IDLO IN MYANMAR

IDLO has been working in Myanmar since 2013, to support the country’s government justice institutions, lawyers, civil society representatives and communities to strengthen rule of law and access to justice, enhance gender equality and promote peace and development in line with Sustainable Development Goal 16, as part of the ongoing democratic transition in the country.  Through four Rule of Law Centres (ROLCs) located in Mandalay (Mandalay Region), Yangon (Yangon Region), Myitkyina (Kachin State), and Taunggyi (Shan State), IDLO is promoting increased public legal awareness in Myanmar by providing training on a range of rule of law, human rights and access to justice topics.  The ROLCs are contributing to facilitating dialogue between communities and justice service institutions about local justice issues, rights and responsibilities to civil society organizations, lawyers and communities. THE POSITION

Under the supervision of the Field Program Manager, the Rule of Law Centre (ROLC) Centre Manager will perform the following duties:

 Project Management and development:

  • Lead the planning, implementation, monitoring and evaluation of ROLC project activities in the specified project location;
  • Develop and implement a strategy for ROLC engagement with local government and non-governmental partners and stakeholders, in accordance with the ROLC’s overall mandate and project document, with a focus on the needs and priorities of stakeholders and beneficiaries; 
  • Ensure that a human-rights based, and inclusive approach is mainstreamed throughout ROL Centre programming;
  • Maintain positive and supportive relationships with justice institutions, government, legal professionals, civil society organizations, ROLC graduates and other development partners as required; identify new opportunities for partnerships towards achievement of project goals and objectives;
  • Lead, mentor and supervise the ROLC team to achieve the required outcomes in the work plan and other management and implementation frameworks;
  • Ensure quality assurance of project implementation and provide technical inputs to staff on training, outreach, community engagement and capacity building related activities;
  • Represent the ROLC in forums, meetings and conferences; and promote the concepts of rule of law through the activities and work of the ROLC;
  • Manage the programmatic and administrative aspects of the ROLC in the project location;
  • Oversee ROLC budget and contribute to budget revisions as required; ensure that the ROLC has adequate funds for implementation in the project location;
  • Ensure internal controls procedures are followed and use of funds are compliant with IDLO financial procedures;
  • Ensure employees adhere to IDLO security protocols and liaise with relevant local security focal points as needed.

Monitoring and Reporting:

  • Ensure regular activity reporting including financial reporting, M & E reporting, human resources reporting etc. as requested by the supervisor;
  • Ensure all ROLC activities are compliant with M&E and other donor and IDLO reporting requirements in with processes and established deadlines;
  • Maintain regular communication among the ROLC team and that relevant employees are fully informed about all issues affecting operations of the ROLC;
  • Ensure that the Field Program Manager is kept informed and up to date about any changes in the operating environment that may affect project implementation – either negatively – or that present opportunities for project development
  • Other duties as assigned by the supervisor.

IDEAL CANDIDATE PROFILE

Education and Work experience:

  • Undergraduate degree in development, law, business or related discipline is required;
  • Minimum of 6 years of relevant professional experience in the area of program/ project management, preferably within an international organization;
  • Experience managing project budgets and donor funds;
  • Demonstrated experience working on rule of law, governance, or programs with a strong training component.

Languages:

  • Fluency in Myanmar and English is required.
  • Knowledge of another language spoken in Myanmar particularly Kachin, Shan, Karen and Rakhine, would be an added advantage.

Specific knowledge, skills and behavioral competencies

  •  Excellent computer skills, including Word and Excel in a Microsoft Windows environment;
  •  Excellent written and verbal communication skills;
  •  Strong interpersonal and organizational skills, ability to work under pressure with tight deadlines and to respond timely to queries and provide feedback;
  • Demonstrate the ability to work independently and also as part of a team to meet project objectives;
  • Ability and willingness to travel within the country;
  •  Keen sense of ethics, integrity, and commitment to IDLO’s mandate

TERMS AND CONDITIONS

The Centre Manager will be required to render services in Myitkyina and may be required to travel in Myanmar from time to time.

This vacancy is open to Myanmar nationals or to those residents with a valid residency/ working permit of the duty station.
