VACANCY  ANNOUNCEMENT TEMPORARY APPOINTMENT OF PROJECT PERSONNEL

Organizational Context

The United Nations Industrial Development Organization (UNIDO) is the specialized agency of the United Nations that promotes industrial development for poverty reduction, inclusive globalization and environmental sustainability. The mission of UNIDO, as described in the Lima Declaration adopted at the fifteenth session of the UNIDO General Conference in 2013, is to promote and accelerate inclusive and sustainable industrial development (ISID) in Member States. The relevance of ISID as an integrated approach to all three pillars of sustainable development is recognized by the 2030 Agenda for Sustainable Development and the related Sustainable Development Goals (SDGs), which will frame United Nations and country efforts towards sustainable development in the next fifteen years. UNIDO’s mandate is fully recognized in SDG-9, which calls to “Build resilient infrastructure, promote inclusive and sustainable industrialization and foster innovation”. The relevance of ISID, however, applies in greater or lesser extent to all SDGs. Accordingly, the Organization’s programmatic focus is structured in four strategic priorities: Creating shared prosperity; Advancing economic competitiveness; Safeguarding the environment; and Strengthening knowledge and institutions. Each of these programmatic fields of activity contains a number of individual programmes, which are implemented in a holistic manner to achieve effective outcomes and impacts through UNIDO’s four enabling functions: (i) technical cooperation; (ii) analytical and research functions and policy advisory services; (iii) normative functions and standards and quality-related activities; and (iv) convening and partnerships for knowledge transfer, networking and industrial cooperation. Such core functions are carried out in Departments/Offices in its Headquarters, Regional Offices and Hubs and Country Offices.

The position is located under the Rural Entrepreneurship, Job Creation and Human Security Division (PTC/AGR/RJH) an integral part of the Department of Agri-Business Development (PTC/AGR). The Department provides a range of technical cooperation services to assist developing countries add value to the output of their agricultural sector and generate employment opportunities in off-farm activities for rural communities, thereby contributing to increased food security and a sustainable reduction of poverty. The conceptual framework is that of agribusiness value chains: comprehensive analyses offer a rigorous base for the deployment of specialized services targeting the weaker links of the chain: agricultural mechanization, modern processing technologies, packaging of perishable products, the promotion of food safety in the processing and regulatory environment; and interventions to improve competitiveness and productivity.

