Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

Women’s leadership and political participation is one of UN Women’s primary areas of work as mandated in its inception, recognizing the integral role of women in strong and stable democratic processes. Through its Leadership and Governance section, UN Women works to implement Goal 1 of the Entity’s Strategic Plan 2014-17 “Women lead and participate in all areas of decision-making”. UN Women’s theory of change for women’s political empowerment and leadership, based on the achievements of women in politics and lessons learned to date, envisions a four-pronged strategy: (1) support development and implementation of robust legal frameworks and administrative arrangements that promote gender balance and facilitate women’s participation; (2) expand the pool of qualified and capable women to run for election; (3) transform gender norms so that women are accepted as legitimate and effective leaders; and (4) support women leaders in gender-sensitive political institutions to attract, promote and retain women leaders, and highlight the constructive contribution they make to decision-making. 

Aligned with this strategy, UN Women’s West and Central Africa Regional Office (WCARO) in Dakar, Senegal, launched a new, Multi-Country Programme, spanning four countries in the region: Central African Republic (CAR), Guinea, Liberia and Nigeria. The proportions of women in lower/single houses of parliament in these four countries (CAR – 8.7%; Guinea – 21.9%; Liberia – 12.3%; Nigeria – 5.6%) are below the sub-Saharan Africa average (23.8%), and have largely stagnated. A key component of the Programme therefore involves the provision of technical support to political parties – the main vehicle for women’s election to office – to enhance their capacity to promote gender balance in politics and become more gender sensitive institutions by: nominating more women candidates to winnable positions; adopting voluntary, gender-sensitive reforms to internal party processes and statutes; devising and implementing gender-sensitive policies and strategic plans; and devising codes of conduct which sanction discriminatory behaviour and harassment, among other strategies. 

With regard to the Women Peace and Security section, UN Women in CAR, with the support of the Peace Building fund for the United Nations, has developed three projects, two of which are currently being implemented: Projet de Promotion de la participation politique et leadership des femmes dans la consolidation de la Paix en RCA, and Project: Femmes arbres de Paix :  Pionnières de la gouvernance locale inclusive en RCA). The third project : Communication et sensibilisation pour la cohésion en RCA is waiting for funding. 

Reporting to country coordinator, the Programme Analyst contributes to the effective management of UN Women programmes in the PP/CAF/WCARO by providing substantive inputs to programme design, formulation, implementation and evaluation.  S/he guides and facilitates the delivery of UN Women programmes by monitoring results achieved during implementation and ensuring appropriate application of systems and procedures and develops enhancements if necessary.  She/he works in close collaboration with the programme and operations team, UN Women HQ staff, Government officials, multi and bi-lateral donors and civil society ensuring successful UN Women programme implementation under portfolio.     

Duties and Responsibilities

Contribute technically to the development of programme strategies in the area of Governance, Women, Peace and Security:

  • Provide substantive inputs to the design and formulation of programme/project proposals and initiatives;
  • Identify areas for support and intervention related to the programme.

Provide substantive technical support to the implementation and management of the Governance, Women, Peace and Security:

  • Provide technical inputs to the annual workplan and budget;
  • Lead the implementation of programme activities;
  • Lead the coordination of the call/request for proposals, including the organization of technical review committees, and capacity assessment of partners;
  • Review, coordinate and monitor the submission of implementing partner financial and narrative reports;
  • Train partners on Results Based Management and monitor implementation.

Provide technical assistance and capacity development to project/programme partners:

  • Coordinate and provide technical support in the implementation of programme activities; Develop technical knowledge products
  • Maintain relationships with national partners to support implementation and expansion of the Governance, Women Peace and Security.
  • Identify opportunities for capacity building of partners and facilitate technical/ programming support and trainings to partners, as needed.

Provide technical inputs to the monitoring and reporting of the programme/project:

  • Monitor progress of implementation of activities and finances using results-based management tools;
  • Draft reports on monitoring missions, programme results s, outputs and outcomes;
  • Provide substantive inputs to the preparation of donor and UN Women reports.

Provide substantive technical inputs to the management of people and finances of the, Governance, Women Peace and Security:

  • Monitor budget implementation and make budget re-alignments/ revisions, as necessary;
  • Provide substantive inputs to financial reports;
  • Supervise Programme Associates and Assistant on Governance, Peace and Security programme.

Provide substantive inputs to building partnerships and resource mobilization strategies:

  • Provide substantive inputs to resource mobilization strategies; analyze and maintain information and databases;
  • Prepare relevant documentation such as project summaries, conference papers, briefing notes, speeches, and donor profiles;
  • Participate in donor meetings and public information events, as delegated.

Provide technical support to inter-agency coordination on, Governance, Peace and Security to achieve coherence and alignment of UN Women programmes with other partners in the country:

  • Provide substantive technical support to the Country Coordinator on inter-agency coordination related activities by drafting background reports and briefs.

Provide substantive inputs to advocacy, knowledge building and communication efforts:

  • Develop background documents, briefs and presentations related to Governance, Peace and Security;
  • Coordinate and organize advocacy campaigns, events, trainings, workshops and knowledge products;
  • Coordinate the development of knowledge management methodologies, and products on Governance, Women Peace and Security.

Required Skills and Experience

Education:

  • Master’s degree or equivalent in social sciences, human rights, gender/women's studies, international development, or a related field is required;
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree;
  • A project/programme management certification would be an added advantage.

Experience:

  • At least 2 years of progressively responsible work experience in development programme/project implementation, coordination, monitoring and evaluation, donor reporting and capacity building;
  • Experience in the area of women’s political participation Programming is an asset;
  • Experience coordinating and liaising with government agencies and/or donors is an asset.

Languages:

  • Fluency in French and English is required;
  • Knowledge of the other UN official working language is an asset;
  • Knowledge of UN Women programme & operation policy and procedures is an asset.
