Syria/MENA Program

ICMP Syria/MENA program aims to establish the foundations for an effective and sustainable mechanism to address the issue of the missing in a future post-conflict Syria. The program will focus on:

1) Contributing to increased understanding among victims, civil society and key stakeholders regarding processes, standards and rights of victims and survivors who are involved in accounting for missing persons;

2) Establishing the conditions to launch a participative process of data collection that empowers and engages families of the missing; and

3) Increasing the capacity of Syrian families, legal experts and other stakeholders to foster an impartial and law-based approach to accounting for missing persons in post-conflict Syria.

The primary beneficiaries of the Syria program are families, in particular women, with relatives missing from the conflict, who are currently displaced in neighboring countries and, also where possible, those who are still in Syria.

The Head of Civil Society Initiatives (CSI), MENA, participates in the strategic design and is responsible for the implementation of ICMP Civil Society initiatives in the MENA Program that support public involvement in the efforts to account for missing persons of Syrian families of the missing, non-government organizations and other actors. The Head of CSI, MENA, identifies opportunities and partners, designs ICMPs interventions and ensures timely and effective delivery of activities. Interventions include outreach activities, learning and development projects, small grants, opportunities for advocacy, dialogue and joint collaboration with institutions, legal analysis and reform, and data collection activities benefiting families of the missing and NGOs. Through its Civil Society Initiatives, ICMP supports the development of networks, visibility of the issue of the missing and of the role of CSOs, and promote a rights-based and impartial approach for the issue of the missing where women and vulnerable groups affected by the issue of missing persons are championed and supported.

Under the overall guidance and supervision of the Head of Program, and in close consultation with the Head of the Civil Society Initiatives Department, HQ, the Head of Civil Society Initiatives, MENA, duties and responsibilities will include, but will not necessarily be limited to, the following:

  • Developing and coordinating the implementation of CSI related activities in MENA ensuring gender mainstreaming and an impartial approach to the issue of the missing;
  • Coordinating and ensuring effective implementation of ICMPs Small Grants program and other types of assistance to CSOs, along with coordinating the work of CSI Program Officers/grant focal points in the process
  • Coordinating the establishment and maintenance of partnerships with representatives of family associations, NGOs, and other civil society organizations involved in missing persons’ issues;
  • Contributing to the analysis of victims’ rights frameworks;
  • In collaboration with Data Systems and Data Coordination staff, facilitate and support the conclusion and implementation of data partnership agreements with CSOs;
  • Contributing to the development of content for use in learning and development programs, visibility, outreach and other events, materials, and any other related tool directed to CSOs or on CSI;
  • Identifying, documenting, systematizing, sharing and maintaining, through permanent consultation, contacts and information about current or potential partners, initiatives, threats and opportunities impacting ICMP CSI-related activities;
  • Representing ICMP with civil society and other relevant institutional or international partners in MENA;
  • Contributing to the preparation of internal and external proposals, reports and other materials for fundraising, grant management or activity implementation;
  • Identifying and establishing the necessary collaboration with other ICMP departments or units such as communications, policy and cooperation and data systems and coordination in relation to CSI-related activities;
  • Participating in the recruitment and training of relevant program staff;
  • Contributing to in the development of ICMP-wide initiatives related to civil society development such as the development of guidance, policies, methodologies and processes; and
  • Other related duties as assigned.

Requirements

  • Advanced university qualification with specialization on Human Rights, Law, International Relations, Sociology and other social sciences or relevant discipline, and with specialized education on gender issues.
  • Minimum of eight years of relevant professional experience;
  • A minimum of five years of field experience in gender sensitive programming and implementation;
  • At least five years of experience documenting cases related to missing persons, outreach, advocacy and capacity building activities benefiting families of the missing and CSOs is preferred,
  • Experience administering financial support to CSOs is desirable;
  • Experience working on legal, institutional and social issues in the Middle East and the Mediterranean impacting the issue of the Syrian missing persons;
  • Extensive network in the Middle East and the Mediterranean of relevant actors including institutions, family associations, civil society organizations and affected communities;
  • Demonstrated project management experience, including financial/grant management;
  • Demonstrated experience drafting reports and conducting high-level research;
  • Demonstrated experience leading the organization of missions, large scale events and handling logistics;
  • Excellent conceptual, analytical, documentation and presentation skills, including frequent report writing; and
  • Excellent planning and prioritization skills, including the ability to think and operate strategically.
  • Understanding of the Syrian conflict and the region, as well as work experience related to Syria and the region is desirable;
  • Proficiency in written and spoken English and Arabic/ Turkish or Kurdish is desirable.
  • Strong communication skills;

Additional Requirements

  • Understanding of and commitment to a rights-based approach to the issue of the missing.
  • Excellent knowledge of Microsoft applications, including Outlook, Word, Excel and Power Point
  • Excellent verbal presentation and advocacy skills;
  • Ability to interact positively with colleagues regardless of culture, nationality, religion or gender; and
  • Willingness to travel and to work flexible hours including weekends and evenings;
  • Legally entitled to work in Lebanon (Lebanese citizens).

This is a full time position with a competitive base salary at the LES 7 level on the ICMP MENA/Syria Program salary scale, generous paid leave and extensive health insurance benefits for the incumbent and any eligible dependent.

This is a locally engaged position and is not entitled to the expatriate allowances.
