Established in 2012 NRC Jordan’s long-term outlook addresses the problems affecting life as a refugee. We work to build the resilience of Syrians, and to relieve the impact on the Jordanian communities that host them.Syrian refugees in Jordan are struggling. As they contend with difficult living conditions across the country, the obstacles are complex. They struggle to remain registered as refugees, to provide for their families, and to access essential services – including education for their children. The Jordanian communities that host them, meanwhile, feel the impact of hosting high numbers of refugees – with each year that passes, local infrastructure becomes more strained.

Role Specific Information

The  Protection  Advisor  will  be  responsible  for  supporting  programme  management  with  protection

mainstreaming within the NRC  Jordan office  in  line  with  NRC’s Protection  Policy  and  global  protection standards.  The Protection Advisor will work with programme and support teams to strengthen and apply NRC’s protection  mainstreaming  tools  and  guidance.  The  purpose  of  this  position  is  to  ensure  protection  is integrated within programme cycle management and provides protections issues to the Advocacy function. This  role  has  a  large responsibility  in  the  provision of  capacity  building  through  trainings  and  awareness raising  sessions on  minimum  protection  standards. The  Advisor  will  identify  gaps  in  terms of  field-based protection   support.     The   Protection   Advisor   will   hold   regular   meetings   with   identified   Programme (Protection) referral focal points to ensure quality in NRC’s program response, ensuring integrated and robust protection outcomes for all interventions. The Advisor will develop strong working relationships with protection actors to ensure strong referral pathways. The protection advisor will also be the primary focal point for complex protection cases taking on direct case management responsibility if and when required.  

Generic responsibilities:

  • Ensure compliance with NRC (global and national) policies and procedures, handbooks and guidelines and/or propose new initiatives to bridge gaps and implement these.
  • Develops systems and SOP’s that address Protection needs and follow up on their implementation with  Area  Managers,  the  Head  of  Programme  Unit  (HoPU)  and  the  Advocacy  team.

  • Support  the  training,  capacity  building  and  mentoring  of  field  staff  and  partners  on  minimum protection standards.

  • Review proposals and budgets to ensure that adequate attention is paid to the protection response of NRC Jordan.

  •  Identify,  analyse  and  evaluate  key  processes  and  gaps  in  the  team  activities  ensure  support  to programme management on recommendations.

  • Ensure that issues related to Protection are explored in sensitive ways that adhere to a “Do no harm” approach.

  • Support the collection and analysis of sex- and age- disaggregated data (quantitative, qualitative and anecdotal)  so  that  it  can  be  more  effective  in  meeting  beneficiary  needs  in  NRC  and  partners’ programming.

Specific responsibilities:

  • Oversee the implementation plan and roll-out of the Protection Resource Pack with guidance and tools for safe programming and integrated protection
  • Ensure protection focal points are identified and provide tools, SOPs, training and guidance to referral focal points and program teams to ensure quality in protection referrals in line with NRC internal SOPs.
  • Identify gaps in terms of field-based protection support to ensure support to programme management on specific programme.
  • Produce regular context analysis updates and contribute to the protection trends analysis and other advocacy initiatives
  • Act as primary focal point for sensitive cases, including for example PSEA & child protection cases, if and when capacity is not available at field level.  
  • Work with partners and program staff to ensure up to date referral pathways. 
  • Support program teams in carrying out do no harm analysis and other similar exercises to address and mitigate protection risks.
  • Provide capacity building to local partner on protection issues and standards in collaboration with the partnership unit. 

Our Ideal Candidate:

We are looking for a good candidate with good previous experience in relevant field.  Experience working in complex and volatile contexts, experience of working as a Protection Officer/Advisor in a humanitarian/recovery context. experience working in coordination and liaising with external actors. Experience  developing  and delivering  protection  training  and  good  presentation  skills  in Arabic/English. Ability to multi-task and work with short deadlines and ability to work independently and proactively with limited daily support and supervision. to have knowledge of Jordan context and knowledge of global protection standards and relevant bodies of international law.
