Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.  Placing women’s rights at the centre of all its efforts, UN Women leads and coordinates United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It provides strong and coherent leadership in support of Member States’ priorities and efforts, building effective partnerships with civil society and other relevant actors.

 In 2000, the Security Council adopted the ground-breaking resolution 1325 on Women, Peace and Security — the first to link women’s experiences of conflict to the international peace and security agenda. It focused on the disproportionate impact of conflict on women and called for their engagement in peacebuilding. The Security Council has passed eight additional resolutions on women, peace and security since the adoption of resolution 1325. The Women, Peace and Security agenda encompasses issues including human trafficking in the context of armed conflict, and violent extremism and terrorism.

 The Security Council has also addressed the connection between trafficking in persons, sexual violence and terrorism. Security Council resolution 2331 (2016) expressed concern that trafficking in persons, in particular women and girls, is a critical component of financial flows to terrorist groups and is a driver for recruitment. The resolution calls upon member states to implement robust victim, and possible victim, identification mechanisms and provide access to protection and assistance for identified victims without delay.

 In Mindanao, the Philippines, vulnerability to trafficking is fueled by poverty, humanitarian disasters and conflict.[1] The Government of the Philippines has recognized that women are especially vulnerable to trafficking in the aftermath of man-made or natural disasters, particularly in evacuation sites.[2] Of the multiple drivers of human trafficking in Mindanao, the nexus between human trafficking and violent extremism has to date received little examination. Recent eruptions of violent extremist activity have displaced large populations of people and have destroyed livelihoods, both of which heighten the vulnerability of women and girls to trafficking. Yet there is a critical gap in knowledge around these linkages.

 To advance research generation on this issue and identify programmatic entry points, UN Women Philippines Programme Office seeks a consultant to produce a research paper analyzing the nexus between gender dynamics of trafficking and violent extremism in Mindanao. This research paper will be produced as part of a joint programme aimed at Preventing and Mitigating the Impacts of Trafficking, Transnational Crime and Terrorism through Women’s Empowerment in South East Asia by UNODC and UN Women.

Duties and Responsibilities

Under the supervision of Programme Specialist, Governance, Peace and Security UN Women Philippines, the consultant will undertake the following tasks:

  • Produce a research paper on the nexus between gender dynamics of trafficking and violent extremism in Mindanao. The paper should include a mapping of actors working on human trafficking in Mindanao, and should provide recommendations to better respond to the needs of victims/survivors;
  • Present the draft paper at 1 validation meeting to be organized by UN Women;
  • Produce a final paper, integrating feedback received.

Competencies

Essential knowledge and experience:

  • Excellent grasp of substantive gender equality, WPS, trafficking, and violent extremism dynamics and frameworks in the Philippines and Mindanao.
  • Substantive experience in conducting research on women, peace and security, including primary research in conflict-affected areas. 
  • Excellent writing skills. Strong publication record on issues including gender equality, trafficking and violent extremism is a distinct advantage.

 Contract period and work location

The consultant will be home-based, presenting at one validation meeting in Manila. Any travel costs related to the presentation in Manila and to conduct field research will be authorized and arranged by UN Women prior the travel date.

Required Skills and Experience

  • Master’s degree in conflict, gender issues, economics, public policy, law, international relations or another related field.
  • Minimum 7 years of relevant experience with a demonstrable ability to undertake empirical research and analytical reviews in the areas of gender, trafficking, violent extremism and conflict.
  • Demonstrated experience in conducting research including substantive studies of human trafficking, violent extremism, gender equality and WPS
  • Expertise and knowledge of the Philippines
  • Strength of technical proposal in terms of methodological approach and innovative subject matter
  • Excellent command of English. Other UN languages an asset.

 Evaluation Criteria

Applications will be evaluated based on the cumulative analysis.

  • Technical Qualification (100 points) weight; [70%]

 A two-stage procedure is utilised in evaluating the applications, with evaluation of the technical application being completed prior to any price proposal being compared. Only the price proposal of the candidates who passed the minimum technical score of 70% of the obtainable score of 100 points in the technical qualification evaluation will be evaluated.
