Background

Yemen is facing an unprecedented political, humanitarian, and development crisis. Yemen’s transition that started in 2011 with the support of the international community tragically unravelled after the conclusion of the National Dialogue Conference in January 2014 and spiralled into a full-blown conflict by March 2015 with uncertain prospects of a peaceful political solution.
 
Yemen has long been a Least Developed Country and the poorest in the Arab region. Before the conflict, more than half of the 25 million population were already below the poverty line and 8 million people were receiving humanitarian assistance. Now it is estimated that more than 20 million people (82% of the population) are in need of assistance. With civilian casualties rising, Yemenis are suffering from multiple and entrenched hardships.
 
After more than two years of stalemate, the Special Envoy of the Secretary General for Yemen convened intra-Yemeni consultations in Sweden from 6 to 13 December 2018. The consultations successfully concluded in partial agreements between the principal Yemeni parties which were endorsed by UN Security Council Resolution 2451.
 
In this context, a Peace Support Facility (PSF) for Yemen has been established. The aim of the Peace Support Facility (PSF) is to support the peace process by accelerating the implementation of agreements reached by the parties to the conflict during negotiations led by the UN Secretary General’s Special Envoy to Yemen. 
 
The Facility also aims to build public support for the peace process by achieving tangible, rapid improvement in the daily lives of people in priority areas identified by the UN Special Envoy. The intention is to demonstrate concrete alternatives to conflict, create local demand for peace and incentivize parties to deepen their engagement in the Special Envoy’s peace process.
 
The project’s overarching output is that the peace process in Yemen is supported with fast, flexible initiatives, agreed by the parties, that deliver tangible, rapid improvements in the daily lives of people, and reinforce and build public support for the political process.
 
The project will undertake two lines of effort, the first of which will implement initiatives agreed by the parties, in direct support of priorities discussed during the peace consultations. By supporting specific initiatives recommended by the UN Special Envoy and parties in the peace process, the Facility will build confidence between the parties, and between the parties and the UN. It will also incentivize parties to deepen their engagement in the peace process.
 
The first set of initiatives implemented under this component will focus on the priorities discussed in the Stockholm consultations.
 
The second line of work will implement initiatives identified by the Special Envoy that further support broad peace efforts and the peace process. The Facility will empower the Special Envoy to support initiatives that will generate demand for peace, especially in neglected geographical areas and among underrepresented groups. Particular attention will be paid to promoting the inclusion of women. These initiatives will help lay the groundwork for people to start rebuilding their lives, by improving conditions in conflict-impacted communities and facilitating the return of displaced families.
 
Under the direct supervision and guidance of the Peace Support Facility Manager, the Programme Management Specialist is responsible for supporting day-to-day management and monitoring of programme implementation. S/He ensures effective financial management of the Facility as well as programme and project quality assurance in compliance with UNDP’s programming guidelines, and project management rules, regulations and procedures. He/She also contributes to resource mobilization, manages partnerships with donors and implementing organizations, and oversees the quality of partners’ work and reporting.
 

Duties and Responsibilities

1. Ensure effective programme and financial management, and quality assurance:
  • Ensure quality assurance and effective programme management to the implementation of the Peace Support Facility, in line with UNDP policies and procedures;
  • Provide technical advice on the development of systems, processes and mechanisms to support programme planning and implementation;
  • Manage partnerships arrangements and contracting with participating implementing partners for programme implementation;
  • Liaise with external counterparts and implementing partners as well as UNDP field-based colleagues to ensure effective and efficient project management, implementation and monitoring;
  • Ensure that the Peace Support Facility complies to project management requirements and standards, including project initiation and Atlas setup;
  • Ensure effective budget management and expenditure control as well as resource planning;
  • Oversees programme support personnel to ensure timely and effective provision of operational and logistical support to the Facility team.
2. Ensure the implementation of a sound risk management approach and the integration of cross-cutting issues:
  • In collaboration with the RCO Risk Management Unit, contribute to developing and implementing the policies and strategies related to comprehensive risk and compliance management;
  • Develop and implement a comprehensive risk management framework for the Facility applying UNDP´s Enterprise Risk Management (ERM approach), tailored to the specificities of the programmes in Yemen;
  • Supports management decision making processes, through offering advice on risk management and contingency planning;
  • Ensure the integration of cross-cutting issues (e.g. gender equality, youth empowerment) into the design, implementation, and monitoring and evaluation of all programme activities;
  • Ensure the consistent and effective application of a human-rights based approach to programme implementation.
3. Ensure effective results and financial reporting, and communications of results to partners and donor partners, as well as overall visibility:
  • Ensure effective application of RBM tools and oversee the monitoring results, in collaboration with the M&E and Reporting Specialist;
  • Provide strategic oversight of planning, budgeting, implementing and monitoring of the programme, tracking use of financial resources in accordance with UNDP rules and regulations;
  • Oversee the preparation for evaluation and audit missions, and follow up on audit recommendations;
  • Oversee and quality assure partner reporting and coordinate spot-checking processes;
  • Ensure that reports are timely prepared and disseminated as appropriate on activities, outputs and outcomes, and provide inputs to donor reports on progress and achievements of the Peace Support Facility;
  • Oversee the preparation of results-based reports to partners and donors, as well as ensure that corporate reporting requirements are met;
  • Monitor and analyze financial situation on the portfolios and programmes to ensure adherence to delivery rates and utilization of resources to meet agreed upon targets and results;
  • Provide regular financial monitoring, identify operational and financial bottlenecks to delivery and recommend solutions.
4. Support programme development, coordination, partnership building and resource mobilization:
  • In collaboration with the Strategic Planning Specialist, engage and coordinate with other relevant projects implemented by UNDP, as well as UN organizations, NGOs and other agencies, to ensure complementarity, minimize overlaps and/or duplication, and identify synergies and areas of complementarity or cooperation.
  • Contribute to the design and formulation of the Facility programme, translating priorities and objectives into local interventions;
  • Coordinate programme implementation with the executing agencies;
  • Coordinate the implementation of the Facility partnerships and resources mobilization strategies to achieve programme outcomes;
  • Identify and propose programmatic areas of cooperation, based on strategic objectives of UNDP Yemen, peace process outcomes, country needs and donors’ priorities.
5. Facilitates knowledge building and management:
  • Lead activities to build capacity and create awareness around programme and risk management within the Peace Support Facility Team;
  • Identifies and synthetizes lessons learnt and best practices emerging from the work of the Facility;
  • Actively promotes a knowledge sharing and learning culture within the Facility team;
  • Sound contributions to knowledge networks and communities of practice in areas pertaining to the work of the Facility;
  • Develop a sound knowledge management system to track lesson learned and best practice across the Facility and facilitate access to knowledge to Facility members, UNDP Yemen team and the broader UNDP and partners’ networks.

Required Skills and Experience

Education: 

  • Master’s Degree or equivalent in Economics, Political Sciences, Business Administration, Public Administration, Law, Development Sciences, Social Sciences or related field.

Experience: 

  • Minimum 7 years of relevant experience at the national or international level in design, implementation, operations, monitoring and evaluation of development/cooperation projects;
  • Experience in designing, coordinating and monitoring implementation of conflict prevention, stabilization and/or related peace-building programmes and projects in a post-conflict settings is mandatory;
  • Experience in strategic partnership building with stakeholders, government partners, and stakeholder collaboration is an asset.

Language Requirements: 

  • Fluency in English (written and spoken).
