Background:

The Danish Refugee Council (DRC) / Danish Demining Group (DDG) are an international humanitarian organization implementing relief and development activities in more than 30 countries. DRC/DDG is a non-governmental, non-political and non-religious organization and, in DRC/DDG, people’s right to a life with dignity is central to all that we do. DRC/DDG has been operating in Myanmar since 2009, responding to humanitarian needs of Internally Displaced Persons (IDPs) and conflict-affected populations by providing shelter, NFIs, livelihood support, humanitarian mine action and community assistance. The DRC / DDG programme is rooted in a strong protection outreach that includes protection monitoring, tailor-made assistance and programmatic integration through humanitarian mine action (HMA) including provision of Mine Risk Education (MRE) and Non-Technical Survey (NTS) in the most contaminated and conflict-prone areas of Myanmar.

Protection Team Leader - Case Management (1 post)

 

Duty Station:                     Myitkyina in Kachin, Myanmar

Reporting to:                     Project Manager – Protection

Direct reports:                  Protection Assistants – Case Management

 

The overall purpose of this position

-The Case Management Team Leader works as part of the DRC's Protection Team, under the leadership, support, and guidance and direct supervision of the Protection Project Manager. He/she is responsible for supporting the efficient Case Management implementation of DRC’s Protection activities in Kachin State through the direct line management, coaching, and on-the-job support of the Protection Assistant- Case Management.

-Develop and maintain good relations with the persons of concern, relevant stakeholders and other humanitarian actors, to support adequate implementation and coordination of DRC’s sector activities.

 

Geographic scope: Area (Kachin State)

This role has an area focus and ensures compliance to DRC procedures and guidelines within the area. The role contributes to the development of area strategies, which are translated into action plans and day-to-day tasks. The role provides support, supervision, and technical guidance to protection assistants for case management.

 

Main Responsibilities

 

Programming & Operations

  • Support and provide technical guidance to case workers /protection assistants in the identification, recording and response to protection cases.
  • Ensure that the most urgent issues are brought to the attention of the Protection Manager
  • Support and guide case workers in referral of cases to other agencies. Establish and develop relationships with other agencies’ focal points.
  • Conduct regular case management meetings with case workers and the Protection Manager to share updates and discuss the way forward.

·         Responsible for coordination and support of regular case reviews, conferences, audits and supervision

  • Ensure confidential handling of individual case files and databases.
  • Ensure that project activities related to case management are carried out in accordance with relevant DRC standards, guidelines and SOPs, DRC Code of Conduct and in coordination with relevant actors in the field.
  • Update case management database, produce regular internal reports on cases and referrals.
  • Regularly liaise with the DRC MEAL Officer and ensure the accurate management of data records and trackers.

·         Provides support to case workers remotely when necessary

·         Update the Internal Service Mapping regularly in consultation with the Protection Assistants for Case Management.

·         Conduct regular visits in the assigned field location and support the protection staff with its activities whenever necessary

Coordination and representation

  • Support Line Manager where appropriate in liaising with relevant duty bearers in Kachin State.
  • Collaborate with relevant internal and external technical experts on sector relevant issues.
  • Represent DRC at meetings and other relevant technical coordination meetings

 

Project development

  • Ensure adequate support and capacity building is provided for delivery of high-quality case management activities;
  • Ensure adherence to DRC/DDG’s national staff policy guidelines and ensure adherence by all direct reports;
  • Monitor and evaluate projects
  • Ensure compliance with MOSS (minimum operating security standards) and provide constructive input into safety / security discussions for field level operations

 

Logistics/Finance

  • Support the Protection Project Manager for monitoring of financial commitments and expenditures against budgets and provide timely feedback on budget follow-up for case management activity.
  • Plan and coordinate proactively logistics and movements of staff from and to different operational areas.
  • Initiate procurements and ensure their execution.
  • Ensure distribution plans are prepared and shared with logistics in a timely manner

Perform any other relevant tasks as requested by Line Manager and / or Area Manager.

 

Qualification and minimum requirement

  • Minimum 2 years of practical experience in sector area working for an INGO, including minimum 1 year in community or social work.
  • Relevant university degree (e.g. political science, international development, or economics) or equivalent professional qualification.
  • Relevant field experiences and strong technical skill on Case management.
  • Excellent skill in MS Word, Excel, and PowerPoint.
  • Understanding of operational context in Kachin State.
  • Strong organizational skill, leadership skill and attention to details.
  • Excellent interpersonal and communication skills.
  • Demonstrated experience with team management Demonstrated ability to build trusting relationships with the community
  • Flexible and prepared to travel intensively in the region.
  • Understanding of operational context in Kachin
  • Fluency in English
  • Fluency in local languages (Myanmar and Kachin)

 

Desirable:

  • Strong understanding of IDP rights;
  • Short or long-term formal courses in humanitarian and human rights studies or other relevant field;
  • Experience working for DRC;
  • Experience working for International humanitarian NGO.

 

Offer:

  • Starting date of employment: Aug 2019
  • Duration of Contract Regular DRC staff contract, including a probation period of 3 months;
