Job Description

The IRC established programmes in Iraq in 2003 to address the overwhelming needs of displaced people in Iraq and the neighboring countries. Since re-establishing its presence in Iraq in November 2007, the IRC has been assisting thousands of internally displaced families in the northern, central and southern governorates in the sectors of protection, gender-based violence (GBV), shelter, education, and emergency humanitarian assistance. Working in coordination with the humanitarian community in Iraq, the IRC's assistance and emergency programmes address the needs of war-affected Iraqi internally displaced persons (IDPs) and Syrian refugees from several operational bases in the country, and include both camp-based and urban-based assistance.IRC will continue to provide support to IDPS in the southern governorate and focusing at Rawa in Anbar governorates. The majority of Rawa residents were displaced between 2014 and 2017. According to statistics, around 19,000 people from Rawa were still living in displacement as of July 2018. Returns to Rawa started in January 2018, with 7,674 people having returned to the district as of 15 July 2018.The current context in Rawa there are protection issues, livelihoods and lack of basic services in areas of return.

IRC operates throughout Iraq, with the main office in Erbil and field offices in Baghdad, Anbar, Mosul and Kirkuk. The IRC has WPE programming in three governorates and provides both direct service provision (through women’s and girls’ centers and mobile teams) and technical support to local partner organizations to implement safe spaces and deliver services to women and girls as well as longer term capacity building of local NGOs, government service providers, and other protection actors on GBV related topics.

 Job Overview/Summary: 

The prevention Officer will report to the Senior Officer in Ana/Rawa.He will lead in the dissemination of information and provide trainings to the community on prevention of GBV. He will be involved in mobilizing communities to develop and implement strategies to prevent GBV and Implement awareness raising activities targeting the community members. He will be the focal person and responsible for outreach activities in the WPE program in Rawa.

Major RESPONSIBILITIES:

 Program implementation:

  • To plan, initiate, and carry out community outreach, mobilization, and risk mitigation activities in the community.
  • Provide information sessions with the Men, women, boys and girls in the community and disseminate information about available services at the WGCCs.
  • Promote active community participation (men, women, boys and girls in prevention and response to GBV.
  • Communicate with the supervisor on program progress, constraints, training needs identified during the implementation of activities.
  • Develop work and movement plans outlining what tasks will be completed and when.
  • He will conduct focus group discussions and document information which will be used to inform the design of the community activities.
  • The Prevention Officer will support in conducting assessments for new locations in the community in the support if the community mobilizers. This assessments include Focus group discussions with key community leaders and service Mapping.

Community Mobilization:

  • Mobilize and organize training and sensitization sessions for men groups, community leaders, religious leaders, local authorities on GBV issues.
  • Community engagement to raise awareness and promote behaviour can attitude change of the

Coordination, Representation and advocacy:

  • Build relationships with communities targeted by the project and community leaders to provide education and facilitate discussion on GBV.
  •  Assist in linking community members to services that are provided through IRC’s Protection and WPE programs and to external resources.

Report writing:

  • Document all outreach and mobilization activities in an accurate and timely manner using agreed tools
  • Share weekly reports with the senior Officer and when requested to submit any progress report.
  • Assist with formal data gathering for planning purposes and for participatory

KEY WORKING RELATIONSHIPS

Position Reports to: WPE Senior Officer

Position directly supervises: Community mobillizers

Other Internal and/or external contacts:

Internal: WPE Case Workers, IRC Iraq team including other programmes (ERD, Child Protection, and Protection/Rule of Law), Grants Department, Supply Chain, HR and Finance Departments

External: Close collaboration with other humanitarian actors, local NGOs, UN agencies, government service providers.


Qualifications

Qualifications & Preferred Skills

  • Bachelor degree
  • Knowledgeable of GBV issues.
  • Good English language (both writing and speaking)
  • Experience working in a protection program, and implementing programs in vulnerable communities.
  • Strong organizational and reporting skills
  • Understands sensitivities of conducting outreach and awareness on violence related issues.
  • Ability to communicate sensitively and without judgment.
  • Emotional maturity and stability to deal with conflict and confrontation in non-violent way and maintain appropriate boundaries.
  • Displays cultural, gender, religion, race, ethnicity, and age sensitivity and adaptability.
  • Good communication and facilitation skills to work with community members and leaders on sensitive topics
  • Ability to work independently and check in remotely with supervisor to provide input and reporting on activities
  • Experience in report writing 

Working Environment:

·The position will be based in Rawa and frequent travel to field sites. Occasional travel to other locations within Anbar may be required.
