ORGANIZATIONAL CONTEXT

The Department of Human Resources and Offices Services (HROS) is the central management and coordinating function for human resources delivery as well as building an organizational culture of learning, excellence in office services, field operations support, staff security, and continuous improvement. It is responsible for the implementation of IDLO’s global policies and initiatives in the areas of Human Resources, Office Services, Security management and Field Operations, to support and to ensure alignment of all IDLO Offices to organizational strategies and mission.

The HR Development team is responsible for leading various organizational development projects as well as other change management initiatives in order to develop and maintain an engaged, diverse and field-oriented workforce. Under the direct supervision of the HR Adviser - Policy and Organizational Development, the HR Associate (Learning and Development) will play a key role in the design, development, implementation and monitoring of various corporate HR initiatives, including learning and development, performance management, and policy advocacy. S/he will take part in various organizational development initiatives including, but not limited to, learning, performance management, policy development and talent management.

THE POSITION

Under the supervision of the HR Adviser (Policy and Organizational Development), the incumbent will be assigned, but not necessarily limited, to the following duties:

Summary of Functions:

  • Provide administrative and substantive support in ensuring the quality of various corporate-level organizational development initiatives; and
  • Play a key role in the effective planning and delivery of IDLO’s learning programs.

 Key results expected:

 Organizational Development

  • Provide insightful, practical guidance on various OD initiatives, offering solutions to better align existing as well as future policies and frameworks to existing practices, and needs of the IDLO workforce;
  • Ensure consistent and quality workforce data for planning, including related statistical summaries and movements of IDLO personnel, to also maintain organizational charts;
  • Contribute valuable guidance on the development of internal communication on HR policy changes as well as new HR initiatives to employees; and
  • Support and contribute to the teams in implementing key processes and procedures which will enable improvements to current HR processes.

Learning

  • Ensure the effective delivery of the IDLO E-Learning Program through regular maintenance of the existing course portfolio as well as to play an advisory role in the assessment and development of new courses;
  • Maintain quality relationships with various existing partners, and engage in the identification of new opportunities to enhance the IDLO learning portfolio;
  • Play a key role in various internal communication to promote learning, including the addressing of individual queries through the dedicated email account;
  • Regularly and efficiently update various data and information on learning, including enrollment, training calendars, and produce timely reports on corporate-wide learning as requested; and
  • Ensure the quality of in-house learning opportunities through the provision of effective administration and logistical support.

HR Benchmarking/Analytics and other duties

  • Under the lead of the HROS Director and in coordination with the direct supervisor, contribute to: (i) producing HR analytics, including relevant metrics/indicators and (ii) special projects and/or research and benchmarking exercises on HR trends and good practices; and
  • Perform any other similar duties as requested by the HROS Director and/or the supervisor.

Ideal Candidate Profile

EDUCATION AND WORK EXPERIENCE

  • High school diploma or relevant certification is required. Undergraduate degree in   Human Resources, Social Science, or related field is desirable.
  • 2-4 years of relevant professional experience in HR. Experience working on organizational development projects such as performance management, talent acquisition and management, employee engagement, learning is advantageous.
  • Work experience in the international public sector, such as in international organization, agencies or INGOs is preferable.

LANGUAGES

  • Fluency in written and oral English

SPECIFIC KNOWLEDGE, SKILLS AND COMPETENCIES

  • Excellent written and verbal communication skills.
  • Excellent interpersonal skills and the ability to work constructively with several internal service departments.
  • Accuracy in data analysis.
  • Strategic and creative mind-set with overall client-oriented approach in order to enhance IDLO ‘s capability in its global workforce management
  • Ability to work under pressure with tight deadlines, flexibility and an entrepreneurial spirit.
  • Proven ability to see through tasks set and deliver results.
  • Sound knowledge of Microsoft Word, Excel, PowerPoint and other ICT and internet softwares.
  • Keen sense of ethics, integrity, credibility, and commitment to IDLO’s mandate.

TERMS AND COMPENSATION

For this locally recruited position, IDLO shall offer the selected candidate an Affiliate contract of 12 months, with possibility of extension subject to performance and availability of funding.The annual basic salary level for this locally recruited position is in the range of Euro €26,000 to a level commensurate with qualifications and experience, plus additional admissible benefits in accordance with IDLO rules and regulations.

This local position is open to candidates who are nationals of the duty station, or with permanent resident status or other legal authorization permitting to work in the duty station. An employee subject to local recruitment shall not be eligible for the allowances or benefits exclusively applicable to International employees
