VACANCY  ANNOUNCEMENT TEMPORARY APPOINTMENT OF PROJECT PERSONNEL

Organizational Context

UNIDO is the specialized agency of the United Nations that promotes industrial development for poverty reduction, inclusive globalization and environmental sustainability. The mission of the United Nations Industrial Development Organization (UNIDO), as described in the Lima Declaration adopted at the fifteenth session of the UNIDO General Conference in 2013, is to promote and accelerate inclusive and sustainable industrial development (ISID) in Member States. The relevance of ISID as an integrated approach to all three pillars of sustainable development is recognized by the 2030 Agenda for Sustainable Development and the related Sustainable Development Goals (SDGs), which will frame United Nations and country efforts towards sustainable development in the next fifteen years. UNIDO’s mandate is fully recognized in SDG-9, which calls to “Build resilient infrastructure, promote inclusive and sustainable industrialization and foster innovation”. The relevance of ISID, however, applies in greater or lesser extent to all SDGs. Accordingly, the Organization’s programmatic focus is structured in four strategic priorities: Creating shared prosperity; Advancing economic competitiveness; Safeguarding the environment; and Strengthening knowledge and institutions. Each of these programmatic fields of activity contains a number of individual programmes, which are implemented in a holistic manner to achieve effective outcomes and impacts through UNIDO’s four enabling functions: (i) technical cooperation; (ii) analytical and research functions and policy advisory services; (iii) normative functions and standards and quality-related activities; and (iv) convening and partnerships for knowledge transfer, networking and industrial cooperation. Such core functions are carried out in Departments/Offices in its Headquarters, Regional Offices and Hubs and Country Offices.

The Directorate of Programme Development and Technical Cooperation (PTC), is responsible and accountable for providing technical cooperation services to enhance the capabilities of developing countries and economies in transition to promote ISID. PTC provides services in the following areas covered by five departments: Department of Trade Investment and Innovation (TII); Department of Agri-Business (AGR); Department of Energy (ENE); Department of Environment (ENV) and the Department of Programmes, Partnerships and Field Integration (PTC/PPF). The Department of Trade, Investment and Innovation (PTC/TII) supports countries in their efforts to develop through trade, investment and innovation the potential of the manufacturing sector to drive socio-economic progress. The Department is responsible for assisting countries to strengthen competitiveness in global markets and to integrate into the rule-based global trading system in particular through quality infrastructure development in support to the implementation of trade-related WTO agreements such as on Technical Barriers to Trade (TBT), on Sanitary and Phyto-sanitary measures (SPS) and on Trade Facilitation (TF), capacity-building in quality, environmental sustainability, and social accountability requirements in accordance with international management system standards and private sector requirements. It supports the establishment of linkages between producers/processors in developing countries and local, regional and global value chains (retailer, manufacturers) by developing capacities in the area of product quality. The Department provides technical cooperation and capacity-building services to enhance the contribution of the private sector to ISID. It enables investment, supports science, technology and innovation and facilitates access to appropriate sustainable technologies for developing countries. The Department promotes the upgrading of industrial enterprises and supports their integration into national and global value chains through business linkages fostering sustainable sourcing. In providing these services, the Department cooperates closely with other departments. It also relies on the coordinated deployment of UNIDO’s international network of Investment and Technology Promotion Offices (ITPOs).

