Background

Since 2009, with the support of UNDP and its development partners, the Democratic Republic of the Congo (DRC) is committed to Reducing greenhouse gas emissions derived from Deforestation and Forest Degradation (REDD +).
 
In November 2012, the Government approved the REDD + National Framework strategy, which promotes addressing the causes of deforestation and the stabilization of the forest cover in a holistic manner, building on seven pillars: land-use planning, securing sustainable agricultural and forestry operations, compensation for the negative effects of forest exploitation and mining, promotion of viable alternatives to wood-energy exploitation, control of population growth and improving governance. Additionally, the framework strategy ensures the betterment of the incomes and living conditions of forest communities, with an emphasis on indigenous peoples, women, the poorest and most vulnerable.
 
From an operational standpoint, the strategy’s framework is informed by the REDD + Investment Plan. This plan was validated in September 2013 and was updated in 2015 to cover the period 2016-2020. On 22 April 2016, the government signed a letter of intent (LOI) with the Central African Forests Initiative (CAFI), which committed to funding the investment plan for an amount of USD 200 million for the period 2016-2020, of which 190 million via the REDD + National Fund (FONAREDD), whose Steering Committee is chaired by the Minister of Finance, while the Minister of the Environment acts as the Vice-Chair.
 
The DRC's REDD + investment Plan lays down a vision of multi-sectorial development for a long-term transition to a green economy. Ambitious, multi-sectoral and cross-cutting, its objectives aim at two major impacts:
 
  • respond effectively to the engines of deforestation and forest degradation and
  • ensure the inclusive development of society as a whole: women and men, adults and young people, both in urban and rural settings, including local communities and indigenous peoples.
 
UNDP has been actively involved in this process since its launch. For the REDD + investment phase, UNDP has therefore been competitively selected as the implementing agency for the four following programmes: (1) Integrated REDD + Oriental Programme (PIREDD), (2) Civil society Support Programme, (3) Support programme for the regional planning reform, as well as (4) the (partial) wood-energy substitution Programme.  This job description relates to the recruitment of a Joint programme coordinator for the latter programme. 
 
The call for expressions of interest (AMI 13), launched by the FONAREDD, aims to reflect on and implement mechanisms of sustainable consumption and partial substitution of wood-energy, with the inclusion of a wood energy and LPG component in the energy policy. To this end, UNDP has partnered with UNCDF (which has a solid experience in mobilizing the private sector in the energy field through its CleanStart programme) to formulate an energy framework programme, which has obtained the approval and financing of FONAREDD for 15 million USD, over a period of 4 years.
 
The programme for the Sustainable Consumption and Partial Substitution for Wood Energy, focusing on the reduction of demand in wood-energy, will follow these two main approaches:
  • The development of alternative energy to fuelwood, in order to reduce its preponderance in the national energy mix;
  • More efficient wood-energy consumption through the promotion of efficient cookstoves, also aiming at reducing the current demand for wood-energy and thus reduce the exploitation burden on this natural resource.
 
This programme complements other CAFI programmes focused on the development of a more sustainable wood-energy supply (sectoral agriculture programmes in the savanna and sustainable forest management, and REDD + integrated programmes).
To this end, the joint programme aims to contribute to the creation of a sustainable clean cooking market through (i) the establishment of a favorable environment and (ii) an incubation programme for the private sector.
 
In line with national and international lessons learned, the programme's efforts will focus on areas where a potential viable and self-sufficient market exists. In particular, markets with existing actors that can benefit from technical and financial support from the programme to change the production scale (knowledge of the sector and sufficient basic entrepreneurial capabilities). As a result, the zones of direct intervention of the programme are Kinshasa, as well as the capitals of the Kivu provinces (Goma and Bukavu) and Katanga (Lubumbashi), with a primary focus on urban and peri-urbans areas (concentrations of consumers able to buy fuels rather than collect it for free). The city of Kisangani will also be targeted, in synergy with the eastern PIREDD and focusing on micro-hydropower. These national hubs of clean cooking will then represent both success models and hotspots to cover the rest of the country as soon as they become viable and sustainable (in particular the areas of PIREDD). The programme will also be able to facilitate dialogue and networking between the actors in the sector and the various integrated programmes.
 
