Organizational Setting

The Department of Nuclear Safety and Security (NS) formulates and implements the IAEA's nuclear safety and security programme, which encompasses the Agency's activities to protect people and the environment from radiation exposure, and responds to the needs of its Member States related to nuclear safety and nuclear security.

The Division of Nuclear Security (NSNS) is responsible for establishing, coordinating and implementing the IAEA's nuclear security programme to protect against, detect and respond to criminal acts or acts of nuclear terrorism and threats thereof. NSNS comprises four Sections\:
•Nuclear Security of Materials Outside of Regulatory Control Section
•Nuclear Security of Materials and Facilities Section
•Information Management Section
•Programme Development and International Cooperation Section

The Nuclear Security of Materials and Facilities Section is responsible for activities related to establishing and sustaining nuclear security systems for nuclear and other radioactive material in use, storage, during transport, and for associated facilities. These activities include developing nuclear security guidance consistent with relevant binding and non-binding international legal instruments, as well as assisting Member States in implementing the nuclear security framework. The Section provides evaluation and assessment services, such as the International Physical Protection Advisory Service, education and training, develops methodologies and assists security upgrades relating to nuclear and other radioactive material and associated facilities and transport. The Section also provides assistance to Member States in enhancing regulatory frameworks for nuclear security. The Section organizes evaluation missions, training courses and workshops, and convenes technical meetings for methodology development.

Main Purpose

Under the supervision of the Nuclear Security of Materials and Facilities Section Head and guidance of the Team Leader of the Radioactive Material (RMS) Security Team, the Nuclear Security Officer (RMS Guidance and Interfaces [GI]) will coordinate the provision of technical input to the overall development and consolidation of guidance publications within the IAEA Nuclear Security Series and complementary IAEA documents (including standardized training material) in the area of Security of Radioactive Material in use and storage. In close cooperation with colleagues from the IAEA’s Department of Nuclear Safety and Security and other IAEA Departments, the Nuclear Security Officer (RMS GI) will also serve as focal point for IAEA activities aimed at supporting States in implementing the provisions of the Code of Conduct for the Safety and Security of Radioactive Sources (the Code of Conduct) and its Supplementary Guidance, with emphasis nuclear security provisions and safety and security interfaces.

Role

The Nuclear Security Officer (RMS Guidance and Interface) is\: (1) a coordinator, facilitating the provision of technical input to the development and consolidation of guidance publications within the IAEA Nuclear Security Series, as well as complementary IAEA documents, in the area of radioactive material security; (2) a specialist in all aspects related to the implementation of security and safety provisions of the Code of Conduct and its Supplementary Guidance; (3) a technical trainer, coordinating the design and standardisation of training material in the area of security of radioactive material in use and storage, and serving as lecturer on a need basis; and (4) a liaison between relevant internal (e.g., IAEA Technical Officers and Project Managers) and external (e.g., representatives of States’ regulatory bodies and other competent authorities) stakeholders.

Functions / Key Results Expected

• Facilitate the provision of harmonised, technical input by the Member States’ and IAEA experts to the overall development and consolidation of guidance publications on the security of radioactive material in use and storage within the IAEA Nuclear Security Series, as well as complementary documents including standardized training material, and ensure the quality thereof;
• Coordinate the implementation of activities directly related to the Code of Conduct on the Safety and Security of Radioactive Sources (CoC) and its Supplementary Guidance;
• Serve as lecturer/expert for selected training events, awareness raising workshops and expert missions related to his/ her portfolio, such as IAEA Workshops on Establishing an Inventory for Security Purposes;
• Contribute, as member of the RMS Team, to the development of States Integrated Nuclear Security Support Plans (INSSP) and Technical Cooperation projects, and to the implementation of relevant capacity building activities identified therein.

Qualifications, Experience and Language skills

• Bachelor's Degree - Science, Physics, Chemistry, Engineering or a closely related field with a focus on nuclear science, nuclear engineering, nuclear technology, nuclear/radiation safety, nuclear security or non-proliferation.
• At least five years of relevant experience in implementing activities related to the security and/or safety of radioactive material, associated facilities and associated activities, of which at least three should be explicitly related to nuclear security.
• Experience in working with national and international organizations or institutes, and the IAEA in particular, to deliver projects aimed at supporting States in implementing the provisions of the Code of Conduct and its supplementary guidance for both radiation safety and nuclear security.
• Proven, hands-on experience in the development of technical/ scientific publications and training material, preferably in the nuclear security field.
• Experience in the authorization and inspection process for security of radioactive material and associated facilities and experience in the development of regulations related to security of radioactive material and associated facilities desirable.
  
• Excellent oral and written command of English. Knowledge of other official IAEA languages (Arabic, Chinese, French, Russian and Spanish) is an asset. 

Remuneration

The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $60233 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $ 24816, dependency benefits, rental subsidy, education grant, relocation and repatriation expenses; 6 weeks' annual vacation, home leave, pension plan and health insurance
