Overall purpose of the role
- Under the supervision of the Protection Coordinator, the Protection Specialist - North is responsible for supporting DRC in quality protection programming at the Area level in Northern Yemen, and to provide technical support to the Protection Project Manager and the Mixed Migration Team Leader for the planning, implementation and follow up of the protection projects in the assigned area;
- In close coordination with the Technical Coordinator, the Protection Specialist - North contributes to the development and implementation of DRC’s sector strategy in North Yemen, as well as the harmonization and rollout of tools and guidelines;
- As the technical focal point for the North Area protection staff, the Protection Specialist - North will be responsible for strengthening DRC’s protection capacity of conflict affected persons in Yemen supporting IDPs, host communities, returnees, marginalized people, and mixed migrants.

Responsibilities
Support to Program Implementation

Strengthens DRC’s protection service delivery to conflict affected host communities, returnees, IDPs, children, mixed migrants and Yemen’s marginalized communities in North Yemen, and provide technical support to protection teams for the planning, implementation and follow up of the protection projects in the assigned area;
- Undertake field/onsite visits to monitor the quality of implementation and provide technical advice and customized and need based capacity building to field protection staff as necessary;
- Support the protection teams in North Yemen with the development of project work plans, procurement plans and staffing plans;
- Participate in the recruitment process, the capacity building and the evaluation of the protection staff, as necessary;
- In coordination with the Protection Project Manager North and the Mixed Migration Team Leader North, assess training and development needs within the Protection team, develop a capacity building plan and implement the plan with support from the Protection Coordinator;
- Support the Protection teams with the establishment and regular update of the MEAL plan, including (a) ensuring appropriate indicator and quality tracking (both quantitative and qualitative) and (b) working closely with MEAL to put in place accountability;
- Support the Protection teams with the preparation of high quality and timely narrative reporting for donors, check this reporting against area financial reports, liaise with technical coordinators for quality assurance and feed into checking of financial reports for accuracy;

Experience and technical competencies
- Proven experience of at least 3 years in international field protection and management of protection programs, including in Child Protection, Mixed Migration and Protection of IDPs in conflict affected countries;
- Significant knowledge of International Humanitarian and Human Rights Laws, particularly Refugee Law and International standards relating to the protection of IDPs;

Experience working and living in a challenging security environment and under strict safety rules and willingness to travel to conflict affected areas;
- Prior experience implementing protection monitoring, case management, cash for protection, PSS, legal programs;
- Experience with managing large teams and providing technical guidance, training and capacity building;
- Proven strong analytical and communication, representation, negotiation, advocacy and diplomacy skills;
- Strategic thinker with the ability to quickly develop good insight and understanding of the conflict, the human rights situation and the political environment of the program country;
- Knowledge of Gender and Protection mainstreaming, AGD, PwSN and AAP approaches;
- Cultural sensitivity and adaptability;
- Extensive experience in reporting and project development, excellent writing skills in English;

Education
University or Master’s degree relevant to humanitarian work: preferably in law, social work, gender studies, social sciences or humanitarian aid
