  1. Role Summary:

    The Shelter and Wash Project Manager main tasks is to implement both the delegated Shelter and Wash portfolios and ensure high quality and cost effective programme implementation within the designated geographical area. The role encompasses team direct line management and donor grants including proposals and reporting in addition to budgets management.

    Generic Responsibilities:

  2. Manage NRC Shelter WASH project staff in South Lebanon.
  3. Adhere to NRC policies, guidance, and procedures.
  4. Contribute to the development of Country, Area, and programme strategies; and initiate and participate in the development of relevant Shelter and Wash projects.
  5. Develop, coordinate, and manage the Shelter and Wash programmes in line with proposals, strategies, and donor requirements; including Development, management, and monitoring of budget(s) according to NRC Financial Handbook and donor requirements.
  6. Implement technical direction and ensure high technical quality of projects.
  7. Ensure capacity building of project staff and transfer key skills.
  8. Provide regular progress reports to management and concerned parties.
  9. Represent Shelter and Wash in internal and external forums in the area as required and liaise with relevant local authorities and other key stakeholders as needed.
  10. Promote the rights of refugees and explore and asses new and better ways to assist.
  11. Oversee and is responsible of mainstreaming protection guidelines in the NRC’s related activities as per NRC’s Protection mainstreaming guidelines and ensure that all breaches/concerns reported are properly resolved.
  12. Receive the referral information related to protection cases on a monthly basis from the related focal points and take proper actions to ensure that the referral system is functioning to the best interest of beneficiaries as per NRC referral’s procedures.

           Specific Responsibilities:

  1. Ensure that project processes and related information are properly documented and ensure high technical quality and transparent processes.
  2. Provide regular analysis on the internal and external coordination, the referral system and the emergency response at area level
  3. Implement the Shelter WASH programme as per the Shelter and WASH national strategies:
    1. NRC housing modalities
    2. Complementary WASH upgrades
    3. Public schools’ rehabilitation
    4. Emergency responses
    5. Communal infrastructure and Community Support Projects
  4. Work with the other core competency teams (Information, Counselling and Legal Assistane (ICLA) and Education) on joint-programming, multi-sectorial community response and Neighbourhood Profiling
  5. Ensure most vulnerable refugees are targeted by the Programme, taking into account people with special needs, gender, and protection issues
  6. Monitor programme outcomes and outputs for each grant, as indicated in the Monitoring and Evaluation (M&E) matrix
  7. Ensure consistency in data management from field reports to database and reporting
  8. Monitor and address referrals of refugee complaints to provide timely feedback, according to the corresponding complaints feedback response mechanism and procedures
  9. Facilitate donor visits at the area level when required
  10. Provide feedback and updates on Shelter WASH procedures and guidelines to concerned management whenever required
  11. Conduct multi-sectoral needs assessment to inform program design and delivery in coordination with NRC core competencies and existing external actors
  12. Coordinate with other actors, including UNHCR, MoSA, municipal authorities and NRC consortium partners regularly
  13. Propose opportunities for partnership and collaboration with actors and institutions to improve programme outcomes
  14. Provide regular updates, feedback, photos and stories on field implementation, particularly those which share relevant and timely information or which demonstrate impact of activities
  15. Represent NRC in relevant forums/sectors, including in meetings with donors at national level related to shelter & emergency response, and ensure transparent coordination with the humanitarian architecture, the relevant working groups and NRC consortium partners.

    By interfaces, NRC means processes and projects that are interlinked with other departments/units or persons. Relevant interfaces for this position are:

  • Area Manager: work together on strategy, project planning, and staff capacity building

Academic Qualifications:

  • University Master’s degree in Architecture, Urban Planning and/or Social Sciences

Generic Professional Competencies:

  • Minimum 4 years of managerial and/or senior technical experience in a humanitarian/recovery context
  • Experience of coordination and advocacy
  • Experience from working in complex and volatile contexts
  • Experience in humanitarian and developmental responses in urban displacement
  • Proficiency in integrated settlement-based programming
  • Fluency in Arabic and English, both written and spoken

Context/Specific Skills, Knowledge and Experience:

  • Knowledge of urban context
  • Strong data management and Monitoring and Evaluation skills
  • Strong capacity building skills
  • Proficiency in AutoCAD and Microsoft Access appreciated
  • Knowledge of Arabic, both written and verbal is a plus
