Project Overview:
Thegeneralobjectiveofthe EUsupporttoIntegratedBorderManagementinJordan projectisto contributetothedevelopmentofthelong-termcapabilityofJordantocontroland manageits bordersand toensuregreatersecurityforcitizensandvisitors,whileguaranteeingtherespectfor theruleof lawand humanrightsstandards.
Specifically,theprojectaimsatsupportingJordanindevelopinganintegratedapproachtoborder management;enhancingcapacitiestofighttransnationalcrime;andstrengtheningtradefacilitation practicesand measures.
Theprojectis submittedwithintheframeworkoftheEuropeanNeighbourhoodInstrument(ENI), CRIS number:2018 / 041-404.
On thebasisofthe aboveoutlinedspecificobjectives,theprojectcomprises3components: Component1:IntegratedBorderManagement(IBM)
Component2:TransnationalCrime
Component3:Trade Facilitation

TheBorderManagementSpecialistprovidessupporttotheSeniorBorderManagementandSecurity SpecialistfortheMiddleEastonhisdailytasksin implementationoftheProgrammeWorkPlanand contributestocontinuousidentificationanddevelopmentofprojectideas/concepts/project proposals.S/heconductstrainingactivitieswithinrespectiveBMSprojectsand/orcontributesto developmentoftrainingagendas,trainingplansandcurriculum.
In additiontheBorderManagementSpecialistcontributestotheimplementationofaprojectora thematic,geographicorsector-specificcomponentofaproject(orprojects)throughbutnot exclusivelyprovisionofrequestedexpertisetotheprojectsintheProgramme’sportfolioaswellasto theRegionalCoordinationOffices,performingassessmentandfeasibilitymissionsintheICMPD geographicregions/countries,administrationof projectinputsensuringthattheprojectactivitiesare managedaccordingto theapprovedprojectdocumentation,workplansandbudgetsandinlinewith ICMPD´s rulesandbusinessprocessesaswellaspartnerand donoragreements. In coordinationwithotherPjMs,theBorderManagementSpecialistgeneratessubstantiveproject outputsincludingpreparation(collectinputs,compile,edit)ofoperationalreports/finalreportsto partnersand donorsand projectcontentaswellascontributesactivelytotheknowledge managementprocessofICMPDand theProgramme.
S/hesupervises,ifrequired,theworkofprojects’externalexpertsandconsultants.TheBMS specialistwillrepresentICMPDandtheBMS Programmeat variouseventsrelatedtohis/herareaof responsibility.
TheincumbentwillreportdirectlytotheHeadofProgrammeinhis capacityofthe programme supervisor.
Tasks and Responsibilities:
SupportstheBorderManagementandSecurityProgrammeSpecialist (MiddleEast) in monitoringthesubstanceoftheprojectandintheformulationofcapacitybuildingactivities relatedtotheproject;
Ensuresqualitycontrolofalltechnicalcontentprovidedbyexperts;
Liaiseswithtechnicalcounterpartsinpartnercountries;
Participatesinrelevantactivitiesoftheprojectattechnicallevel(workshops,etc.). Key Results:
High-qualityprojectoutputsanddeliverablesrelatedtoareaof workdeliveredinatimely and qualitativemanner;
ProjectinputsadministeredaccordingtoICMPD´s rulesandprocessesanddonor requirements;
Substantiveprojectoutputandcontentdefined,formulatedandproducedaccordingto highestanalyticalandprofessionalstandards;
Projectachievementsassessedandlessonslearnedgenerated;
Qualitativeinputsinregardsformulationofnewprojects/developmentoftraining agendas/trainingplans/curriculumprovided.
2Incumbent Profile:
A minimumof5years’relevantprofessionalexperienceinlawenforcementand/ortraining withthefocuson bordermanagementandsecurityatmid-orsenior-levelpositionsatthe internationallevel;
Provenexperienceinprovidingtrainings,includingTrainings-of-Trainers(ToT); Provenexperienceinworkingatpolicy,strategicandoperationallevels,withlaw enforcementand/orinternationalinstitutions/agencies;
ProvenexperienceinworkingonorrelatedtoEU fundedprojects;
Substantialknowledgeofintegratedbordermanagement,bordersecurityandsecurity, specialisedknowledgeoncounter-terrorism,organisedcrimeandotherareasoflaw enforcement.
Experienceininternationalcontext.
Proficiencyin(verbal/written)English,proficiencyinamajorEU language,Russian,orArabic isan asset.
Universitydegree(Master’slevel),preferablyinsecurityand/orlaw,lawenforcementor relatedfields,equivalentofprofessionalstudieswithinapubliclawenforcement administration.
Compensation:
ICMPD offers a monthly gross salary to be calculated based on qualifications and experience. AdditionalbenefitsincludeHealthandAccidentInsuranceandsixweeks’annualleave. Application Procedure:
