Organizational Background:

The World Food Programme Somalia activities include food assistance for relief, emergency school feeding, nutrition and food assistance for assets creation through provision of in-kind and cash-based transfers.

Duties and Responsibilities:

Under the direct supervision of the Transfer Management Team Leader and overall supervision of the Head of Programme, the incumbent will be responsible for the following duties:

  • Oversee and develop a registration implementation procedure for refugees that have expressed willingness to return to Somalia;
  • Create awareness to the returns on the SCOPE registration, process of returning, entitlements, mechanism to redeem their entitlements, feedback and complaints.
  • Ensure strong communication and coordination with all Area Offices and way stations in Somalia where the returnees are going;
  • Establish a registration coordination team and attend meetings and discussion on the returnee operations as well as representing WFP Somalia in all related meetings at field level;
  • Alert and discuss with WFP Kenya, UNHCR Kenya and other stakeholders on issues of concern of the VOLREP process;
  • Coordinate with ICT on the printing of SCOPE cards of the registered and enrolled beneficiaries;
  • Provide weekly VOLREP programme update reports to Nairobi Programme Unit;
  • Support Area Offices to plan, deliver and report transfers (in kind and cash-based) through the SCOPE platform;
  • Assist with resource management and reporting for Cash Based Transfer value and related costs;
  • Perform other duties as required.

Minimum Qualifications:

Education:

Secondary school education. A post-secondary certificate in Social work or any other related functional field is desirable.

Experience:

At least three years of progressively experience in emergency assistance and development projects including in refugee operations.

Language:

Fluency in written and spoken English is a requirement.

Knowledge:

Knowledge and experience in cash-based interventions is required, experience in Voluntary repatriation work and the use of SCOPE is highly desirable. Knowledge of WFP administrative regulations and rules, and WFP policies and procedures in the area of work.
