JOB TITLE: NATIONAL LOGISTICS OFFICER

TYPE OF CONTRATCT: Fixed Term

GRADE: NOA

UNIT/ DIVISION: Supply Chain/ DRC

DUTY STATION: Bukavu/South Kivu/DRC

DURATION: 12 months

LANGUAGES

  • Proficiency (Level C) in French and working knowledge of English  is required.

Knowledge of a local language such as Swahili is desirable.

QUALIFICATIONS AND EXPERIENCES

At least 5 years progressively responsible professional relevant experience in humanitarian logistics, including air transport and logistics/transport operations/warehousing;

Ideally the candidate should have relevant experience in:

  • Good understanding / experiences of the Humanitarian Approach, Warehousing, Logistics Operation, Cash based transfer and livelihood activities.
  • One or more years UN-based experience and/or work in multi-cultural, multi-national context
  • Experience of work under conditions of poor infrastructure and difficult working and living conditions.
  • Experience in undertaking Logistics assessments and analysis
  • Emergency preparedness and contingency planning

KEY ACCOUNTABILITIES (not all-inclusive)

Duties: The National Logistics Officer will report directly to the Head of Unit under the supervision of the Bukavu Head of Sub Office, with technical reporting to the Head of Supply Chain Eastern zone.

Within delegated authority, the Logistics Officer will be responsible for the following duties:

  • Assess and organize logistics in terms of transport requirements, receipt, handling, storage and distribution and maintain proper warehousing and recording systems including assets;
  • Prepare for receipt of international shipments, and liaise with competent authorities for tax exemptions, port clearances, etc. and the timely delivery of relief items to the beneficiaries;
  • Liaise and keep close contacts with partners involved in programme implementation and assists them in all matters pertaining to logistics  
  • Carry out regular field missions to ensure adherence of corporate requirements and that WFP cargo forwarded to partners have been received and properly accounted for at their destinations
  • Apply logistics strategy within the WFP policies and procedures and ensure effective integration of logistics operations
  • Advise on logistics management improvement on the structures and staffing levels to ensure that they are at all times adequate to meet the requirements of the logistics strategy
  • Organize and participate in  logistics meetings including the local transport committees under the sub-office
  • Identify opportunities for possible expansion of Logistics service provision in South Kivu territory
  • Ensure data integrity of transport information, including commodity tracking in the Logistics Execution Support System (LESS) which is an internal EPR.
  • Co-ordinate all Logistics Assessments and surveys and submission to the Country Office local transport committee via Area Office
  • Ensure accurate and complete accounting, reporting and internal control systems are functional and well maintained for audit purposes
  • Support to the smooth implementation of livelihood activities such as Purchase for Progress (P4P) and Cash Based Transfer (CBT) activities within South Kivu province.
