Org. Setting and Reporting

The Chief of Unit, Field Technology normally reports directly to the Chief of Mission Support or to the Chief Operations and Resource Management and is responsible for the overall management and leadership of the Information Systems and Telecommunications Unit in the Mission.

Responsibilities

The Chief of Unit, Field Technology provides sound advice to Senior Management on conceptual strategy development and management of the implementation of strategies, policies and procedures related to Telecommunications and Information Systems and Technology systems and services; Plans and oversees the management of Telecommunications and Information Systems and Technology related activities; Manages and supervises the work programme of the Unit under her/his responsibility; Provides substantive input in the preparation of position papers and reports for presentation to intergovernmental bodies; provides advice to the Mission leadership for technology innovation initiatives and provides required change management capacity.

Within delegated authority, the Chief, Field Technology, FS6 will be responsible for the following duties:

• Provides management and coordination of the unit responsible for the delivery of all Telecommunications and Information Systems and Technology systems and services deployed by the field missions: this will include voice, video, data, and other related systems and services;
• Supervises direct report supervisors of the respective Telecommunications sub-units and the Information Systems sub-units within the mission;
• Manages the maintenance and repair programs for Telecommunications and Information Technology (IT) systems, networks and equipment;
• Establishes performance standards for telecommunications and IT equipment and services and recommends corrective operational measures to improve quality and performance;
• Establishes and maintains effective contacts with local authorities and equipment manufacturers and suppliers as necessary, in order to resolve various technical and administrative problems;
• Coordinates the preparation of request for proposals, technical specifications and statement of works for the acquisition of various telecommunications and IT equipment and services; Performs technical evaluation of the bids and proposals;
• Coordinates with the Office of Information and Communications Technology (OICT) in the Operational Services Division (OSD) at the United Nations Headquarters (UNHQ), the Global Service Center (GSC) at the United Nations Logistics Base in Brindisi (UNLB), and at the United Nations Support Base in Valencia (UNSBV), and other Field Missions on matters related to the Communications and Information Technology Service (CITS) support;
• Acts as focal point for inter-agency emergency field security communications liaison;
• Ensures effective coordination with various UN agencies in order to maximize possibilities of inter-agency collaboration in Telecommunications and Information Technology;
• Coordinates the preparation of the annual cost estimates and budget proposals for the mission’s Telecommunications and IT systems and services;
• Manages the annual budget for the unit;
• Performs other duties as required.

Education

High School diploma or equivalent is required. Certifications in relevant areas of Information Systems or Telecommunications is desirable.

Work Experience

A minimum of ten (10) years (five (5) years with a first level university degree) of progressively responsible experience in information and telecommunications systems or related areas, including experience in developing and overseeing large centralized and globally distributed institutional systems is required.
Two years’ experience providing services in information and telecommunication systems or related areas to or in a field operation of the United Nations common system or comparable international organization or military experience is desirable.
Two years’ experience in information and telecommunications systems or related areas in a conflict or post-conflict setting or military environment is desirable.
Experience in budget, staffing and performance management and reporting is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For this post, fluency in English (both oral and written) is required. Knowledge of French is desirable, Knowledge of another UN official language is desirable.

Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

The purpose of this job opening is to generate a list of qualified candidates for inclusion in the Chief of Unit, Field Technology FS6 roster.
