Organizational Context

The United Nations Industrial Development Organization (UNIDO) is the specialized agency of the United Nations that promotes industrial development for poverty reduction, inclusive globalization and environmental sustainability. The mission of UNIDO, as described in the Lima Declaration adopted at the fifteenth session of the UNIDO General Conference in 2013, is to promote and accelerate inclusive and sustainable industrial development (ISID) in Member States. The relevance of ISID as an integrated approach to all three pillars of sustainable development is recognized by the 2030 Agenda for Sustainable Development and the related Sustainable Development Goals (SDGs), which will frame United Nations and country efforts towards sustainable development in the next fifteen years. UNIDO’s mandate is fully recognized in SDG-9, which calls to “Build resilient infrastructure, promote inclusive and sustainable industrialization and foster innovation”. The relevance of ISID, however, applies in greater or lesser extent to all SDGs. Accordingly, the Organization’s programmatic focus is structured in four strategic priorities: Creating shared prosperity; Advancing economic competitiveness; Safeguarding the environment; and Strengthening knowledge and institutions. Each of these programmatic fields of activity contains a number of individual programmes, which are implemented in a holistic manner to achieve effective outcomes and impacts through UNIDO’s four enabling functions: (i) technical cooperation; (ii) analytical and research functions and policy advisory services; (iii) normative functions and standards and quality-related activities; and (iv) convening and partnerships for knowledge transfer, networking and industrial cooperation. Such core functions are carried out in Departments/Offices in its Headquarters, Regional Offices and Hubs and Country Offices.

The Directorate of Programme Development and Technical Cooperation (PTC) is responsible and accountable for providing technical cooperation services to enhance the capabilities of developing countries and economies in transition to promote ISID in the areas covered by five departments: Department of Programmes, Partnerships and Field Integration; Department of Agri-Business; Department of Trade, Investment and Innovation; Department of Environment; and Department of Energy. One of the main focuses of UNIDO is that industrial environmental issues must be addressed and cleaner production methodologies must be promoted at a systemic level to obtain sustainable and inclusive industrial development. The promotion of resource efficiency requires a perspective and a decision-making process that simultaneously considers both economic value and environmental sustainability. The Department of Environment within UNIDO assists developing countries and countries with economies in transition with the transfer of best available environmentally sound technologies and environmental practices to improve resource productivity in industry and prevent discharge of industrial effluents into the environment thereby protecting natural resources for future generations. This position is located under the Industrial Resource Efficiency Division (PTC/ENV/IRE) which is responsible for increasing the capacity of industry, government and business environmental service providers as well as IGOs and NGOs to scale up and mainstream the adoption of resource-efficient and cleaner patterns of production. This is achieved through recycling, resource recovery and/or environmentally sound treatment and disposal of wastes, waste waters and toxic and/or hazardous chemicals, and also in particular for the sustainable use and management of water and other natural resources used in industrial processes.

PROJECT CONTEXT SwitchMed II is a regional programme financed by the European Commission (EC), through the Directorate General for Neighbourhood and Enlargement Negotiations (DG NEAR), aimed at fostering sustainable consumption and production (SCP) patterns in the Southern Mediterranean region (Algeria, Egypt, Israel, Jordan, Lebanon, Morocco, Palestine and Tunisia). The overall objective is to stimulate the creation of new greater business opportunities and decent employment while reducing the environmental footprint of consumption and production activities. SwitchMed II builds on the results from the SwitchMed I (2014-2018) and will take advantage of the experience and capacity built during the first phase. SwitchMed II consists of three components, (i) Direct support to the private sector, (ii) Creation of an enabling environment and (iii) Coordination, networking and communication. UNIDO is the lead agency coordinating the Action, and implements the programme in partnership with the United Nations Environment Program (UN Environment), Economy Division, and the Regional Activity Center for Sustainable Consumption and Production (SCP/RAC) of UNEP-MAP. UNIDO implements activities as part of the direct support to the private sector, as well overall coordination and programme management. Support to the private sector is carried out through the MED TEST II subcomponent on the promotion of greener and circular industry. It builds upon the results of SwitchMed I which successfully demonstrated and implemented the Transfer of Environmentally Sound Technologies (TEST) methodology in the eight countries of the region. UNIDO will establish a project management unit (PMU), which will be responsible for (i) the overall coordination of SwitchMed II activities co-executing with the implementing partners, and (ii) the execution of MED TEST III. The PMU will be formed by a UNIDO project manager, the Chief Technical Advisor, a Headquarters project coordinator, an administrative assistant, a financial expert and a communication expert. Duty Station: At a local UNIDO office (Cairo or Amman) with regular travels to or within Jordan to be authorized separately Approximate duration: 1 year (with the possibility of extension)

Main Functions

The Associate Regional TEST expert and coordinator (Egypt and Jordan) will provide overall coordination for the MED TEST III activities of SwitchMed II in Egypt, as well as overseeing and coaching a pool of service providers in Jordan during the implementation of TEST in demonstration industries. His/her task will include planning, monitoring and external relations with national stakeholders, and ensuring quality control of the support services and activities as well as an efficient coordination of the resources and assets of the project. Tasks related to Jordan are linked to task 4 of the MED TEST III ToRs for the Royal Scientific Society (RSS) “Development of RECP skills of national Service providers (SPs)”. He/she will work in close coordination with UNIDO’s project manager and the Chief technical Advisor, being responsible for the following duties: a) Coordination of the MED TEST III activities in Egypt: - Regularly update the overall and particularly the yearly work plan of the project, preparing regular reports on the progress for UNIDO; - Maintain regular information exchange and arrange for regular meetings at specific milestones of the project, with the members of the national advisory board (National Focal points at the Ministry of Industry, Ministry of Environment, EU Delegation, UNIDO regional office). Identify key stakeholders that will form part of the national stakeholder platform, and where appropriate, draft a MoU with those institutions to outline the cooperation framework under MED TEST III; - Follow up with the NFPs the implementation and update of the national RECP roadmap that was developed under the first phase of SwitchMed; - Facilitate coordination of MED TEST III activities with other relevant UNIDO projects in Egypt, maintaining information channels and collaboration with other relevant programmes implemented by other donors/agencies. This may include establish collaboration with the Green Economy programme of Industrial Modernization Center (IMC) by assisting in integrating RECP/TEST services and qualified service providers into their portfolio and database, including delivery of capacity building/training session for other service providers on the TEST methodology; - Provide substantive inputs for the development of promotional and communication material on MED TEST III for Egypt, organizing an awareness raising campaign in cooperation with stakeholders, arrange for a kick-off event and organize trainings of service providers; - Participate to relevant international events such as SwitchMed Networking Facility Connect events; - Conduct a preliminary mapping of the pre-consumer waste generated by selected value chains within the food or the textile sector in Egypt. The mapping will define the following: the existing ecosystem and the key players, the amount/characterization and localization of the main waste streams, the regulatory barriers for circularity, the existing practices for disposal/treatment, financial incentives that can be leveraged for circular business models (e.g. external investment plan). b) Oversight of MED TEST III activities in Jordan: - Develop qualification requirements for selecting SPs in close coordination with RSS (implementing partner of MED TEST III in Jordan). Participate in the evaluation of candidates, delivery of TEST training of selected experts, and final examination; - Review the initial assessments and take part in the final selection of demonstration companies that will be assisted by the local service providers; - Provide on the job training to service providers and industries through regular missions/site visits during the implementation of TEST audits in 5 industries; - Regular mentorship, guidance and monitoring of progress in implementation of TEST action plans and final reports (quality assurance) of service providers; - Provide input for the setting up of qualification criteria and scheme for service providers that have successfully completed implementation of TEST in Jordanian companies.

Minimum Requirements

Education

Master degree or equivalent in engineering, environment or related areas.

Languages

Fluency in both English and Arabic.

Computer Skills

Proficiency in Office tools package (word, excel, power point, MS project, Access, etc.) and the use of internet/email.

Field of Expertise

A minimum of 3 years’ experience in the field of technical support services to SMEs in Egypt and/or Jordan, including capacity building, market access and business development, industrial process optimization and production system modernization. Good command and practical experience on the UNIDO TEST methodology for integrated resource efficiency is required. Working experience in international development/donor projects and technical cooperation targeting SMEs is required. Familiarity with modalities, policies and processes practiced by international agencies, financing institutions, NGOs, government agencies, and international private sector organizations would be an asset.
