Organizational Setting

 

The Department of Nuclear Safety and Security (NS) formulates and implements the IAEA's nuclear safety and security programme, which encompasses the Agency's activities to protect people and the environment from radiation exposure, and responds to the safety and security related needs of its Member States.

The Division of Nuclear Security (NSNS) is responsible for coordinating and implementing the IAEA's nuclear security programme to protect against, detect and respond to criminal acts or acts of nuclear terrorism and threats thereof. NSNS comprises four Sections\:

  • Nuclear Security of Materials Outside of Regulatory Control Section

  • Nuclear Security of Materials and Facilities Section

  • Information Management Section

  • Programme Development and International Cooperation Section

The Programme Development and International Cooperation Section interacts with donors and provides support to the overall planning and coordination of the work of the Division including the evaluation of results, financial matters, reporting to donors and the assessment of outcomes of programme activities. The Section is also responsible for coordinating the training programme implemented by the other three Sections, evaluating the programme and developing a collaborative network of Nuclear Security Support Centres which underpin the sustainability of nuclear security in Member States.

 

Main Purpose

 

The main purpose of this consultancy is to advise the CPPNM team in the field of encouraging adherence to the Amendment to the Convention on the Physical Protection of Nuclear Material (ACPPNM) and facilitating State Parties' effective implementation of the CPPNM and its Amendment.

 

Functions / Key Results Expected

 

  • Development of workshop materials on encouraging adherence to the ACPPNM;

  • Participate in expert missions to promote universalization of the ACPPNM;

  • Review and maintain up-to-date materials posted on NUSEC to support Member States in adhering to the ACPPNM, as provided by CPPNM officer;

  • Advise in developing and maintaining records tracking the status of various States' adherence to the ACPPNM.

Qualifications and Experience

 

  • University degree in nuclear physics, nuclear security or related science and technology degrees and/or University degree in Law, related to nuclear security, or other relevant qualification. Advanced university degree is an asset.

  • Minimum of 3 years of relevant experience in a Nuclear Security or Nuclear Safety Authority with the ability to demonstrate understanding of national ratification and implementation of the ACPPNM.

  • Knowledge of International Legal Instruments in Nuclear Security is an asset.

  • Excellent oral and written command of English. Knowledge of other official IAEA languages (Arabic, Chinese, French, Russian and Spanish) is an asset.

 

Remuneration

 

The remuneration for this consultancy is a daily fee of up to a maximum of € 225, based on qualifications and experience. In case duty travel is required within the assignment, a daily subsistence allowance (DSA) and travel costs are provided. Health coverage and pension fund are the responsibility of the incumbent.
