The position is assigned in the Client Solutions Unit within the Treasury Department (TD). TD performs a strategic role in efficiently planning, mobilizing, and managing ADB’s finances, with the view of protecting ADB’s solid financial standing to enable the Bank to deliver on its developmental goals. TD defines ADB’s asset and liability management policies on liquidity income management, currency management, and loan pricing. It coordinates increases in ADB’s general capital and raises funds in capital markets. TD also manages ADB’s investment portfolio to ensure that the Bank’s liquidity requirements are met at all times.

 

The Treasury Department Client Solutions Unit (TDCS) is responsible for developing and delivering local currency funding solutions, strengthening TD’s client outreach, financial management and advisory services, and organizing knowledge-sharing forums and workshops.

Job Purpose


The Treasury Specialist contributes to the efficient management and implementation of TDCS’ growth and activities with an emphasis on local currency financing in Asia and the Pacific through the origination, structuring, negotiation, and execution of debt capital markets and derivatives transactions. The incumbent will report to Advisor, TDOT and Head, TDCS and will supervise National Staff and Administrative Staff.

 

Responsibilities

  • Develops and tailors new and innovative financing solutions to meet specific demands according to volume, tenor and pricing parameters while also contributing to TD’s overall local currency footprint.
  • Provides advisory and execution services to internal stakeholders on currency and interest rate management.
  • Coordinates and collaborates with central banks, government agencies and officials, securities markets regulators, stock exchanges, central securities depositaries and commercial counterparties to achieve optimal financing outcomes.
  • Supports, liaises and advises internal stakeholders such as Regional Departments, Private Sector Operations Department (PSOD), Office of the General Counsel (OGC), and Office of Risk Management (ORM) regarding the identification, processing and delivery of local currency funding solutions.
  • Develops and maintains relationships with commercial counterparties to obtain diverse funding solutions and pricing tension.
  • Participates in a team that acts as a key market interface and knowledge centre within ADB for financial markets, keeping abreast of the regulatory environment, changes to market infrastructure, trends in local and international markets and conducts official capacity building exercises.
  • Participates in and supports TDCS knowledge sharing and client outreach programs through forums, workshops and ad hoc events to promote best practices in foreign investment engagement, foreign exchange reserves management, public debt management, and asset-liability management.
  • Disseminates information on ADB’s ordinary capital resources (OCR) financial products to internal stakeholders and external clients.
  • Works with broad policies and objectives, works directly with clients, with supervision for critical tasks. 

 

 

Qualifications

 

Relevant Experience and Requirements

  • Master's degree, or equivalent, in Accounting, Finance, Business or related fields. University degree in Accounting, Finance, Business or related fields combined with specialized experience in similar organization/s, may be considered in lieu of a Master’s degree
  • Professional qualifications in finance (e.g., CFA charter) desirable.
  • At least 8 years of treasury / financial markets experience, 5 years of which in local currency, preferably within an MDB context but private sector experience also relevant
  • Sound knowledge of: (i) the structure and functioning of capital markets (cash and derivatives); (ii) underwriting, distribution and trading of fixed income securities; (iii) treasury management concepts; (iv) investment practices and asset preferences of institutional investors and fund managers; and (v) financial mathematics.
  • Knowledge of financial risk management concepts
  • Ability to work in a multi-disciplinary team, with limited day-to-day supervision
  • Good interpersonal and information technology skills, including financial applications such as Bloomberg and Reuters
  • Excellent oral and written communication skills in English
  • International experience working in several countries

The selected candidate is appointed for an initial term of 3 years.
