Organizational Setting

FAO Bangladesh assists the Government of the People’s Republic of Bangladesh (GoB) to formulate policies, programmes and projects to address the root causes of hunger and malnutrition, develop the agricultural, fisheries and forestry sectors, and utilize environmental and natural resources in a sustainable way. It contributes to the development of FAO’s field programme projects in the country and implements them in the sectors of food security, agriculture and rural development.

The Department of Fisheries (DoF) and the FAO Bangladesh is going to implement a Global Environmental Facility’s (GEFs) least developed countries fund (LDCF) project entitled, Community-based Climate Resilient Fisheries and Aquaculture Development in Bangladesh (GCP/BGD/055/LDF). The Project will attempt to remove key barriers to effective adaptation to climate change in the fishery and aquaculture sector by integrating climate resilience in its policy reform and enhance resiliency of the fishery sector through capacity development of the fishery officials and the communities depending on fisheries.

The poor and smallholders in the project areas will benefit from project interventions both socially and financially, including capacity development to adapt to the adverse impacts of climate change and variability. The coastal and inland aquatic ecosystems of this project (covering an area of about 4,790 km2) will be under climate resilient plans and management practices. The long-term sustainability of the project will be promoted by adoption of strategy that promotes up scaling and replication of climate resilient adaptations across Bangladesh, and capacity strengthening of DoFs, partner organizations and local communities on climate change implications and resilient adaptation options.


Technical Focus

The Project will address contradictions and gaps in the policy framework with the view to harmonize aquaculture and fisheries related issues, and enhance resilience of the sub-sector through national capacity development and incorporation of adaptation priorities to cope with climate change. It will strengthen awareness and knowledge of local fishers and fish farmer’s communities, and enhance local adaptive capacity through transfer and adoption of appropriate site-specific climate resilient fisheries and aquaculture intervention technologies and approaches, which will be underpinned by effective knowledge management (e.g. use of ICT-based climate and disaster information services) ensuring wider dissemination of best practices and lessons learned.


Reporting Lines

Under the overall managerial, administrative leadership of the FAO Representative in Bangladesh and Budget Holder of the project, technical supervision of LTO and direct supervision of the Assistant FAO Representative (Programme), National Operations Officer, coordination of the PMU and PIU and close collaboration with the Government counterpart, the National Consultant will support the activities of the project and be responsible for the overall delivery of Components 1, 2 and 3 of the Project, but not limited to the following.


Tasks and responsibilities
  • Support and assist in inception and/or stakeholders’ workshops organized by the project and be responsible for the preparation of capacity development implementation plan and strategy;
  • Assess and complete the skill set, training needs (TNA) of the DoF, other Gov. agencies, private agencies and community;
  • Identify areas, subjects and Govt., private personnel & community for awareness and capacity building trainings as per the ProDoc/ approved Annual Work Plan (AWP);
  • Assist/coordinate with National Fisheries Policy and Strategy Analyst in finalizing HR development strategy of the DoF, BFRI and the communities involved;
  • Identify & prioritize good practices in fisheries and aquaculture and be responsible for preparing a high quality training curricula and materials for the training courses;
  • Play a key role in facilitating the training of trainers (ToTs) and organize, facilitate and conduct all training programmes of the Project;
  • Serve as resource person in the training courses/FGDs/FFSs and identify best resource persons from broader fisheries, aquaculture, agriculture, poultry, disaster management, alternate income generations & livelihoods, primary health & family care, e-governance, etc. for the training programmes;
  • Support and assist NPC to get all Reports prepared by the respective consultants/ persons and in editing all progress reports and all monitoring, technical, and implementation reports;
  • Compile and prepare quarterly reports of all activities and technical articles on fisheries, agriculture, poultry, disaster management, alternate income generations & livelihoods, primary health & family care, etc. based on handouts received from the resource persons;
  • Review the handouts received from various resource persons, prepare and compile it and finalize the training Manuals based on the received handouts;
  • Formulate and prepare flyers/ booklets/ posters (public awareness and extension materials) based on lessons learned from implementation of the pilot activities of the project; provide technical review assistance to the PMTSU and NPC in documentation of those;
  • Act as an editorial board member of the Training Manual formulation & publication Committee;
  • Prepare and submit an End of Assignment Report (EoA);
  • Carry out other activities as instructed by the PMTSU /or the FAOR.
CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING
Minimum Requirements
  • M. Sc. in Fisheries, preferably a Ph.D. or equivalent
  • 15 (fifteen) years of experience in capacity building/ trainings of fisheries personnel and community people.

Technical/Functional Skills

  • Have a track record of producing, preparing Training modules, manuals, booklets, leaflets, flyers, posters on fisheries, wetlands, climate change, and environment and impacts which reflects compiling, reasoning and writing skills;
  • Solid and demonstrated understanding of the technical aspects of the field of fisheries and fisheries extension;
  • Adaptable to multicultural and multidisciplinary team of experts and willing to undertake intensive field works in the coastal/wetland areas of Bangladesh.
  • Proven capacity in preparing project technical and financial reports;
  • Ability to work under pressure and to assist the project team with any urgent services.
  • Excellent written and verbal communication skills in English and well computer literate.
