Organizational Context

UNIDO is the specialized agency of the United Nations that promotes industrial development for poverty reduction, inclusive globalization and environmental sustainability. The mission of the United Nations Industrial Development Organization (UNIDO), as described in the Lima Declaration adopted at the fifteenth session of the UNIDO General Conference in 2013, is to promote and accelerate inclusive and sustainable industrial development (ISID) in Member States. The relevance of ISID as an integrated approach to all three pillars of sustainable development is recognized by the 2030 Agenda for Sustainable Development and the related Sustainable Development Goals (SDGs), which will frame United Nations and country efforts towards sustainable development in the next fifteen years. UNIDO’s mandate is fully recognized in SDG-9, which calls to “Build resilient infrastructure, promote inclusive and sustainable industrialization and foster innovation”. The relevance of ISID, however, applies in greater or lesser extent to all SDGs. Accordingly, the Organization’s programmatic focus is structured in four strategic priorities: Creating shared prosperity; Advancing economic competitiveness; Safeguarding the environment; and Strengthening knowledge and institutions. Each of these programmatic fields of activity contains a number of individual programmes, which are implemented in a holistic manner to achieve effective outcomes and impacts through UNIDO’s four enabling functions: (i) technical cooperation; (ii) analytical and research functions and policy advisory services; (iii) normative functions and standards and quality-related activities; and (iv) convening and partnerships for knowledge transfer, networking and industrial cooperation. Such core functions are carried out in Departments/Offices in its Headquarters, Regional Offices and Hubs and Country Offices.

The Department of Energy (PTC/ENE) assists member countries in the transition to a sustainable energy future under the overarching mandate of inclusive and sustainable industrial development, through the application of renewable energy for productive uses, adoption of the efficient use of energy by industry and the introduction of low carbon technologies and processes. In transitioning to a sustainable energy future, the challenges of addressing energy poverty and climate change become an integral part of the Department activities. This assignment is located in the Department of Energy, Energy Systems and Infrastructure Division. The Energy Systems and Infrastructure Division (PTC/ENE/ESI) focuses on promoting and developing sustainable energy solutions and infrastructure in business, urban and rural contexts. This focus brings together UNIDO’s historic interventions on the supply side through promoting renewable energy technologies and on the demand side through industrial energy efficiency. By bringing together supply and demand side interventions, the Division is positioning the work of UNIDO at the leading edge of emergent energy systems and paradigms driven by the convergence of key technologies such as distributed generation, digitization and storage technologies as well as climate policies. The Division is responsible for promoting the efficient use of energy and use of renewable energy by industrial users. The National Programme Officer works under the direct supervision of the Industrial Development Officer in the Department of Energy; and in close collaboration with the UNIDO Representative in Egypt as well as the lead Government counterpart at the Ministry of Trade and Industry. The incumbent will be responsible for the overall coordination of the execution of the various project components within two ongoing technical cooperation projects, as described in the Project Context section. The National Programme Officer will also support the mandate of the Division to assists member countries in the transition to a sustainable energy future under the overarching mandate of inclusive and sustainable industrial development, through the application of renewable energy for productive uses, adoption of the efficient use of energy by industry and the introduction of low carbon technologies and processes. In transitioning to a sustainable energy future, the challenges of addressing energy poverty and climate change become an integral part of the Department activities. The National Programme Officer is expected to deliver: (a) work that contains in-depth analyses contributing to results achieved by the Department; (b) in creating an enabling environment for team work which is catalytic to achieving results; (c) in building relationships which contributes to partnerships resulting in strategic collaborations and (d) in achieving results within a professional team. GEF5 - Utilizing Solar Energy for Industrial Process Heat in Egyptian Industry The project on Solar Heat for Industrial Processes is financed by the GEF and implemented by UNIDO as an implementing agency of the GEF. The project was approved on 18 December 2014 and is expected to last until January 2021. The objective of the project is to develop the market environment for the diffusion and local manufacturing of solar energy systems for industrial process heat. The project focuses on improving the energy efficiency of the industrial process heat system and the introduction of solar thermal technologies mainly in industrial companies with a high fraction of low and medium temperature heat demand in three industrial sectors, namely the food, chemical and textiles sectors. Further the project will support the local manufacturing of quality components of the solar systems. The project execution is expected to result in five outcomes: - Policy instruments promoting the use of solar energy for industrial process heat in 3 sectors developed; - Financing for the deployment of solar energy for industrial heat mobilized; - The market manufacture, supply and distribution of solar energy components and systems is strengthened; - Technical capacity of the system designers, developers, facility managers and service providers for solar energy utilization for industrial process heat enhanced; - Adequate monitoring and evaluation mechanisms are in place, facilitating smooth and successful project execution and sound impact. GEF6 - Egyptian Programme for Promoting Industrial Motor Efficiency The objective of the project is to reduce greenhouse gas emissions by facilitating and supporting market penetration of highly energy efficient motor systems in the industrial sector in Egypt. The project is structured in five thematic components: (1) developing a conducive legal and regulatory environment for energy efficient motors, (2) building awareness and capacity on EE motor systems, (3) providing technical assistance for technology demonstration and upscaling (4) supporting the development of the ESCO market, and (5) monitoring and evaluation of the project. The project is currently in its inception phase. The UNIDO Staff Performance Management System reinforces the collaboration within formal units as well as among cross-functional teams. In this context, the incumbent collaborates with his/her supervisor and colleagues, in the country as well as in the region and in headquarters. Staff -members are subject to the authority of the Director-General and in this context all staff are expected to serve in any assignment and duty station as determined by the needs of the Organization.