Jointly implemented by UNDP and UNCDF, in collaboration with ministries in charge of energy (energy Policy Coordination Framework), environment (wood-energy component) and hydrocarbons (LPG component), this programme will lead to two major outcomes (or effects according to UNDP terminology):
(1) The DRC government and consumers understand the importance of clean fuels and cleaner cooking, and have the necessary skills and knowledge to create an environment conducive to the development of the market for these products;
(2) The local clean cooking market (efficient energies and improved cookstoves) is developed in a viable and commercial manner through an incubation programme.
 
It is within this framework that UNDP in collaboration with UNCDF is recruiting a Joint programme Coordinator, which will work full-time, to pilot the implementation of this programme, under the supervision of the Leader Team of the pillar "Inclusive growth and sustainable development (IACSD)" UNDP-DRC country Programme, with secondary supervision responsibilities with UNCDF.
 

Duties and Responsibilities

Summary of key functions:
 
  • Lead the strategic direction of the joint programme to ensure the achievement of its objectives in an effective and efficient way;
  • Ensure an effective and accurate management and supervision of the joint programme financial resources and teams, as well as strong coordination and communication across UN Agencies and other partners of the joint programme, including the Government and donors;
  • Ensure effective and timely monitoring, evaluation and reporting across partners and activities; 
  • Oversee the effective management of the partners’ budgets, focusing on achievement of the agreed results;
  • Ensure facilitation of knowledge building and sharing in the CO, focusing on achievement of the results;
  • Facilitate the development of new partnerships and the mobilization of additional financial resources towards the achievement of the joint programme objectives.
 
The Joint Programme coordinator will work under (i) the overall authority and guidance of the Deputy Resident Representative/Programme, (ii) the direct supervision of the Team Leader of the Pilar “Inclusive Growth and Sustainable Development” in close collaboration with UNCDF and other team members. His duties and responsibilities are: 
 
Lead the strategic direction of the joint programme to ensure the achievement of its objectives in an effective and efficient way:
  • Provide strategic guidance to the overall joint programme for a technically robust implementation, while ensuring innovation and flexibility, liaising with relevant experts from UNDP (incl. Energy team, Climate and Forests team), UNCDF (incl. CleanStart team, other financial inclusion projects teams) and other relevant institutions; 
  • Provide technical support for drafting relevant legal, political and advocacy documents related to clean cooking and fuelwood in the context of REDD+ in the DRC; 
  • Maintain a strong collaboration with the Executive Secretariat and Technical Committee of the FONAREDD regarding the strategic direction of the joint programme, as well as to advise on other programmes related to energy and clean cooking in DRC, in particular in the context of REDD+;
  • In collaboration with FONAREDD Executive Secretariat, provide technical assistance to the Ministries in charge of Energy, Environment, Oil and Gas, Finance, and other relevant ministries, as well as Universities, striving to build local capacity and achieve appropriation;
  • In strong collaboration with FONAREDD Executive Secretariat, provide robust technical assistance from the joint programme to the REDD+ Integrated Programmes on their clean cooking and fuelwood component;
  • Report joint programme progresses to the joint programme Steering Committee;  
  • Provide inputs to CleanStart Incubation Programme (Challenge Fund) and incubation manuals and oversee the process of partners’ selection;
  • Ensure programmatic coherence and visibility of the joint programme; 
 
Ensure an effective and accurate management and supervision of the joint programme financial resources and teams, as well as strong coordination and communication across UN Agencies and other partners of the joint programme, including the Government and donors;
  • Ensure the overall coordination of the joint programme, and oversee its coherent and effective implementation through a results-based approach;
  • Lead and coordinate the UNDP-UNCDF joint work planning, ensuring adequate inputs from and information of the other partners;
  • Oversee and coordinate the implementation of the work plan and budget, and the daily oversight of field-operations;
  • Ensure strong coordination and collaboration between UNDP and UNCDF, as well as across other partners, and ensure a timely and steady flow of information;
  • Liaise with the various Ministries mentioned above and their provincial counterparts, to ensure strong ownership and involvement of the Government in the joint programme objectives, and ensure that they are regularly updated regarding the joint programme implementation; 
  • Prepare Steering and Technical Committees;   
  • Identify potential members for the Investment Committee to select partners on the ground;
  • As UNDP is the administrative agent of the joint programme through MPTF, the Coordinator will ensure to maintain solid work relations with and to share information with all stakeholders of the joint programme;
  • Ensure UNDP and UNCDF representation in inter-agencies work-meetings and other coordination mechanisms dealing with clean cooking and fuelwood (thematic groups, clusters, etc); 
 
