision and performance evaluation:

Under the supervision of Programme Specialist, UN Women the consultant will closely work with Gender and DRR Analyst and Programme Analyst -DRR,CCA, HA with overall guidance from Project Director of the NRP (DWA Part).

Expected deliverables and payment modalities:Payments will be made monthly based on deliverables as follows

Deliverbales in August 2019:

  • M&E plan and Tools for NRP DWA Part;
  • Review implementing partners M & E and a coherence among the plans in line with NRP M & E;
  • Plan and content development for RBM training for implementing partners.

Deliverbales in September 2019:

  • Convene Quarterly Progress sharing meeting with partners;
  • Draft project success stories;
  • Preparations for IDDR Day 2019. Holding round table and TV talk show;
  • Quarterly Progress Report for NRP DWA Part;
  • Field visit report.

Deliverbales in October 2019:

  • Quarterly Progress Report for NRP DWA Part;
  • Field visit report.

Deliverbale in November 2019:

  • Produce communication materials to disseminate the achievements and results of DWA/UN Women components of NRP.

Deliverbales in December 2019:

  • Convene Quarterly Progress sharing meeting with partners;

  •  AMCDRR 2020 registration for DWA staff, apply for side events and slots for speakers, preparing speeches and presentations for 

            MoWCA, UN Women and MoDMR;

  • Convene Quarterly Progress sharing meeting with partners.

  • Quarterly Progress Report for NRP DWA Part;
  • Field visit report;
  • Draft project success stories .

Respective deliverables and documents will be reviewed by UN Women before processing the payments.Payments will be disbursed each month against the deliverables recorded / progress report of the deliverables and the number of working days and certified by the Programme Specialist. 

Performance evaluation:Consultant’s performance will be evaluated based on timeliness, responsibility, initiative, communication, accuracy, and quality of reports, and communication materials produced.

Required Skills and Experience

Education:

  • Master’s Degree or equivalent in Development Studies, Disaster Management, Gender Studies, Urban Planning, Environment and other Social science related disciplines.

Experiences:

  • At least 5 years’ experience in issues related to disaster risk reduction and gender equality.;
  • Proven experience of working with the government implemented DRR projects;
  • Experience in results based management system.

Language

  •  Excellent command of English and Bangla (written and oral) is required.
