Background - Scope of the Consultancy

The Danish Refugee Council (DRC) is a humanitarian, non-governmental, non-profit organization working in Myanmar since 2009 in response to cyclone Giri and currently supporting operations in four different States (Kachin, Northern Shan, Kayah, Rakhine). DRC expanded its program to include the provision of shelter, WASH, NFIs, livelihood support and community assistance to the people affected by the June and October 2012 events in Rakhine State. DRC aims to make available immediate relief and protection to displaced people and vulnerable host communities in an impartial, inclusive and neutral manner, adhering to DRC’s Code of Conduct and core Humanitarian Principles.

Research has shown that women, in both Rakhine and Muslim villages are disproportionately affected by issues such as displacement and conflicts, and face additional issues such as increased risk of GBV, extremely limited economic opportunities and higher likelihood engaging in harmful coping strategies. Muslim women in particular face multiple threats to their safety in their homes (camp) and in the community. A rapid assessment conducted by the AOR on the protection situation for women concluded that sexual harassment, sexual assault and all forms of domestic violence were prevalent in these community. Women in the camps are likley to suffer in silence. In the sporadic situations in which they seek help,  they resort to traditional leaders or camp management committees, who often uphold community values. CMCs commonly engage in mediation in cases of IPV directly between the survivor and the perpetrator, prioritizing maintenance of the family unit.  This approach results harmful for survivors as it puts them at risk for further retalliation.

 DRC addresses some of these protection concerns by making available GBV response services and enhancing women and girls support systems in order to mitigate risk and enable survivors to recover from the effects of violence. In addition, DRC educates men about gender equality and psychosocial wellbeing in order to provide them tools to exercise their leadership and masculinity in a non violent manner.

 DRC is looking to continue the educational activities for men and re launch training for camp management committee members in hopes of discouraging them to use mediation for IPV cases  and avoid doing further harm to survivors.  

 

Objectives of the Consultancy

The objective of consultancy is to lead a practical TOT for prevention officers who will be in charge of rolling out workshops with the camp management committee members.   This TOT should be based on the current training manual developed jointly by IRC and DRC “Working with Community Leaders to Improve Responses to Intimate Partner Violence”

The consultant will help DRC staffmembers to facilitate in a contextually sound and practical approach the initial knowledge assessment and  the following four modules of the manual: Understanding gender and gender roles,  what is gender based violence,  understanding  men and violence and exploring new ways to respond to intimate partner violence

.By the end of the training, DRC expects that the trainees are able to facilitate independently four different  1.5 hour long group sessions  of the manual Working with Community Leaders to Improve Responses to Intimate Partner Violence” . The participants should be able to engage with the camp management committee members, assess their practices in hopes of determining the learning needs to work towards more survivor centered practices of conflicto resolution.

 

Duties, Responsibilities and Deliverables

The Consultant will be based in Sittwe and will give a three day training to office based staff.

The consultant will report to the GBV Manager and will conduct the following activities:

 

Responsibilities:

.Conduct a three day core training to five to seven office based staff . This training should enable them to facilitate the core modules of the manual

  • If possible, the consultant should observe the trainees facilitate these modules and provide them feedback as to how to improve the effectiveness of the information dissemination and the rapport with the CMCs.

 

Report and Formulation of Recommendations

  • At the end of his/her assignment, the consultant will prepare a two page written report in English.
  • The report should contain an overview and analysis of the training process, pre and post test scores of the participants and recommendations for DRC staff to ensure continuity of the program
  • Preparation and reporting could be developed remotely (2 days).

 

 Duties:

  • The consultant will sign the code of ethics and will ensure full respect of humanitarian principles when approaching community members.
  • The consultant will sign DRC’s ‘confidentiality form’.
  • The consultant will abide by DRC’s Code of Conduct.

Your Experience must include:

  • Three day training delivered to one group
  • Final report and recommendations.
  • At least 5 years of work experience in protection and GBV in humanitarian or development contexts;
  • Legal background, conflict resolution skills, alternative dispute resolution mechanisms and conflict-management at the grass root level;
  • Full understanding of Gender based Violence and Intimate Partner Violence dynamics. Experience in managing GBV programming or in delivering services to GBV survivors is a strong asset.
  • Deep understanding of management of IDP camps and settings
  • Familiarity with Myanmar legal framework and Rakhine context.
  • Excellent training skills
  • Excellent writing and communication skills combined with proficiency in English
