Background - Scope of the Consultancy

The Danish Refugee Council (DRC) is a humanitarian, non-governmental, non-profit organization working in Myanmar since 2009 in response to cyclone Giri and currently supporting operations in four different States (Kachin, Northern Shan, Kayah, Rakhine). DRC expanded its program to include the provision of shelter, WASH, NFIs, livelihood support and community assistance to the people affected by the June and October 2012 events in Rakhine State. DRC aims to make available immediate relief and protection to displaced people and vulnerable host communities in an impartial, inclusive and neutral manner, adhering to DRC’s Code of Conduct and core Humanitarian Principles.

Research has shown that women, in both Rakhine and Muslim villages are disproportionately affected by issues such as displacement and conflicts, and face additional issues such as increased risk of GBV, extremely limited economic opportunities and higher likelihood engaging in harmful coping strategies. Muslim women in particular face multiple threats to their safety in their homes (camp) and in the community. A rapid assessment conducted by the AOR on the protection situation for women concluded that sexual harassment, sexual assault and all forms of domestic violence were prevalent in these community..

 DRC addresses some of these protection concerns by making available GBV response services and enhancing women and girls support systems to mitigate the effects of violence . Most importantly, DRC carries out prevention activities with men in order to prompt changes in attitudes and behaviors that perpetuate violence against women.

DRC is looking for a trainer to develop and train DRCs office and field staff in a male engagement curriculum. The consultant will draft a five session curriculum. The consultant/s will  deliver a training for DRCs office and camp based staff  on rolling out that curriculum for community members. The training for office based staff is expected to include components of mentoring for camp based staff.

 

Objectives of the Consultancy

The objective of consultancy is to lead a practical gender equality training intended for facilitators of male engagement facilitators in the Sittwe and Pauk Taw camps in one TOT in Sittwe town.  The consultant will help DRC staff members and incentive based center workers, practical and sound techniques to prompt reflection about the harmful ramifications of patriarchy and develop skills to be a positive example of masculinity in a traditional society.

While the training should include theoretical knowledge about gender equality and non violent conflict resolution, the teaching methodology should be primarily practical and tailored to the literacy levels of the audience. Therefore, the consultant should focus in helping trainees to facilitate in a clear and simple manner, sessions that stimulate dialogue around manhood, positive leadership and provide skills to navigate daily stressors and solve conflicts in the family without resorting to violence.

The curriculum should also include a component of self regulation, orientation, grounding and centering.   Specifically, these sessions are required to help men relieve anxiety and build their resilience.

By the end of the training, DRC expects that center based staff are able to facilitate independently five ninety minute sessions to men in residing in the Sittwe and Pauk Taw Muslim camps in Rakhine.

 

Duties, Responsibilities and Deliverables

The Consultant will be based in Sittwe and Pauk Taw, Rakhine State and will work in 3 locations for  19 working days (16 days for field training and 3 days for manual crafting and report writing)

The consultant will report to the GBV Manager and will conduct the following activities:

 

Responsibilities:

  • Develop a simple yet technically sound training manual with contextually relevant exercises to educate men on Gender Based Violence, transform attitudes about gender relations and tools to relieve anxiety and promote wellbeing.
  • Conduct 4 core TOTs for camp based staffand 1 TOT to office based staff on positive masculinity and psychosocial wellbeing
  • Coach office based staff in mentoring field staff to continue with the smooth and sound facilitation of the manual.
  • Draft a report analyzing successes and recommendations for the continuity of male engagement activities.

 

 Report and Formulation of Recommendations

  • At the end of his/her assignment, the consultant will prepare a written report in English.

  • The report should contain an overview and analysis of the training process, pre and post test scores of the participants and recommendations for DRC staff to ensure continuity of the self-regulation and centering practices

    Recommendations, desk review, report writing and training package could be developed remotely (2-3 days)

 

 Duties:

  • The consultant will sign the code of ethics and will ensure full respect of humanitarian principles when approaching community members.
  • The consultant will sign DRC’s ‘confidentiality form’.
  • The consultant will abide by DRC’s Code of Conduct.

 

Deliverables:

Profile of the Candidate

Your Experience must include:

  • Develop a positive masculinity and wellbeing manual with handout guides in Myanmar and English
  • Training delivered to 5groups (Two in Sittwe, two in Pauk Taw, and one of office based staff TOT for the office based staff
  • Mentoring plan for office based staff to ensure the application of the training contents
  • Final report and recommendations.
  • At least 2 years of experience in the GBV and/or MHPSS field – the consultancy is open both to clinical mental health practitioners and to Women Protection and Gender Equality practitioners
  • Specific experience required working with marginalized populations exposed to traumatic events and acute or toxic stress
  • Experience crafting curricula of trauma informed activities to enhance wellbeing
  • Good understanding of the context in Myanmar, especially the political and ethnic divisions in Rakhine state.
  • Previous experience in collaborating with INGOs
  • Demonstrated knowledge of protection issues (GBV) in humanitarian settings and roles/responsibilities of humanitarian actors.
  • Strong facilitation and communication skills
  • Ability and willingness to travel and work in Muslim camps in Central Rakhine
  • Proficiency in English and Myanmar. (If main consultant is a foreign national, a second consultant who speaks Rakhine and or the Muslim language is required)

  • Consultant honorariums for the 19 working days should not exceed 8000 USD
  • Provide a training agenda outlining each topic and its respective time allocation
  • Provide a technical proposal with an abridged training manual (2-3 pages): This manual should have a training outline with one or two paragraphs explaining the objective and the contents of that module

Professional fees-DRC will support in booking air fare, accommodations and TAs for trainers and training team.

Please note that this is preferably intended for National applicants.  DRC can also accept a team of a one foreign national who resides in Myanmar and a National of Myanmar.  The three field based trainings must have administered in Myanmar language
