Background

The UNDP requires professional services of an individual between July 2019 – March 2020 to serve as a HEV Project assistant. S/he will be directly reporting to the UNDP Namibia HEV Project coordinator and with secondary reporting role to the National Health Emergency Management Committee of Namibia Project coordinator.

Primarily, the project assistant will be responsible for supporting the project coordination team with all aspects of HEV outbreak response as stipulated by the UNDP on behalf of the National Health Emergency Management Committee (NHEMC). The project assistant will support effective and efficient communication to all relevant government Ministries, partner organizations, and stakeholders, in collaboration with WHO, UNICEF and CDC technical staff.

Duties and Responsibilities

The project assistant will be required to support the Ministry of Health and Social Services in coordinating, facilitating and supporting the implementation to realize the followings outputs:

  • Stakeholders enabled to implement and coordinate the response at national, regional, and distric levels;
  • Improved access to safe water and sanitation in the most affected communities;
  • Improved awareness of communities on how to prevent and control HEV infections

With the following deliverables;

Weekly and monthly updates from MoHSS and other partners (e.g. Red cross) on HEV response activities

  • Ensure Field Epidemiologists submit SITREP and line list on time/as schedule
  • Tracking of all field activities and processing of Daily subsistence allowance (DSA)
  • Timely reporting on all field activities
  • Administration of meetings (preparation of agenda, meeting minutes, dissemination of minutes on time and follow up on activities)

Leadership, Coordination and Logistics

  • Act as a liaison with other jurisdictions/sectors and levels of government
  • Assist the Project coordinator in overseeing the activities of the Field Epidemiologists and all other relevant parties;
  • Provide feedback on monitoring and evaluation of the implementation of all activities as stipulated in the project document and National Health Emergency Management Response Plan.
  • Assist the Project coordinator in convening and reporting periodically on the status of the project to the national Health Emergency Management Committee and the Project Steering Committee.
  • Assist the project coordinator(s) in collating and disseminating the SITREP to all relevant members on a bi-weekly basis.
  • Assist the project coordinator in ensuring the implementation of emergency response plans in all affected regions.

Prepare for NHEMC meetings and other HEV related ad-hoc meetings by sending invitations, preparing agendas and taking minutes during these above mentioned meetings.

  • Support the coordination of the outbreak review and end of outbreak evaluation meetings, to identify gaps and document lessons learnt to improve future response
  • Maintain schedules for all field activities that relate to HEP E response plan.

2. Case management and Infection Prevention and Control

  • Report all updates on HEV in-patient to the relevant thematic group and project coordinator
  • Assist the team in identifying and documenting any challenges, success from regional/district level related to case management.

3. Surveillance and laboratory

  • Assist HEV Field Epidemiologists in preparing and reporting on the line -lists.
  • Ensure weekly compilation of epidemiological data is conducted– to monitor outbreak evolution by liaising with the Field Epidemiologist

4. Social mobilization, Community engagement, media and psycho social support

Administratively support the social mobilisation sub-committees, local leadership and NGOs involved in activities on mobilizing communities

5. Water: Sanitation and Hygiene (WASH)

  • Support the implementation of WASH and environmental Health activities
  • Support the coordination of CLTS/WASH in line with the JSB response

  • Ability to work under pressure, with conflicting deadlines, and to handle multiple concurrent projects/activities
  • Good spoken and written communication skills, including ability to prepare clear and concise reports
  • Sound coordination skills and knowledge of IT-based platforms
  • Ensure compliance of rules and procedures of Government and UNDP.

Required Skills and Experience

Education:

  • A Bachelors Degree in:-??nursing; project management; public health or any other related field.?

Professional Experience:

  • With at least 2 years of experience in a managerial position or project assistance in health related field. Administrative assistant experience

Language:

  • Fluency in English and national language of the duty station.
