Job title: Team Leader – HR and Administartion

Employment category: Band F

Reporting to: Support Services Manager

Direct reports: HR/Admin Officers and Assistants

Unit/department: Human Resources-Administration

Location: Aden, with frequent travels to Shabwah, Lahj, Mokha

Authorization level: As per IDRA

Overall purpose of the role:

Human Resources & Administration Team Leader role is to provide technical support and capacity building for HR/Admin team in the south of Yemen and work closely with the Support Services Manager and the Country HR/Admin Manager to facilitate the development of a highly effective, strategic HR functions that ensures DRC program has in the south has the structure, culture and talent needed to deliver HR services effectively. Manage and oversee the HR & Administration Departments of DRC Yemen-South; specifically ensuring good recruitment, retention and training of staff; maximizing the productivity of the organization through efficient and effective administration and management of key HR tasks; managing personnel issues including discipline matters and providing clear guidance for the prioritization and organization of the work in the HR/Admin team.

The HR/Admin Team Leader in the south is responsible to ensure that the overall administration, coordination, and evaluation of human resources plans and programs are realized. Therefore, essential job responsibilities include:

A. Developing and administering human resources plans and procedures that relate to DRC Human Resources Policies.

B. Planning, organizing, and controlling the activities and actions of the HR department

C. Contributing to the development of HR department goals, objectives, and systems

Responsibilities:

 

Procedures and compliance

· Provide advice to the HR/Admin team as well as other departments and management team with advice based on solid understanding of DRC’s Human Resources Handbook and ensure that organization policies are properly enforced.

· Responsible for conceptualization, design and management of staffing strategies to ensure that the organization acquires and retains a qualified workforce capable of meeting current organizational challenges.

· Ensure sustained HR/Admin support to Field Offices by planning and implementing a field movement plan for the team;

· Work closely with the Country Office HR/Admin focal point to provide accurate and timely information, harmonize approaches and communicate challenges effectively.

· Identify gaps in HR/Admin procedure compliance and provide capacity-building to both HR/Admin team and other programme and/or support teams when needed.

 

Team management

· Responsible for the development and implementation of workplan for the HR/Admin team and support the organization and prioritization of the tasks;

· With the team under his/her responsibility, develop performance objectives, and ensure appraisals and evaluations are done timely

· Provide capacity building and on-the-job learning opportunities for the HR/Admin team in the south

 

Support to programme and operations

· Work closely, coordinate with other Programme Sector Managers to develop and ensure smooth implementation of recruitment plans and ensure that job descriptions for positions are developed using the appropriate tools;

· Ensure recruitments, induction and deployments are done in a timely manner;

· Manage the employment cycle of national staff, including: Contracts Management, reward management, salary negotiations within the context of total reward; manage issues related to staff salaries with a solution-oriented approach;

· Performance management: Ensuring staff are getting the right support from line managers during probations; and making sure that evaluations are done in a timely manner.

 

Experience and technical competencies: (include years of experience)

 

· At least 5 years’ experience as an HR and Administrative generalist, including recruitment, performance management, compensation, training and development and Office Administration

· Strategic leadership experience managing a HR and Administrative functions for large budget programs in INGO sector is strongly preferred.

· Strategic experience with managing staff, workforce planning, and development of HR and Administration processes.

· Top-tier written presentation and verbal communication skills

· Ability to convey information effectively and solid experience providing training and staff development in English and Arabic.

· Proven sense of professional discretion, integrity, strong ethics and ability to manage delicate situations diplomatically and lead to effective resolution.

· Excellent management, interpersonal and negotiation skills and a demonstrated ability to promote harmonious/cohesive teamwork, in a cross-cultural context.

· Proven ability to plan long-term, organize priorities and work under administrative and programmatic pressures with detail orientation and professional grace.

· Highly collaborative and able to establish positive working relationships with senior level management and all other stakeholders to maximize cooperation and productivity.

· Proven ability to lead by example and foster mentoring relationships.

· Very strong proficiency in MS Word, Excel, and PowerPoint is required.

· Desire to continually learn and develop.

· Analytical thinking, service oriented and team player.

· Proven ability to manage large and varied workloads, and deal constructively with stress and periods with long hours.

· Proven ability to prioritize tasks, meet deadlines and work with limited supervision.