PROJECT CONTEXT In light of the above, UNIDO is presently formulating a multi-country initiative, in cooperation with the Food and Agriculture Organization of the United Nations (FAO), to Accelerate youth employment and entrepreneurship development in agriculture and agribusiness, with an initial focus on Africa, but with the prospective potential to expand it globally. The initiative is in line with the pillars of the Tokyo International Conference on African Development (TICAD), in particular with its pillar 1, Promotion of economic structural changes through economic diversification and industrialization. This pillar highlights the central role of agriculture and food value chains for Africa’s growth and development and more specifically for improved food security and rural livelihoods, while emphasizing the need for continuous empowerment of youth. The multi-country initiative is foreseen to be launched at a side event organized by FAO, and supported by UNIDO, at the TICAD VII which will be held in Yokohama in August 2019. The initiative resonates with the Third Industrial Development Decade for Africa (IDDA3) (2016-2025), which is led by UNIDO. It seeks to respond to the need for urgent action to advance sustainable industrialization as a key element of furthering economic diversification and value addition, creating jobs and thus reducing poverty and contributing to the implementation of the 2030 Agenda. The initiative proposes an integrated approach for the promotion of quality on- and off-farm employment opportunities in agriculture and agribusiness in rural and peri-rural areas, with a focus on youth. The integrated nature of the approach refers to its multilevel scope (regional, national and local), and to the integration of the core functions of UNIDO and FAO, as well as additional potential partners that may be identified. These functions mainly include knowledge generation, policy and technical assistance, support for access to finance, capacity development in areas such as employment and entrepreneurship, value chains’ strengthening/development, sustainable agriculture and agribusiness, and social protection. The scope of the initiative: a) The initiative will have strong country components and aims to target an initial group of 10 countries during the initiative’s period. The target countries will be selected based on an analysis of needs and opportunities in the region, conducted/coordinated by the core partners. The countries’ commitments on youth employment in agriculture and agribusiness and their readiness in implementing the initiative’s activities will be strong factors in the selection procedure. b) The initiative will also operate at the regional level. The aim is to provide direct support and strengthen regional processes. The initiative will facilitate partnerships and collaborations with regional institutions, such as the African Union Commission as well as regional economic communities (RECs). Furthermore, the initiative will support regional exchanges, exposures to best practices and will identify country experiences suitable for replication or scaling-up. In so doing the initiative will support existing programmes for knowledge generation such as the NEPAD African Centre for Best Practices, Capacity Building and South-South Cooperation amongst others. The initiative will adopt a youth-specific lens, and will promote policy dialogues on regional issues related to intra-regional and international migration, with a focus on youth migration; labour mobility; and multi-country economic corridors. The initiative is foreseen to achieve the following results: Development Objective: Opportunities for decent job creation for youth are increased through entrepreneurship development in agricultural value chains and food systems in Africa. At country level Outcome 1 The ecosystems in targeted countries are strengthened to enable the creation of quality employment and self-employment opportunities for youth in agriculture and agro-food value chains. This will include leveraging opportunities in strategic and high potential value chains, while addressing bottlenecks for youth employment at policy and programmatic levels. Outcome 2 Youth in target countries, including more vulnerable youth, young women and those living in migration-prone peri-rural areas, are empowered to access resources and contribute to agriculture and agro-food value chains. This will include strengthening the capacities of intermediary (meso) level institutions as well as the technical and entrepreneurial skills of youth along the agricultural value chains, while improving their access to productive resources and markets. At (sub) regional level Outcome 3 Collaboration among inter-Governmental and regional organizations, Governments, youth organizations, the private sector and other stakeholders is strengthened to support quality youth employment and self-employment in agriculture and agribusiness and access to national, regional and global markets. In relation to the above, the partnering organizations have initiated the process for project design and development, with a preliminary mapping of respective areas of operation, tools and methodologies. Therefore, the project team is seeking to recruit an international consultant that can support in the formulation and development of a fully-fledged project document, following UNIDO’s framework for internal approval. Main Functions

Under the overall guidance of the UNIDO Project Manager (PM) based in UNIDO HQ, the International Consultant will be responsible for: 1. Develop a skeleton of the project document following UNIDO’s template and framework, in close consultation with the PM and team. This will include: - Identification of countries with problem/situation analysis in the context of the initiative, - A preliminary analysis of the regional or sub-regional potential for the implementation of the initiative, - The development of an appropriate results framework with a logical framework reflecting the respective comparative advantage of UNIDO and FAO and expected numerical targets (e.g. Nr. Of youth trained, jobs created, businesses created, etc.) - The development of a draft project budget, - The development of a draft project work plan and roadmap for the overall initiative, and - Meetings with the relevant counterparts at FAO, including FAOHQ and FAO Regional Office for Africa (FAO RAF) (in person and/or virtually) to ensure sound project formulation and development (20 w/d) 2. Present the skeleton of the project document to PM and team (both UNIDO and FAO) for review and inputs. (0.5 w/d) [PM and team will then review draft and provide inputs 5 w/d to review draft] 3. Revise the skeleton to incorporate inputs and comments from PM and team in time for the presentation of the draft at the FAO-UNIDO side event to launch the initiative at TICAD VII on 29 August 2019. (4 w/d) 4. Develop the fully-fledged project document, including: - Complete country profiles (10 countries) with a roadmap for implementation in each country, - Methodology of implementation reflecting the respective comparative advantage of UNIDO and FAO, - Roadmap for the regional or sub-regional dimension of the initiative, - inputs from the TICAD VII event, - Final inputs from UNIDO HQ, - Final inputs from FAO (HQ and FAO Regional Office in Africa) - Final budget for the overall initiative and at country level, and - Final work plan for the implementation of the overall initiative with clear phases of implementation. Minimum Requirements

Education

Advanced university degree in finance, economics, agriculture, quantitative sciences, or related fields.

Languages

Fluency in written and spoken English is required.

At least five years relevant professional experience in the area of youth employment through agribusiness Experience in agriculture, food security, value chain development, and related fields a strong asset Experience in results-based management and the application of relevant approaches (Logical Framework approach, Bennett hierarchy, etc.) Strong ability and proven record in drafting and writing at a proficient level Strong ability to work independently Strong experience in working with the UN or international development organizations (bilateral/multilateral).
