ORGANIZATIONAL CONTEXT

The ICT Associate (Infrastructure) assists in the field and emergency operations, providing reliable and timely telecom and IT services. The incumbent receives technical guidance from the Senior Regional ICT Officer (Infrastructure) and Regional ICT Officer (Infrastructure) responsible for the ICT infrastructure in the region or operation in which the field or emergency operation occurs. S/He provides support and guidance to local ICT staff.

FUNCTIONAL STATEMENT

Accountability

- UNHCR operation has reliable and timely ICT services and support.

Responsibility

- In consultation with the SRICTO and RICTO, establish the ICT requirements in field operations, taking into account the overall IT and  telecom strategy of the region, the operational needs and the security constraints.
- Install and configure the most appropriate type of UNHCR ICT systems and equipment (HF, VHF, UHF, Microwave Links, Telephony, satellite systems, network switched and routers, structured cabling systems, servers and other devices) to meet the field and emergency operations immediate ICT needs.
- Ensure that the equipment under his/her responsibility is in good working condition, by inspecting regularly the hardward and installations.
- If required arrange promptly repairs or replacement as necessary according to established procedures. Maintain records of the installations and repairs/replacements done and keeps the SRICTO and RICTO fully informed on the status of the equipment.
- Provide each office, where equipment is installed, with full information for their asset management records.
- If applicable, keep a proper inventory level of all sites spares and returns spare parts for repair/replacement.
- Provide Technical Briefing/Training on the equipment to local ICT resources and users, ensuring that they are able to maintain/use the equipment.
- Build effective relationships with Service Delivery colleagues, 1st and 3rd level support to ensure the provision of an effective incident resolution service.
- Liaise directly with end-users to clarify, analyse, resolve reported issues, delivering high standards of customer service.
- Assist in the development and configuration of  ICT equipment/kits used in field operations and emergencies.
- Further improve the functionality of the equipment deployed to field and emergency operations, in consultation with the parent units at HQ's and the DIST ICT Service Centre in Amman.
- Initiate the testing, reconfiguring, upgrading and reviewing  of UNHCR ICT equipment/kits upon return from field and emergency missions.
- Undertake other tasks or assignments within his/her area of competence as directed by the SRICTO, RICTO, or direct supervisor.

Authority

- Decide on appropriate resolution of incidents/problems.
- Escalate issues to supervisor if incident/problem cannot be resolved within scope of responsibility.

ESSENTIAL MINIMUM QUALIFICATIONS AND PROFESSIONAL EXPERIENCE REQUIRED

- Completion of the Secondary education with formal training/certification on satellite communication or a recognised telecommunications technician or Information Technology qualification.
- Minimum 6 years of previous job experience relevant the function with an emphasis on: HF/VHF radio and ICT systems, VSAT satellite systems and modems, PABX, Cisco routers and switches.
- Excellent knowledge of English and working knowledge of another UN language.

(In offices where the working language is not English, excellent knowledge of UN working language of duty station and working knowledge of English.)

DESIRABLE QUALIFICATIONS & COMPETENCIES

- Other UN Languages are an asset.
- Previous experience in field and/or emergency situations is an advantage.
- Knowledge of current Microsoft Windows Server OS and network monitoring tools.
- An understanding of IT Service Management principles as outlined in ITIL.
