Background 
The Mixed Migration Centre is a leading source for independent and high-quality data, information, research and analysis on mixed migration. Through the provision of credible evidence and expertise on mixed migration, MMC aims to support agencies, policy makers and practitioners to make well-informed decisions, to positively impact global and regional migration policies, to contribute to protection and assistance responses for people on the move and to stimulate forward thinking in the sector responding to mixed migration. MMC focuses on 6 core regions, with regional teams in each of these: Eastern Africa & Yemen; North Africa; West Africa; the Middle East, Asia and Europe. Since 2014, MMC has been implementing the Mixed Migration Monitoring Mechanism initiative (4Mi), a growing network of monitors stationed in key migration hubs in more than 20 countries along 7 major migration routes, who are interviewing refugees and migrants on the move on a continuous basis. To increase the understanding of migration 
To contribute to policy development and debate 
To contribute to evidence-based responses for people on the move 
While managed and implemented by MMC regional hubs through different 4Mi programmes, MMC and DRC aim to further develop 4Mi into a global data collection tool, allowing for standardized data collection and comparative analysis across various mixed migration routes globally.  
 
Overall purpose of the role  
DRC is looking for a Project Lead – Mixed Migration/Research Technical Lead to manage the formative research component of a new DFID funded project ‘Addressing Unsafe and Irregular Migration through and from Ethiopia’. Research Technical Lead will oversee the formative research and product deliverables for research into the drivers, profiles, patterns of mixed migration populations traveling through and from Ethiopia. 
 
Responsibilities  
  • Develop a practical work plan for the research. This includes a detailed methodology and tools for the data collection and analysis process.  
  • Such tools should be shared with consortium partner before starting field work for any comments. 
  • A mobile survey tool is expected to be the major source of survey data – so a work plan with specifics here would be critical.  
  • Management and daily supervision of a network of field monitors using digital technology to survey mixed migration. 
  • Identify partners, key informants, contacts and other interlocutors critical to the success of this project and establish close working relations with relevant existing mixed migration-related agencies in different areas of Ethiopia. 
  • Collect relevant data/ information about the sector from relevant sources. 
  • This includes the mobile survey tool mentioned above, all of which will be done in close collaboration with MMC management.  
  • Ensuring that data collection and research collected in the programme, and from other sources, is presented to the Research Ethical Committee to inform strategic planning decisions. 
  • Work with M&E consortium partner to develop a long term plan for how the formative research and monitoring and evaluation will be cohesive and effective through the life of the project.   
  • Using data collected from field research as well as literature reviews, draft in-depth analysis on the situation of irregular migration and people in mixed migration flows in and through Ethiopia.  
  • Prepare and submit final report to consortium as per time frame agreed upon contracting. 
  • Debrief consortium partners completing the research and validate the findings prior to submitting final reports.

The Project Lead will report to Project Manager, Mixed Migration

Requirements 
Experience and technical competencies 
  • A post-graduate degree in migration, international relations, development studies, or other related field. 
  • 5 years’ experience in a senior research management role (head of research, technical researcher or similar) with an international NGO, preferably working with mixed migration issues in East Africa, with a particular focus on Ethiopia. 
  • Proven experience with variety of research methods and methodologies. In particular, experience using mobile survey tools is critical to this role.  
  • Proven record in analysis, survey methodology and design, and written or infographic based end product use of data gathering processes. 
  • Experience in formative research planning and implementation 
  • Demonstrated technical expertise in protection, mixed migration &/or resilience programming 
  • Experience with a range of donors, with specific experience and knowledge of DFID 
  • Experience working with national NGO partners and local/government authorities 
  • Willingness to travel to and work in insecure environments 
  • Excellent communication and interpersonal skills 
  • Excellent communication and presentation skills 
  • Ability to manage stress, multi-task and take decisions 
 
Languages 
  • Fluent written and verbal communication skills in English  
 
Conditions 
Contract: One year contract.  The position is graded as employment band NM. G Level 2.