Main Functions

As a team member, whether on a divisional, cross-functional or cross sectoral level, the incumbent shall carry out the following generic activities to achieve the results of the Division and the outcomes of Department: 1. Programme Development: Integrates tailored technical inputs to develop the detailed work plan for the roll-out of various components and a time plan for fielding experts, training, awareness raising, equipment purchases and sub-contracts, by following the guidelines and procedures of UNIDO. 2. Programme Execution: Assumes responsibility for the technical quality assurance of the projects/programme execution services ensuring that assigned inputs are delivered on time at the right level of substantive quality and within the allocated budget. This will entail provision of tailored advice, planning, coordinating and arranging the daily project execution according to the project document and endorsed work plan: (a) Preparation of the necessary technology-specific inputs (consultant job descriptions, terms of reference, training arrangements, equipment specifications, etc.); (b) Daily management of the project roll-out, planning and coordination with all stakeholders; (c) Liaise with project participants and prepare for execution of project activities; (d) Coordinates activities of consultants and subcontractors including providing oversight and support during field operations, reviewing technical outputs/reports, measurement/assessment of project achievements and cost control; (e) Designs, supervises and delivers activities of the project; (f) Promotes the project activities and produce project promotional material; (g) Expedites project execution activities and related contracts at the national level (h) Analyses, elucidates and resolves issues surfacing during the project execution; (i) Contributes substantially to country-initiatives such as the Programme for Country Partnerships for Egypt and others, with focus on the energy dimension. 3. Funds Mobilization: Cooperates with other in-house and external entities to provide tailored inputs into mobilization initiatives for scale-up and replication programmes. Assumes the responsibilities of an Alternate/Allotment holder, i.e. assures the quality of the services provided, ensures the adequate utilization of projects funds, reviews expenditures and funds availability against approved budget and certifies accurate funds reallocation prior to provision of project execution. 4. Global Forum Function: Assists in the preparation for UNIDO's global forum activities (conferences, seminars, expert group meetings, etc.), including the substantive design and subsequent roll-out. Prepares technical papers or other inputs for external seminars, conferences, expert group meetings, etc. Prepares publications and other information dissemination aids and tools. Keeps abreast of technical and economic developments in Egypt through close contacts with specialized institutions and industry representatives, following the technical press, market developments and trends. Plans and organizes Programme Steering Committee Meetings on semi-annual basis and/or as/when urgent, including drafting of agendas, preparation and circulation of meeting document; prepare and present status of project execution, budget expenditures, planned project and actual achievements, as well as impact or outcome of each executed project activity. 5. Reporting: Manages and reports actual project progress compared to the planned project indicators as specified in the project document and in line with the procedures and guidelines by GEF and UNIDO. Maintains records of project handover note submitted deliverables, documents, files, equipment and materials that are part of the project. 6. Performs other related duties and assignments as required by the Industrial Development Officer.

Minimum Requirements

Education

Advanced university level degree in Engineering or Environmental Management, or another field relevant to the Department of Energy.

Languages

Fluency in English and Arabic required. Working knowledge of other official language(s) of the United Nations, an asset.

Field of Expertise

A minimum of five years (5) of relevant professional experience, including some at the international level, involving technical cooperation in developing countries. Experience in all phases of the Project Cycle. Exposure to the needs, conditions and problems in developing countries. NOTE: Eligible internal UNIDO applicants are required to have served at least one year in his or her current post. However, the seniority-in-grade requirements for applying for higher level positions, as per paragraphs 18 and 78 of the HRMF, have been waived. In the cases of internal applicants, comparable qualifications and experience in UNIDO may be considered to take into account the potential of candidates
