Background

Under the guidance and supervision of the Assistant Resident Representative, Business Development and Partnerships unit, the Monitoring and Evaluation Analyst will be responsible for ensuring the effective and efficient monitoring and reporting of country programme, results-based management system adhered in projects/programmes. The Monitoring and Evaluation Analyst will ensure that objective of Monitoring and Evaluations are designed and implemented to assess the country programme relevance, effectiveness, efficiency, impact and sustainability of results; Monitoring and Evaluations carried out in a credible and systematic manner; Monitoring and Evaluation lessons and recommendations are used for programme design, contribute to implementation of UNDAF priorities and results.
 
The Monitoring and Evaluation Analyst will liaise with the Monitoring and Evaluation Office at Headquarters regarding M&E approaches and methodologies, ensuring that UNDP meets the minimum requirements for Monitoring and Evaluation, including the conduct of mandatory project Monitoring and Evaluations.
 
The Monitoring and Evaluation Analyst will work in close collaboration with the Management Support and Business Development, Programme and Operations Teams in the CO, UNDP Monitoring and Evaluation Office staff and Government officials to ensure that thematic, programme and project Monitoring and Monitoring and Evaluations are carried out according to schedules and that findings and recommendations are implemented and followed up.
 

Duties and Responsibilities

Summary of Key Functions:
 
Under the guidance and supervision of the ARR, the M&E Analyst will:
  • Assist in ensuring the smooth implementation of M&E plan of the country office following Monitoring and Evaluation policies and strategies;
  • Coordinate task assignments related to results Based monitoring and reporting and scheduling issues between the Partnerships unit and other various clusters; 
  • Monitoring and Evaluation;
  • Facilitation of knowledge building and knowledge sharing on Monitoring and Evaluation.
Assist in ensuring the smooth implementation of M&E plan of the country office following Monitoring and Evaluation policies and strategies focusing on achievement of the following results:
  • Participation in the planning, preparation and management of thematic, country programme/project Monitoring and Evaluations and other types of Evaluations conducted in the Country Office;
  • Promotion of Monitoring and Evaluation standards, quality assurance/control and capacity development in the Country Office;
  • Contribution to the M&E workplan, including identification of topics, and projects/programme to be evaluated;
  • Coordination of specific Monitoring and Evaluation missions for development projects, sectoral/thematic Monitoring and Evaluations or desk Monitoring and Evaluations/studies on selected sectors/themes;
  • Contact with HQ Evaluation Office and evaluation units in other Country Offices with a view to harmonizing evaluation approaches and agendas;
  • Reporting Results-Oriented Annual Report (ROAR).
Ensures effective coordination of the Monitoring and Evaluation process in the Country Office, focusing on achievement of the following results:
  • Draft Terms of Reference (TOR) for specific project/thematic/sectoral Monitoring and Evaluation missions and/or desk Monitoring and Monitoring and Evaluations/reviews, participation in consultant and Monitoring and Evaluation team selection, technical feedback on Monitoring and Monitoring and Evaluations and budget oversight;
  • Guidance on UNDP Monitoring and Evaluation policies, procedures and practices to programme managers, UNDP CO staff concerned with Monitoring and Monitoring and Evaluation, consultants and/or members of the Monitoring and Evaluation team;
  • Provision of the technical advice at the design stage of programmes/projects setting up a framework with defined indicators at the design stage to facilitate the Monitoring and Evaluation at the later stages;
  • Preparation of analytical documents on areas evaluated, effectiveness and impact of UNDP programme;
  • Follow up on implementation of Monitoring and Evaluation recommendations. Ensuring the optimal use of Monitoring and Evaluations by providing guidance in preparation of timely management response to all mandatory Monitoring and Evaluations and by developing a communication plan.
Ensures facilitation of knowledge building and knowledge sharing in the area of monitoring and Monitoring and Monitoring and Evaluation, focusing on achievement of the following results:
  • Identification and formulation of Monitoring and Evaluation findings, lessons learned and recommendations to be integrated into broader EO knowledge management efforts, disseminated in learning events and channeled into decision-making processes; 
  • Contribution to the implementation of Monitoring and Evaluation Knowledge Management and Learning Strategy;
  • Collaboration and coordination with other UN agencies, government agencies, NGOs, and other organizations on Monitoring and Evaluation issues;
  • Participation in the conduct of results-oriented Monitoring and Evaluation training efforts in the Country Office.
Impact of Results:  
 
The key results have an impact on the overall effectiveness and success of UNDP interventions and activities in achieving the country’s development and the SDG.  Effective implementation of Monitoring and Evaluation policies and strategies, as well as efficient organization and coordination of the Monitoring and Evaluation process, enhance the organization’s capacity and credibility in implementation of highly effective programmes with strong impact.

Required Skills and Experience

Education:
  • Master’s Degree or equivalent in International Relations, Political Science, Economics or related social sciences.
Experience:
  • 2 years of relevant experience at the national and international level in international development issues.
  • Experience in monitoring and Evaluation with a background in the analysis of socio-economic issues and related policy matters. 
  • Experience in the usage of computers and office software packages, experience in handling of web based management systems.
Language Requirements:
  • Fluency in the UN and national language of the duty station.
