Organizational Setting

The Food and Agriculture Organization of the United Nations (FAO) is initiating implementation of a project entitled “Sustainable cropland and forest management in priority agro-ecosystems of Myanmar (SLM Project)” in coordination with the Ministry of Natural Resources and Environmental Conservation (MoNREC) and the Ministry of Agriculture, Livestock, and Irrigation (MoALI) with funding from the Global Environment Facility (GEF). The objective of the project is to build the capacity of farming and forestry stakeholders to mitigate the effects of climate change and improve land condition. This is being achieved through advocacy, providing training and actively promoting the adoption of Climate Smart Agriculture (CSA) and Sustainable Forest Management (SFM) policies and practices.


Reporting Lines

Under the overall supervision and guidance of FAO Representative in Myanmar and direct supervision of Senior Technical Adviser, Assistant FAOR (Programme), the M&E Specialist will be responsible to implement a revised information gathering, monitoring, evaluation and reporting system of the project. The M&E Specialist will work in coordination with the Knowledge Management Specialist for the SLM project, with technical supervision provided by the International Monitoring and Evaluation Specialist. The M&E Specialist will work closely with the Technical Specialists for the SFM and CSA in a coordinated team approach.

Tasks and responsibilities\:
  • With support from the international M&E specialist and information management officer, coordinate the day to day operation of the revised M&E framework.
  • With support from the International M&E specialist and Knowledge Management Specialist, provide ongoing support and guidance to the technical team members, and field staff working at the implementation level.
  • Support the M&E personnel from counterpart departments to strengthen their capacity on MEAL.
  • Provide management with periodic reports on the progress of the revised M&E system implementation.
  • In a coordinated team approach, implement a revised M&E framework, designed to deliver clear evaluation and impact indicators that will facilitate assessing the appropriateness of the overall project design and the impact of individual activities.
  • Perform any other duties as requested.
CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING
Minimum Requirements
  • Bachelor Degree in a related technical area and at least 5 years’ experience in the implementation and general operation of M&E systems
  • Experience in implementing M&E systems
  • Experience working with technical teams to achieve sustainable outcomes
  • Fluency in spoken and written Myanmar/ Burmese and English.
  • Ability to collect and collate information and data and write reports
  • Willingness and ability to travel to remote, rural locations, Team player

Preferred Qualifications and Experience
  • Increasing responsibility for the design and implementation of M&E systems in regional rural development projects with climate adaption components would be an advantage
  • Experience in managing programs that are designed to be handed over and continued at the completion of the program would be advantage
  • Experience working with UN systems would be advantage
