BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

The situation in the country is protractedly fragile and DRC is ranked 152nd out of 163 countries on the 2016 Global Peace Index and in terms of democracy, it is ranked 157th out of 167 countries on the 2015 Democracy Index of The Economist.

The Food Security Analysis in 2018 ranked the DRC, the second largest Food Insecurity crisis right after Yemen.

WFP and partners are seeking innovative ways to adress and develop solution to repond to that in the the DRC.

JOB PURPOSE

To design and manage programmes of moderate size or complexity that effectively meet food assistance needs, or contribute to policy formulation and/or provide technical advice or oversight on programme strategy and implementation.

KEY ACCOUNTABILITIES (not all-inclusive)

1. Contribute to formulation of WFP-wide programme policies in line with both organisational strategy and the practical realities of operating in the field; or translate programme policy into Regional/Country level practices. Developing programme guidance and implementation modalities and operations, to ensure a clear and strong connection between HQ and field operations.

2. Provide advice and support to COs on moderately complex issues to clarify ambiguities and ensure that policy and programme operations are consistent with WFP policies, Executive Board decisions, and other relevant guidance.

3. Provide technical advice or mobilise technical expertise on programme and policy issues including assessment and analysis, the choice of objectives, activities, transfer modalities and appropriate food products, the deployment and testing of innovative approaches and the development of strategies to support government efforts to reduce hunger and malnutrition.

4. Assist counterparts in governments and other partners in identifying where food assistance can be usefully employed and provide support and technical expertise for the planning, formulation and implementation of moderately complex food assistance programmes to strengthen government and community ownership and effectiveness of food security and nutrition programmes at national and sub-national levels.

5. Establish and maintain operational partnerships to identify opportunities for collaborative approaches and initiatives that improve assistance packages and support advocacy work.

6. Enhance WFP’s leadership status in forums relating to area of specialism, for example food security, nutrition, livelihoods, resilience or engagement in humanitarian, transition and development contexts through direct participation, briefings, information products and other materials.

STATEGIC POLICY & PROGRAMME ENGAGEMENT

  1. Support National Government develop policies, strategies to guide food security, Agriculture, social Protection etc. linked to community resilience.
  2. Represent WFP to the Resilience, Agriculture & Food security fora and consultations such as Technical thematic & sectorial Groups.
  3. Support Innovative partnership with the government towards the Country Strategic Plan.
  4. Contribute to analysis of different programmes and plans proposals to enable effective decision making in partnership with local & national authorities.
  1. Advocacy & fundraising (Donor, UN Agencies and other technical partners)
  1. Contribute and strengthen strategical partnerships with different UN agencies regarding the food security, joint planning and implementation to support the One UN agenda.
  2. Strengthen knowledge sharing, advocacy and visibility of programme and joint initiatives and contribute to improved quality programming and implementation of joint projects.
  3. Support the organization of donor & partners, government as well as Senior WFP management’ field missions.

  2. Support colleagues to develop the link between their individual tasks and thecontributions of their unit’s goals to the broader context of WFP’s mission.

  4. Thinks beyond team’s conventional approaches to formulate creative methods for delivering food aid and assistance to beneficiaries.

  6. Ability to adjust to team’s plans and priorities to optimize outcomes in light of evolving directives, while also responding quickly in highpressure environments, such as in emergency settings.

  1. Provide support to use of internal innovative digital platforms for programme management, monitoring and evaluation.
  2. In consultation with different internal counterpart, support the integration of innovative activities in the CO programme activities in the Country Strategic Programme.

STANDARD MINIMUM QUALIFICATIONS

Education:

University degree in University Degree in one of or more of the following areas: Agricultural Economics, Agri-business, Agricultural Marketing, Social Science or any other related discipline from a recognized institution; and preferably with a post-graduate or equivalent.

Experience:

A minimum of 5 years relevant experience at increasing levels of responsibilities. Experience delivering training is an advantage. Has deepened technical knowledge through exposure to technical teams. Has taken leadership of coodination of programmes.

 
 

Knowledge & Skills:

  1. Good communication and leadership skills.
  2. Understanding of the National & local context and the related constraints, including the challenge of the sector.
  3. Understanding of the National & local Policies & Stratefies of the Agriculture & Food Security sectors.
  4. Ability to work and plan for both strategic and operational levels
  5. Cognitive Capacity, Teamwork, Action Management result based, Innovation, Partnering, and Client-Orientation.
  6. Demonstrated ability to conceptualize, organize and focus complex issues; strong   analytical skills and reporting skills.
  7. strong interpersonal skills and ability to establish effective working relationship with persons of different nationalities and cultural backgrounds.
  8. Proficiency in Windows, MS Office (Word, Excel, PowerPoint, Outlook

Languages:


Language - Proficiency in spoken and written in English and French.