Ensure effective and timely monitoring, evaluation and reporting across partners and activities:
  • Support the design of accurate monitoring and communication tools: a communication strategy and plan, terms of reference for evaluations, reporting system, etc; 
  • Analyze reports on joint programme achievements using existing UNDP Monitoring and Evaluation tools and consolidate narrative and financial reports received from UNCDF and implementing partners according to the planned annual calendar of the joint programme; 
  • Oversee the preparation by the joint programme partners of the quarterly and annual reports and other periodical working plans and evaluate achieved progresses according to the joint programme monitoring plan, including contracts with partners; 
  • Identify needs and priorities in the field and produce all necessary programmatic tools for the joint programme monitoring; 
  • Ensure the development of the annual work plans, monitoring and evaluation plans; partners meetings schedule; 
  • Develop a map of interventions from all joint programme stakeholders; 
  • Ensure the development of a procurement plan in coordination with UNDP and UNCDF operations units, and related terms of references for purchasing goods and services;
  • Ensure joint programme budget and expenses monitoring to ensure service delivery in line with the approved joint programme budget as well as the uniform enforcement of UNDP rules and procedures in all joint programme activities under UNDP and UNCDF responsibility; 
  • Undertake monitoring missions and regular meetings with all involved stakeholders, including joint programme partners, and advice on the strategy of necessary interventions; 
  • Ensure that reports are high quality and  transmitted on time to the donor and other stakeholders of the joint programme; 
  • Ensure the preparation and the participation in the joint-programme Board and/or in the Technical Committees; 
  • Fulfill other tasks asked by his/her supervisor. 
 
Oversee the effective management of the partners budget, focusing on achievement of the agreed results:
  • Management of the joint programme through planning, guiding, monitoring and controlling of the resources in accordance with UNDP rules and regulations;
  • Overseeing and monitoring of the joint programme budgets in Atlas;
  • Regular analysis and reporting on the delivery situation of the joint programme; 
  • Elaboration of proper mechanisms to eliminate deficiencies in budget management; 
  • Collection of information on internal and external clients’ satisfaction and needs in order to develop improvements to services; 
  • Provides timely reports to the senior management in both UNDP and UNCDF on the joint programme performance (Atlas delivery, assets, etc.) and make recommendations for improvement, including benchmarks.
 
Ensure facilitation of knowledge building and sharing in the CO, focusing on achievement of the following results:
  • Organization of training for the joint programme team and reinforcement of their capacity in delivering joint programme results;
  • Synthesis and sharing of joint programme lessons learned and best practices;
  • Ensure wide dissemination of the joint programme findings and progress within the relevant sectors;
  • Sound contributions to knowledge networks and communities of practice.
 
Facilitate the development of new partnerships and the mobilization of additional financial resources towards the achievement of the joint programme objectives
  • Assist in the drafting of concept notes, proposals and in finding additional financial resources to support the joint programme;
  • Collaborate with other stakeholders and partners, governmental institutions, private sector stakeholders, donors, partner agencies and other CSOs actors to ensure that clean cooking and sustainable fuelwood are always included in programs and policies development—including those of similar initiatives in the region; 
  • Engage with financial service providers, investors and other capital providers at the national and international level to facilitate the investment in clean cooking; 
  • Assist in developing new partnerships with relevant international and national initiatives and partners.

Required Skills and Experience

Education:
 
  • At least a Master’s Degree in energy, economy or environment, or an MBA;
  • Candidates professionally qualified in programme or project management will have a distinct advantage.
 
 
Experience:
 
  • At least 7 years of relevant private or public sector experience at national and/or international level in providing management advisory services and/or managing staff, managing project in developing countries and establishing interrelationships among international organizations and national governments, related to clean cooking/fuelwood use minimization or alternative energy solutions/access to energy;
  • Experience in sub-Saharan African countries is a requirement;
  • Experience in managing joint programmes will be an asset;
  • Experience in mobilizing resources from donors and investors for the clean energy sectors;
  • Experience in working with private sector stakeholders to promote clean energy solutions and investment is highly desirable; 
  • Experience in managing partners’ selection process such as challenge funds to develop projects with providers committed to innovating in the field of clean cooking would be an asset; 
  • Private sector work experience is highly desirable;
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc). 
  • Demonstrated excellence in communication and writing skills, including the use of social media platforms.
  • Experience in international organization and familiarity with UNDP management system is highly desirable.
