Overall objective

Danish Refugee Council (DRC) is seeking a dedicated Protection Project Manager to strengthen DRC’s operations in Myanmar’s Kachin State.

DRC has worked in Myanmar since 2009 providing humanitarian and infrastructure assistance to victims of cyclone Nargis in the Ayeyarwady Delta in southern Myanmar. In 2011, DRC/DDG expanded its activities to Rakhine and Kachin, and in 2013, to South Eastern Myanmar, moving its program towards emergency response to the humanitarian crisis of IDPs in camps and camp like situations. DRC implements multi-sectoral programming to address the persistent needs of the displaced, conflict affected populations in these locations.

 

Following the break of a ceasefire in Kachin in June 2011, DRC moved its program towards emergency response to the humanitarian crisis of IDPs in camps and camp like situations. The work includes multi-sectoral programming to address the persistent needs of the displaced, conflict-affected populations in both Kachin and Northern Shan State. Support currently includes construction and maintenance of temporary shelter, livelihood support, community development but roots in a strong protection outreach with protection monitoring, individual protection assistance, counter-trafficking, mine risk education, training and awareness raising among other activities.

DRC’s protection activities in Kachin refer to a broad spectrum of sectors and include regular protection monitoring in IDP camps, related reporting and advocacy work, increased efforts in awareness raising of conflict affected populations, holistic case management, community based protection programming , life skills training and counter trafficking. The protection focus also links with more proactive cooperation with duty bearers in terms of training as well as accountability. 

 

DRC/DDG Myanmar currently employs approximately 350 national and over 32 international, with around 100 national staff and 4 international staff operating in Kachin programme. The main donors of DRC in the Kachin programme include DANIDA, ECHO, DFID/HARP, SDC, UNICEF, OFDA as well as private trusts / foundations.

 

The position

The Finance trainee will support Kachin field operations in developing and capacity building of staff, working closely with national team leaders and international project managers. The Position will report to the Area Manager  

  1. Protection Activities, Project Implementation and Strategy
  • Provide support in capacity building the national team leaders in develop tools for financial planning and tracking, including the development and roll out of context specific tools in cooperation with project managers.
  • Assisting the line manager and national support services team leaders, in financial checking, reporting and planning.
  • Support national program staff to understand budget allocation, budget narrative, budget development and forecasting.
  • Support national support services staff in ensuring compliance with DRC and Donor rules and regulations.
  • Support line managers and national team leaders in reviewing monthly and weekly support services reports.
  • Supporting national staff planning and follow up of tasks in the absence of National Team Leaders.
  • Assisting the line manager in the review of compliance documents.
  • Upon the direction of the line manager, assist in the analysis of Support Services data, main focus financial but also for Logistics and HR(Finance trackers, forecast tools, allocation tables, stock reports, and others)
  • Any other task that may be assigned by the line manager.

 

Supervision and reporting

The Finance Trainee doesn’t have any direct report, and works in close collaboration with the Area Manager in Kachin State with technical support from Support Services Managers in Yangon

About you

The successful candidate will have:

  • University Degree in finance, business administration or any other similar.
  • A minimum of 1 year relevant work experience
  • Experience in working with support services (logistics, finance, HR) for an INGO desirable.
  • Strong interpersonal, facilitation, communication and writing skills
  • Cultural sensitivity and adaptability
  • Professional fluency in English

 

Duty station

Bhamo 75% and Myitkyina 25% Kachin State.

 

We offer

DRC will offer the successful applicant a contract for 6 months, renewable dpending on funding and performance. Envisaged start date is ASAP. Salary and conditions will be in accordance with DRC’s Terms of Employment for Expatriates;

 

Monthly Allowance: 6,000 DKK (Danish Kroner)

Tickets to and from duty station provided.
