NRC in Iraq

Iraq, with a long history of displacement, has seen an unprecedented rise in recent years. Of the more than 5.8 million Iraqis who fled their homes since 2014, two million remain displaced. Over four million Iraqis have returned to their area of origin. Many Iraqis have returned to areas that lack basic infrastructure, utility services and livelihood opportunities, or where explosive devices have not been cleared. Other challenges include: lack of security, community rejection, housing, property and civil documentation issues and lack of educational opportunities.

The UN estimates that more than 8 million Iraqis will need assistance in 2018, and 3.2 million children attend schools irregularly or not at all. Humanitarian agencies are asking for 569 million USD to deliver basic assistance to Iraqis  (HRP 2018). With military operations against IS group having ended, the Iraqi government faces new challenges to ensure an inclusive reconstruction and reconciliation that will sustain peace.

Since 2010,NRC Iraq has been assisting internally displaced Iraqis, Syrian refugees, and host communities in Ninewa, Dohuk, Erbil, Kirkuk, Basra and Anbar. We focus on assisting the newly displaced, those in lengthy displacement in camps and those in hard-to-reach places. In 2018, NRC scaled-up programmes across Iraq to respond to the large-scale displacements and returns, especially in Anbar governorate, around Kirkuk and in Ninewa using our water and sanitation, education, camp management, legal assistance, livelihoods, camp management, and cash activities.

                                                                      Shelter Project Manager - Kirkuk

The purpose of the shelter project manager position is to implement delegated CC project portfolio. The main responsibility for Shelter Project Manager is to ensure shelter projects are implemented with an evidence-based approach ensuring that post project evaluations and analysis are carried out.

Responsibilities :

  • Ensure that shelter projects are fully compliant in the areas of technical works, financial monitoring and beneficiary selection.
  • Ensure shelter projects are implemented with an evidence-based approach ensuring that post project evaluations and analysis are carried out.
  • Working with ICLA colleagues on joint-programming surrounding housing and land property (HLP) notably proof of ownership.
  • Working with the camp management Urban Displaced Outside of Camps (UDOC) to promote safe shelter techniques and engage with community on shelter related issues.
  • Integrating WASH programming into shelter response where possible.
  • Scaling-up to intervene in emergencies such as new areas of intervention, influx, extreme weather, etc.
  • Ensuring all output/outcome data and beneficiary data is recorded and maintained in the shelter databases.
  • Represent NRC in shelter coordination forums and ensure adherence to Iraq Shelter Cluster Guidelines.
  • Implement cash as a modality for shelter rehabilitation through self-help approach.  
  • Ensure correct completion and upload of paperwork to the filing tree as required by Securing Support Documents (SSD) and Reconciliation of deliverable (RoD) policy.
  • Conduct regular field missions to monitor project implementation. 

Our Ideal Candidate:

University graduate with with minimum (3) three years of field experience working as a Project Coordinator, preferably in refugee/IDP shelter programmes in complex emergencies, urban settings, and camp environments, with responsibility for Project cycle management, Risk Management, Staff Development/Management and Grants/Budgets Management and experience from working a shelter project implementation position in a humanitarian/recovery context. Knowledge about own leadership skills/profile. Fluency in English, both written and verbal. Written and/or spoken knowledge of Arabic
