Organizational Setting


The Office of South-South and Triangular Cooperation (OSS) was established to coordinate and implement FAO's renewed South-South and Triangular Cooperation (SSTC) strategy following the Outcomes of the Second High-Level UN Conference on South-South Cooperation (BAPA 40) and the 2030 Agenda for Sustainable Development.

OSS aims to be a hub for knowledge generation and exchange to promote the uptake of sustainable agricultural practices, technologies, and innovations to address challenges in agriculture and rural development facing developing countries. The work of OSS will focus on a number of key areas 1) Fostering an enabling environment for effective SSTC in the agriculture sector, 2) Knowledge Generation and Documentation, 3) Promoting partnerships and collaborations with knowledge networks and platforms, 4) Facilitating the exchange of development solutions in support of the implementation of SDGs.

Reporting Lines


The Programme Officer reports to the Senior Coordinator, OSS (P5).


Technical Focus

Programme support, establishment of SSTC partnerships, resource mobilization and financing for SSTC, coordination of the decentralized SSTC network.

Key Results

Develops, implements, evaluates, ensures effective leadership and management of major projects and related teams.

Key Functions

• Develops, implements and evaluates assigned programmes/projects; monitors and analyses programme/project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and initiates corrective action; liaises with relevant parties; ensures follow-up action;
• Performs consulting assignments, in collaboration with the client, by planning facilitating workshops, through other interactive sessions and assisting in developing the action plan the client will use to manage the change;
• Researches, analyses and presents information gathered from diverse sources;
• Coordinates policy development, including the review and analysis of issues and trends, preparation of impact evaluation or equivalent studies;
• Generates survey initiatives; reviews, analyses and interprets responses, identifies problems/issues and prepares conclusions;
• Organizes and prepares written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications;
• Provides substantive backstopping to consultative and other meetings and conferences to include proposing agenda topics, identifying participants, preparation of documents and presentations;
• Initiates and coordinates outreach activities; conducts training workshops and seminars; makes presentations on assigned topics/activities;
• Leads and/or participates in large, complex field missions, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries;
• Coordinates activities related to budget funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and prepares related documents/reports (pledging, work programme, programme budget).
Specific Functions

• Leads the coordination with FAO's SP teams in the preparation and implementation of the SLAs; Collaborates with and supports FAO's Strategic Objectives teams, Departments and Decentralized Offices in the development, implementation and monitoring of SSTC partnerships, projects and programmes;
• Acts as focal point and collaboratse with the UN Office for South-South Cooperation (UNOSSC), Rome-based Agencies (RBAs) and other key partners on SSTC;
• Facilitates contact with potential partners to explore partnership and financing opportunities, supports negotiations of Memorandum of Understand (MoUs), funding agreements and project proposals with governments, international organizations, private sector and civil society partners;
• Builds and maintains effective working relationships with key stakeholders throughout the project cycle, facilitates monitoring and compliance issues and ensures submission of reports, as required; Facilitates SSTC functional networks and supports Regional Initiatives teams; monitors and reports on key results;
• Promotes the use and enhancement of the SSTC Gateway as a knowledge exchange, networking and collaboration platform among FAO's partners.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements
• Advanced university degree in business administration, international and/or rural development, development economics, project management or any other field relevant to the work of the Organization.
• Seven years of relevant experience in the design and implementation of development cooperation projects, resource mobilization.
• Working knowledge of English, French or Spanish and limited knowledge of one of the other two or Arabic, Chinese, Russian.

Technical/Functional Skills

• Work experience in more than one location or area of work, particularly in field positions is desirable

• Extent and relevance of experience in supporting the development of SSTC projects/agreements is desirable.
• Extent and relevance of Knowledge of FAO's SSTC strategy is desirable.
• Extent and relevance of academic qualifications.