The 'Ghana Component' Project is part of the West Africa Competitiveness Programme (WACP SAP ID 170220), which is implemented with a subsidiary approach through nine different components covering ECOWAS and the following countries: Nigeria, Niger, Togo, Cape Verde, Ghana, Côte d’Ivoire, Senegal and Sierra Leone. The Project objective is strengthening the export competitiveness of the Ghanaian economy through enhanced value-added, low carbon, sustainable production and processing and an increased access to regional and international markets. As a means, the Project aims to improve the performance and growth of the following value chains: (i) Cassava, (ii) Fruits (mango and pineapple) and (iii) Cosmetics and personal care products, by improving the quality of their products, exports and its integration into regional and global value chains. These sectors are in line with the priorities of the Ghanaian Government, and have a high potential for industrialisation and job creation. In order to achieve the WACP objectives for Ghana: (i) Strategic diagnostic, coaching and upgrading of value chains clustered MSMEs over the whole production and marketing process, and (ii) Supporting public agencies and intermediary organisations involved in the value-chains the project will work on 5 interdependent but complementary axis of intervention: the 5 Cs for competitiveness. Each axis will aim to address strategic problems and constraints identified in its thematic area. In the 3 key axis: compete, conform and connect, the project will address the constraints by building technical capacity in the institutions mandated to support the MSMEs, it will also support the MSMEs with export potential by directly -or through the upgraded intermediate institutions- providing technical assistance. The programme duration is 4 years (including 6 months inception phase) with a budget of EUR 6,350,000 funded by the European Union. GOVERNING STRUCTURE AND PROGRAMME COORDINATION The Programme is governed by a Technical Coordination Committee (TCC), with the participation of relevant national and international stakeholders, including private sector, relevant ministries, the representatives of institutions and other business support organizations, the Value Chain Strategic Committees (VCSCs) and the implementing partners. The TCC will meet twice a year in Accra, Ghana. The Programme management and coordination is lead by the Programme Manager at UNIDO Headquarters and conducted in the field by a National Implementation Unit (NIU) in Accra, Ghana. The NIU is led by a National Project Officer as Chief Technical Advisor and comprises National Technical Experts (NTEs) and support staff. The Associate Industrial Development Expert will work under overall supervision of the Department Director, PTC/TII, and the direct supervision of the Project Manager to support the implementation of the Programme. The incumbent is posted in Vienna, and will undertake missions as required. The UNIDO Staff Performance Management System reinforces the collaboration within formal units as well as among cross-functional teams. In this context, the incumbent collaborates with his/her supervisor and colleagues at headquarters as well as in countries/regions of projects/programmes under his/her responsibility.

Main Functions

I. Prepare detailed timeframes for fielding of international experts, trainings, fellowships, subcontracts and equipment purchases based on approved Annual Work Plans in consultation with the Programme Manager and Chief Technical Advisor (CTA); assist in preparation of job descriptions and identification of international experts and consultants; assist in elaboration of Terms of References (TORs) for trainings, subcontracts and purchases; assist in monitoring and following-up the work and findings of international consultants and subcontracts to ensure smooth programme delivery/implementation of planned activities. II. Facilitate the processing and conducting of training abroad (fellowships and study tours) including placement of fellows and trainees at selected institutions and training centers. III. Facilitate requisitions/purchase orders and assist in ensuring the technical evaluation of received offers according to UNIDO rules and regulations. IV. Assist, at Headquarters level, in inter-agency coordination of implementation of the Programme to achieve smooth operations and coherence in the execution and delivery of the programme. Assist in donor coordination activities to achieve synergies with other technical assistance programmes. V. Contribute to the drafting of bi-annual and annual implementation/financial reports as well as finalization of financial reports in coordination with Department of Finance for the Programme according to donor specifications and UNIDO requirements. Ensure audit compliance for the project documentation and assist the periodical project audit/evaluation exercises. VI. Contribute to the preparation of promotional material in order to create awareness, visibility, and publicize project results; prepare/compile background materials or data from different sources (Internet, Intranet or other publications) as required for missions, meetings and preparation of reports of the Programme. VII. Support the UNIDO Project Manager in his day-to-day operational work and in the administration and financial monitoring of the Programme and its activities.

Minimum Requirements

Education

University, (master's) degree in engineering, economics, business administration or equivalent.

Languages

Fluency in written and spoken English is required. Fluency and/or working knowledge of another official UN language, would be an asset.

Computer Skills

Field of Expertise

A minimum of three (3) years of professional experience in provision of technical assistance in the area of value chains or quality infrastructure required. Knowledge of the principles and practices of effective quality management system audits, as well as experience in the field of value chain development would be considered an advantage. UN project implementation and field experience highly desirable. NOTE: Eligible internal UNIDO applicants are required to have served at least one year in his or her current post. However, the seniority-in-grade requirements for applying for higher level positions, as per paragraphs 18 and 78 of the HRMF, have been waived. In the cases of internal applicants, comparable qualifications and experience in UNIDO may be considered to take into account the potential of candidates
