Organizational Context

The United Nations Industrial Development Organization (UNIDO) is the specialized agency of the United Nations that promotes industrial development for poverty reduction, inclusive globalization and environmental sustainability. The mission of UNIDO, as described in the Lima Declaration adopted at the fifteenth session of the UNIDO General Conference in 2013, is to promote and accelerate inclusive and sustainable industrial development (ISID) in Member States. The relevance of ISID as an integrated approach to all three pillars of sustainable development is recognized by the 2030 Agenda for Sustainable Development and the related Sustainable Development Goals (SDGs), which will frame United Nations and country efforts towards sustainable development in the next fifteen years. UNIDO’s mandate is fully recognized in SDG-9, which calls to “Build resilient infrastructure, promote inclusive and sustainable industrialization and foster innovation”. The relevance of ISID, however, applies in greater or lesser extent to all SDGs. Accordingly, the Organization’s programmatic focus is structured in four strategic priorities: Creating shared prosperity; Advancing economic competitiveness; Safeguarding the environment; and Strengthening knowledge and institutions. Each of these programmatic fields of activity contains a number of individual programmes, which are implemented in a holistic manner to achieve effective outcomes and impacts through UNIDO’s four enabling functions: (i) technical cooperation; (ii) analytical and research functions and policy advisory services; (iii) normative functions and standards and quality-related activities; and (iv) convening and partnerships for knowledge transfer, networking and industrial cooperation. Such core functions are carried out in Departments/Offices in its Headquarters, Regional Offices and Hubs and Country Offices.

This position is located in Vienna, Austria, in the Buildings Management Services Division (BMS), within the Department of Operational Support Services (OSS), Directorate of Corporate Management and Operations (CMO). As part of the common services, on behalf of and financed by the VBOs, UNIDO is responsible for ensuring the safe and reliable operation, maintenance and repair of the Vienna International Centre (VIC) buildings and associated installations according to the local building codes and standards, and according to the VIC operating license conditions. To this extent BMS carries out the following functions: - Develop and propose policies and improvements for efficient, effective and safe buildings management and operations for consideration by the Managing Director, taking into account best practices and standards; promote and proactively implement these policies and standards; - Manage and administer the operation, maintenance and repair of the grounds, buildings and related installations and equipment of the VIC complex on behalf of, and in close consultation with, the VBOs under the terms of the Memorandum of Understanding on Common Services; - Provide efficient, effective and quality services to the VBOs for all Buildings Management activities; - Manage the projects financed by the Common Fund for Major Repairs and Replacements at the VIC on behalf of the VBOs and the Government of Austria; - Take measures to meet strict requirements in respect of waste disposal, and bacteriological and chemical control of the water and air in the buildings; - Provide the required support to the catering operations of the VIC; - Reply to audit observations and ensure the timely implementation of agreed upon recommendations; - Cooperate with relevant bodies with a view to harmonizing and exchanging information.

The UNIDO Staff Performance Management System reinforces the collaboration within formal units, as well as among cross/functional teams. In this context, the incumbent collaborates with his/her supervisor and colleagues, within as well as outside the Department. Within the formal teams, the incumbent may be expected to backup other team members as required.

Main Functions

Under the supervision by the G6 Team Leader, the incumbent is responsible for all the work carried out by his Team as well as carrying out complex and semi complex activities related to HVAC Plumbing activities in accordance with Austrian Standards, rules and regulations. In cooperation with the G6 Supervisor, develops the yearly workplan of the Team including milestones, goals and priorities. Plans and administers work schedules, assigns tasks in a fair manner, provides technical guidance and training to colleagues, monitors quality of work completed, and provides feedback on work performance. Assembles, installs and maintains HVAC systems and equipment such as pumps for water and chemicals, large blowers for air supplies and exhausts, different types of valves for hot and cold water and chemicals, heat exchangers and air filters, using construction drawings and manufacturers maintenance manuals. Sets-up test procedures for verification of equipment system performances in accordance with characteristic data for optimal operation of large complicated process systems. Checks operation and condition of equipment by analysing and evaluating operation parameters using measuring instruments, functional diagrams and user manuals for fault location; and systems for fault location. Repairs various equipment as motors, pumps, fans, valves and a multitude of other high-precision mechanical components. Checks conditions and functioning of equipment, makes necessary adjustments of settings of protective devices, control sensors, alarm units, electronic signal transmitters, etc. Measures, analyses and evaluates equipment operation parameters by application of measuring instruments, functional diagrams and user manuals for fault location. Checks automatic pneumatic and hydraulic control systems for optimization of quantity/quality of air, water, energy consumption, etc., according to general established operation parameters of particular conditions and reports on operation performance, anomalous observations during inspection, testing, etc. Carries out preventive maintenance of HVAC Equipment according to the agreed yearly maintenance plan. Overviews and coordinates maintenance and repair work performed ensuring that work is carried out with minimum interruptions to the daily operations. Assists in shutting down and restarting the plant and perform maintenance work and operations requiring a system shut-down. Reviews the maintenance protocols provided by the contractors and checks quality of work performed. Ensures that all rules and regulations are being followed, that machines, equipment and material are handled in a competent, proper and safe manner, that protective clothing, such as masks, gloves and shoes are worn when required, and that tools are stored safely and properly in the Workshop. Recommends spare parts and prepares purchasing documents. Keeps abreast of the latest technology, norms and standards. Evaluates new products and techniques and recommends to the supervisor their appliance in the VIC. Ensures that all the relevant information related to the work assigned has been appropriately recorded in the Facility Management Electronic Workorder Platform and wiring diagrams and electronic documentation have been updated.

Minimum Requirements

Education

Completed compulsory secondary education. Journeyman Certificate (Lehrabschluss) or equivalent as plumber, or completed Higher Technical School (HTL) with practical experience as HVAC Plumber.

Field of Expertise

• A minimum of 8 years as HVAC Plumber • Experience in leading a small team • Good physical condition is required as works involves considerable physical exertion, e.g. walking long distances, standing, crouching, lifting and carrying heavy objects and working on high scaffolds and ladders or in inconvenient positions. Work has often to be carried out at irregular working hours and within short notice. Credit towards total working experience may be considered on a year-by-year basis, up to maximum of four years, for a first university degree or equivalent diploma, in a field relevant to the post. NOTE: Eligible internal UNIDO applicants are required to have served at least one year in his or her current post. However, the seniority-in-grade requirements for applying for higher level positions, as per paragraphs 18 and 78 of the HRMF, have been waived. In the cases of internal applicants, comparable qualifications and experience in UNIDO may be considered to take into account the potential of candidates.
