Overall purpose of the role

TheSafety Officer– Information isresponsiblefor monitoring and assessing hazardous and unsafe situations and developing measures to ensure the safety of DRC personnel, assets and operations. The SO responsibility is to monitor closely the overall safety situation, collect information, analyze incidents, and report findings to Safety Manager and provide sound and timely advice to DRC/DDG staff and management in order to support the secure and efficient delivery of program activities in Yemen. In addition, the SO works with the Safety Manager in ensuring that incidents are reported through the DRC system andto ensure there aresafetymessages in each Incident Action Plan.

Geographic scope: Country Office

This role has a geographical focus and ensures compliance to DRC procedures and guidelines within the country. The role contributes to the development of country strategies, which are translated into action plans and day-to-day tasks. The role provides support and/or assistant to area operations while overseeing area activities.

Main responsibilities

  • Collecting (through a daily log), and communicating information regarding the security situation in the country to the Safety Manager in a timely manner:
  • Help to assess the security situation in the country and ensure adequate gathering and verification of security information that may be required for a proper analysis of the situation by the department including analysis of organizational lessons learned;
  • Suggest advisories to the supervisor to be shared with all staff and senior management team members,
  • Share SMS alerts and flash reports with related staff in the country regarding security incidents affecting DRC/DDG staff members
  • Report security incidents affecting DRC/DDG staff, assets and operations, and assist in the preparation of security reports, such as the Security Incident Report through DRC online system
  • Report incidents on timely manner to the SM and provide comprehensive analysis of these incidents for better planning and set the required mitigation measures
  • Track feedback and impact of incidents on DRC staff, operations and properties.
  • Advice programme/projects managers from the perspective of security and safety.
  • Receive information from the field through the SOs or SFPs on daily basis and compile weekly situation report – SitRep or sometimes daily SitReps.
  • Assist in reporting the monthly, quarterly, bi-annual and annual safety reports
  • Work together with the liaison officer for expat visas, work permits, residencies and other legal documents.
  • Provide general administrative assistance to the SM:
  • Maintains routine and confidential correspondence files/documents;
  • Work on the online system, SIR, RED, and OPESCA and train other staff members
  • Maintain regular contacts with Security Focal Points of INGOs and UN agencies;

Essential qualification

  • Bachelor degree in media
  • Diploma public relations or similar
  • Background of military or police
  • Excellent skills in MS Word, Excel, and PowerPoint
  • Previous experience in safety & security is preferable
