Background:

The Danish Refugee Council (DRC) / Danish Demining Group (DDG) are an international humanitarian organization implementing relief and development activities in more than 30 countries. DRC/DDG is a non-governmental, non-political and non-religious organization and, in DRC/DDG, people’s right to a life with dignity is central to all that we do. DRC/DDG has been operating in Myanmar since 2009, responding to humanitarian needs of Internally Displaced Persons (IDPs) and conflict-affected populations by providing shelter, NFIs, livelihood support, humanitarian mine action and community assistance. The DRC / DDG programme is rooted in a strong protection outreach that includes protection monitoring, tailor-made assistance and programmatic integration through humanitarian mine action (HMA) including provision of Mine Risk Education (MRE) and Non-Technical Survey (NTS) in the most contaminated and conflict-prone areas of Myanmar.

Supply Chain Officer (1 post)-Maternity Cover

 

Duty Station:                     Bhamo, Kachin State, Myanmar with 80% Field Office

Reporting to:                     Program Support Manager

                                          Technical Line Manager: Support Services Team Leader – Bhamo

 

The overall purpose of this position

Responsible for all procurement of goods and services, works, warehousing, transportation of good and people, vehicle fleet management, and general logistics support to the programme.

 

Geographic scope: Area (BMO, Kachin)

This role has an area focus and ensures compliance to DRC procedures and guidelines within the area. The role contributes to the development of area strategies, which are translated into action plans and day-to-day tasks. The role provides support and/or technical guidance to base operations.

Main Responsibilities

Support and administration

 

  • Ensuring all the procurement processes are in line with DRC Operations Handbook
  • Identify new accommodation (office and housing) as and when necessary, ensuring best value for money in Contract negotiations;
  • Carry out tender process and contractual procedures for programme vehicles, ensuring best value for money in Contract negotiations;
  • Review and ensure accuracy of log book entries for usage of generator and follow up on any discrepancies taking necessary actions to rectify;
  • Ensure maintenance and efficient operation of Generators at all times with adequate fuel storage system.

     

    • Effective and efficient support to programs’ needs.

    • Develop and maintain relevant data base.

    • Maintaining the assets list.

  • Develop and implement Asset Management system, using DRC/DDG Myanmar standard format, ensuring labeling and recording of all assets and regular updating; share updated spreadsheet with Programme Manager by 10th of each month;
  • Set up and implement a system for tracking DRC/DDG Myanmar assets distributed to staff (e.g. Laptops,Mobile Phones, Cameras, Visibility Items etc etc);

    • Weekly and monthly status reports

    • Warehouse management, including reporting and alert mechanism to program staff.

    • Assist in recruitment, training and capacity building of the logistics team

    • Coordination of programme staff to ensure logistics involvement in the whole programme cycle

  • Coordinate with Programme staff to prepare Procurement Plans for projects and review / update on a regular basis (at least monthly);
  • Attend Grant Opening and Closing Meetings and monthly Project Review Meetings to report on procurement activities;

    • Procurement of all goods and services, work

    • Establish and follow up annual procurement plans

  • Undertake periodic market surveys (at BMO and field level if appropriate) to assess quality and prices of items;
  • Travel to field, on a periodic basis, to support on procurement at field level;

    • Track all orders, purchases and deliveries

    • Ensure that all logistics specific donor rules and policies are understood and respected

    • Oversight of all purchase and service contract to ensure DRC's interests are protected

    • Vehicle fleet management

    • Optimize all logistics operations to increase cost effectiveness including setting up longer term supply contracts

    • Fixed asset management

  • Ensure IT systems are set up and functional in all bases (including server, shared printer, internet system);
  • Troubleshoot and follow up with IT Technician for timely support whenever necessary;
  • Support set-up of new laptops with installation of standard software and access to network resources;
  • Ensure regular (at least weekly) back up of server data.
  • Set up and implement a system for tracking usage and ensure compliance with guidelines for usage of DRC/DDG Myanmar assets including e.g. Projector, Cameras, GPS etc.

    • Ensure DRC supplier due diligence is effective in the relevant context

    • Correctly apply ERP supply chain processes

  • Provide line management support to direct reports with regular 1:1 meetings being held ensuring adequate support and capacity building for delivery of high quality support function;
  • Manage the drivers provided through the Vehicle Contract ensuring compliance with the DRC/DDG Terms of Reference and DRC/DDG Code of Conduct;
  • Adhere to DRC/DDG’s national staff policy guidelines and ensure adherence by direct reports;
  • Comply with DRC/DDG’s Code of Conduct at all times and ensure adherence by all direct reports;
  • Engage in recruitment process for new staff as appropriate (e.g. Job Description, Vacancy Announcement, Interview etc);
  • Support in induction process for new staff – responsible for induction process for direct reports and provide induction for all new staff in regard to area of responsibility.

Perform any other relevant tasks as requested by Line Manager and / or Area Manager.

 

 

 Qualification and minimum requirement

 

  • Minimum 2 years of experience in humanitarian logistics, procurement, transport and distribution, warehousing, and stock management.
  • Relevant university degree in Logistics and/or Supply Chain Management or equivalent professional qualification.
  • Good understanding of the procurement rules and regulations of major international donors.
  • Excellent skill in MS Word, Excel, and PowerPoint
  • Fluency in Myanmar, Kachin and in English.
  • Understanding of operational context in Kachin
